January 25, 2005
Pursuant to due call and notice thereof, a special joint meeting of the City Council of the
City of Golden Valley, Hennepin County, Minnesota with its boards and commissions was
held at 200 Brookview Parkway in said City on January 25, 2005. The Mayor called the
meeting to order at 7:05 p.m.
The following members were present: Freiberg, Grayson, Loomis, Pentel and Shaffer.
The following members of boards and commissions were also present:

BUILDING BOARD OF REVIEW: Ed Chesen, Venora Hung, Tom Parker

The following staff members were present: Assistant City Manager Jeanne Andre, Planning
Director Mark Grimes, Public Safety Director Bob Hemz, Park and Recreation Director Rick
Jacobson, Chief of Fire and Inspections Mark Kuhnly, Environmental Coordinator Al
Lundstrom, Finance Director Don Taylor, Assistant Finance Director Sue Vimig and
Communications Coordinator Cheryl Weiler.
Welcome and Introductions
Mayor Loomis welcomed those in attendance and asked them to introduce themselves and
state the board or commission on which they serve.

Overview of Envision Process and Vision Guide
Jeanne Andre presented a PowerPoint presentation about the Envision process and the
Vision Guide which had been mailed to all properties in the city, and she distributed a copy
to those in attendance.
Council Challenge to City Boards and Commissions
Mayor Loomis explained that the City Council would like each Board and Commission to
consider its mission and how the aspirations stated in Envision relate to the mission. She
suggested that they inventory current activities, which may already relate to items in the
Vision Guide, and consider other aspects of their mission which are not currently being
addressed.
City Council Goal Setting
Mayor Loomis reviewed the process the City Council followed to adopt goals for 2005. The
Council and staff will refine the goals over the year and consider funding needed to achieve
the goal in the 2006 budget process. Staff distributed a one-page summary of the 2005
goals.
Invitation to Boards and Commissions to Collaborate on Goals/Projects
Mayor Loomis explained that the Council had identified many projects in their goal -setting
process that were not selected as goals but did respond to Envision aspirations. Since they
were seen as projects more than governmental goals, the Council is asking that members
of boards and commissions consider spearheading one or more of the projects, with help
from members of the community and the Envision Connection Project. She asked that
individuals or boards and commissions interested in pursuing any of the items on the list
distributed by staff, contact the Connection Project for help with coordination. There was
discussion as to whether each board and commission should send a representative to the
Connection Project or vice versa. No decision was made, but communication was
encouraged.
Feedback from Boards and Commissions on Communications with the City Council
The Mayor opened the meeting for comments and questions. Some items brought up
during the discussion include:
• How can boards and commissions learn what other boards and commissions are
doing?
• How can we avoid conflict with existing programs as we introduce new initiatives?
• Can any initiative be devised that will meet the needs/interests of all members of the
community?

• What about the budget impact of the mission review by the commissions? Will
issues recommended be funded?
• Can the City Council or the Council liaisons meet annually with each commission?
• If projects are adopted by a commission, must they do all the work, or can people in
the Connection Project help carry out the project?
Some responses from the Council included:
• The Council liaisons will try to meet more regularly with the boards and
commissions.
• Joint meetings of the Council with an individual commission can be considered as
appropriate.
• Minutes of the various boards and commissions are available for review on the City
web site.
• The Council can reformat the annual recognition event to allow for a brief report from
each commission on its current activities.
• The mission work done by the commissions will be part of the City Council's long-
term planning. The Council has chosen to work on three goals in a given year, and
funding for the goals is not available until the following year. All
information/recommendations from commissions will need to be considered as part
of the Council's long term planning efforts.
