City Council
April 30, 2002
Pursuant to due call and notice thereof, a special meeting of the City Council of the City of
Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said
City on April 30, 2002 at 7:00 p.m.
The following members were present: Grayson, Johnson, LeSuer, Loomis, and Tremere.
Also present were: William Joynes, City Manager (left at 7:02 p.m.); Allen Barnard, City
Attorney; and Judy Nally, Administrative Assistant.
Discussion and Selection of an Executive Search Firm for Citv Manaqer Position
Each Council Member stated their first and second choice of executive search firms and
their reasons for their choice.
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to name
Personnel Decisions International (PDI) as the primary search firm and The Par Group as
the second firm. Upon a roll call vote, the vote was as follows:
GRAYSON - YES LESUER - YES LOOMIS - YES JOHNSON - YES TREMERE - YES
MOVED by Tremere, seconded by Johnson and motion carried unanimously to direct the
Mayor and City Attorney to work with PDI, as first choice and The Par Group, as second
choice if necessary, to prepare an agreement for Council consideration at the City Council
meeting of May 7, 2002 with terms as discussed with Council. Upon a roll call vote, the
vote was as follows:
GRAYSON - YES LESUER - YES LOOMIS - YES JOHNSON - YES TREMERE - YES
Some of the items to be discussed are as follows: written guaranty if not outlined in the
original proposal, fees for applicants who have been processed previously by the firm;
Council is requesting the firm selected provide them with periodic reports on the status of
the selection process; the Council will rely on the process that PDI uses in their
recruitment and adverting the position; the development of the position description and the
flexibility of th� meeting schedule.
Mayor Loomis requested each Council Member provide her with their proposed vacation
schedule. She will discuss the schedules along with any budget meetings that may
conflict with future meetings.

Discussion of Possible Extension of Current Citv Manaqer Services Bevond June
30, 2002
Mayor Loomis stated she and the City Manager have met to discuss the extension but no
agreement has been reached but she has gotten some recommendations.
MOVED by Johnson, seconded by Grayson and motion carried unanimously to have
Mayor Loomis and Council Member LeSuer meet with Mr. Joynes and determine his
availability and his interest in continuing as City Manager until a new City Manager arrives.
Upon a roll call vote, the vote was as follows:
GRAYSON - 'YES LESUER - YES LOOMIS - YES JOHNSON - YES TREMERE - YES

meeting at 8:11 p.m.
