05-21-02 CC Minutes Regular Meeting of the City Council May 21, 2002 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on May 21, 2002 at 6:30 p.m. The following members were present: Grayson, Johnson, LeSuer, Loomis, and Tremere. Also present were: William Joynes, City Manager; Jeannine Clancy, Director of Public Works; Allen Barnard, City Attorney; and Judy Nally, Administrative Assistant. Citizen Input Mayor Loomis introduced the agenda item. Hearing and seeing no one, the Mayor continued the meeting. Approval of Minutes: Special Citv Council Meetinp - April 30, 2002; Citv Council Meetinq - Mav 7, 2002 and Council/Manaqer Meetinq - Mav 14, 2002 MOVED BY Johnson, seconded by Grayson and motion carried unanimously to approve the Council/Manager Meeting minutes of May 14, 2002 as submitted. The minutes for the Special City Council Meeting of April 30, 2002 and the City Council Meeting of May 7, 2002 will be approved at the next meeting. Approval of Aqenda MOVED by Johnson, seconded by LeSuer and motion carried unanimously to approve the agenda of May 21, 2002 as submitted. Approval of Consent Aqenda MOVED by LeSuer, seconded by Grayson and motion carried unanimously to approve the items on the consent agenda indicated by an asterisk, as amended: Removal of Manager's Items - Bids - Pavement Striping. *Approval af Check Reqister MOVED by LeSuer, seconded by Grayson and motion carried unanimously to authorize the payment of the bills as submitted. *General Business and Heatinq Licenses MOVED by LeSuer, seconded by Grayson and motion carried unanimously to authorize the issuance of licenses as recommended by staff. Regular Meeting of the City Council May 21, 2002 Page 2 *Fireworks Permit - Golden Vallev Fire Relief Association MOVED by LeSuer, seconded by Grayson and motion carried unanimously to approve the fireworks display for the Fire Relief Association Street Dance to be held on June 22, 2002 at the Chester Bird American Legion Post#523. *Gamblinq License Exemption and Waiver of Notice Requirement - CouraQe Center Department of Sports and Recreation MOVED by LeSuer, seconded by Grayson and motion carried unanimously to receive and file the gambling license exemption and approve the waiver of notice requirement for the Courage Center Department of Sports and Recreation. *Solicitor's License - Southwestern Companv MOVED by LeSuer, seconded by Grayson and motion carried unanimously to approve the solicitor's license for the Southwestern Company. *Minutes of Boards and Commissions MOVED by LeSuer, seconded by Grayson and motion carried unanimously to receive and file the minutes received as follows: Environmental Comrnission - April 22, 2002 Human Services Foundation - April 15, and May 13, 2002 Human Rights Commission - April 11, 2002 Families Sharing the Dream Committee - May 2, 2002 *Approval of Requests for Beer and/or Wine at Brookview Park MOVED by LeSuer, seconded by Grayson and motion carried unanimously to approve the requests for beer and/or wine at Brookview Park as recommended by staff. *Receipt of April 2002 General Fund Budqet Report MOVED by LeSuer, seconded by Grayson and motion carried unanimously to receive and file the April 2002 general fund budget report. Regular Meeting of the City Council May 21, 2002 Page 3 *Authorization to Siqn Aqreement Easement, Maintenance and Assessment Aqreement with Golden Vallev Countrv Club MOVED by LeSuer, seconded by Grayson and motion carried unanimously to authorize the Mayor and City Manager to sign the Trail and Drainage System Construction, Maintenance, Landscape and Assessment Agreement with the Briarwood Condominium Association in conjunction with the 2002 Pavement Management Program, Unity Avenue Area. Bids - Pavement Stripinq Council Member Grayson had questions regarding the difference in the bid amounts. Jeannine Clancy answered questions from the Council. MOVED by Johnson, seconded by Grayson and motion carried unanimously to award the bids for 2002 pavement striping to the lowest responsible bidder, Pavement Marking Services for $24,752.98. The bids are as follows: Pavement Marking Services $24,752.98 AAA Striping 41,447.00 Traffic Marking Service 46,503.00 United Rentals Highways Technology 63,431.58 Announcements of Meetinqs The City Council will hold the Board/Commission Recognition Dinner on May 28, 2002 at 6:30 p.m. The next City Council meeting is June 4, 2002 at 6:30 p.m. The next Housing and Redevelopment Authority meeting is June 11, 2002 at 7:00 p.m. The next Council/Manager meeting is June 11, 2002 at 7:30 p.m. There will be a City Council Meeting on Monday, June 17, 2002 at 6:30 p.m. The League of Minnesota Cities Annual Conference in Rochester, Minnesota will be held June 18 to 21, 2002. The Fire Department Open House will be held on June 19, 2002 from 6:00 p.m. to 8:00 p.m. Regular Meeting of the City Council May 21, 2002 Page 4 Mavor and Council Communications The Council Members were requested to bring their calendars to the June 4, 2002 City Council meeting in order to set dates for board/commission interviews. The Council discussed the vacancies on the boards/commissions and the Bassett Creek Water Management Commission (BCWMC). Staff was requested to prepare a memo for the June 4, 2002 City Council meeting outlining the process for appointment to the BCWMC. Presentation bv Dinner at Your poor Barbra Juliar and Eleanor Bjorkquist reviewed the program, showed a video about the program and thanked the Council for the donations received from the Human Services Foundation. Recoqnition for Northern Liahts Awards from Minnesota Association of Government Communicators William Joynes introduced the agenda item. Cheryl Weiler, Communications Coordinator, reviewed the materials submitted for the competition and answered questions from the Council. The Council congratulated staff on receipt of their awards.
