Pursuant to due call and notice thereof, a special meeting of the City Council of the City of
Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said
City on July 26, 2004 at 6:30 pm.
The following members were present: Grayson, Loomis and Shaffer; and the following was
absent: Freiberg. Also present were: Thomas Burt, City Manager, Jeannine Clancy,
Director of Public Works and Lisa Wittman, Administrative Assistant.
Bid - TH 55/General Mills Boulevard/Boone Avenue North Intersection and Flood
Proofing Improvement Project
Clancy stated that staff received four bids that were opened on July 20, 2004 for the
TH55/General Mills Boulevard/Boone Avenue North intersection and Flood Proofing
Improvement project. She said Ames Construction, Inc. was the lowest responsible bidder
for the project in the amount of $6,906,885.55.
Clancy explained that the project will accomplish the following:
1. Meets the City's contractual obligations with General Mills for traffic improvements
that were required through the environmental assessment worksheet. These
improvements area associated with safety and capacity issues at the intersection of
TH 55/Boone Avenue North/General Mills Boulevard.
2. Relocates a frontage road serving a neighborhood to address safety concerns.
3. Resolves overhead and underground utility conflicts.
4. Adds sidewalks the project vicinity.
5. Relocates a watermain that exists in unsuitable soils.
6. Makes numerous sanitary sewer repairs throughout the project limits.
7. Removes seven properties from the 100 year flood plain along Boone Avenue north
of TH 55.
8. Provides water quality improvements.
9. Provides needed wetland mitigation for the Bassett Creek Floodproofing project and
a mitigation bank for limited future projects.
10. Creates a 19 acre passive nature preserve that will forever remain open space for
the public.
Clancy stated that funding for this project is from several sources including tax abatement
proceeds, storm sewer utility fund, private utility companies, MnDOT, General Mills Inc.
and an Xcel Energy surcharge. She said that the total cost of the project will necessitate
the issuance of additional storm sewer bonds in the approximate amount of $1,500,000
and a one-time transfer from the Valley Square Tax Increment Fund in the amount of
$300,000.

Grayson asked if the City has worked with Ames Construction in the past. Clancy said the
City has not, but that she has worked with them in other cities in the past and they've done
a fine job.
Grayson stated he would like summary of this meeting to be on the next Council agenda
because it is such a large project.
Loomis asked if this project would raise utility fees. Burt said it would probably raise the
rates by another dollar.
Loomis asked if this project impacts the City's bond rating. Burt said Moody's is concerned
and that they will look at the City's total debt.
Loomis asked if the $300,000 transfer from the Valley Square Tax Increment Fund would
have to be approved by the HRA. Burt said yes.
MOVED by Grayson seconded by Shaffer and motion carried unanimously to award the
bid for the TH 55 and General Mills Boulevard/Boone Avenue North intersection and flood
proofing improvement project to the lowest responsible bidder, Ames Construction, Inc. for
$6,906.885.55. The bids are as follows:
Ames Construction, Inc.
Palda & Sons, Inc.
Thomas & Sons Construction, Inc.
C.S. McCrossan Construction, Inc.

The Mayor adjourned the meeting at 6:41 pm.
