Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said
City on September 17, 2002 at 6:30 p.m.
The following members were present: Grayson, Johnson, LeSuer, Loomis, and Tremere.
Also present were: William Joynes, City Manager; Jeannine Clancy, Director of Public
Works; Allen Barnard, City Attorney; and Judy Nally, Administrative Assistant.
Citizen Input
Mayor Loomis introduced the agenda item. Hearing and seeing no one, the Mayor
continued the meeting.
Approval of Minutes: Citv Council Meetinq - Auqust 20. 2002 and Council/Manaqer
Meetinq - September 9, 2002
MOVED by Johnson, seconded by Grayson and motion carried unanimously to approve
the minutes of the City Council Meeting of August 20, 2002 and the Council/Manager
Meeting of September 9, 2002 as submitted.
Approval of Aqenda
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to approve the
agenda of September 17, 2002 as submitted.
Approval of Consent Aqenda
MOVED by LeSuer, seconded by Johnson and motion carried unanimously to approve the
items on the consent agenda indicated by an asterisk, as submitted.
*Approval of Check Reqister
MOVED by LeSuer, seconded by Johnson and motion carried unanimously to authorize
the payment of the bills as submitted.
*Solicitor's License - Meadowbrook Elementarv School
MOVED by LeSuer, seconded by Johnson and motion carried unanimously to approve the
solicitor's license for Meadowbrook Elementary School.

MOVED by LeSuer, seconded by Johnson and motion carried unanimously to receive and
file the minutes received as follows:
Human Rights Commission - August 8, 2002
Human Services Foundation - August 12, 2002
Building Board of Review - July 1 and August 5, 2005
Continued Public Hearinct - Preliminarv Desiqn Plan Approval - PUD #96 - Central
Bank (925 and 955-957 Winnetka Avenue North)
William Joynes stated the applicant has requested the item be continued until the
September 17, 2002 City Council meeting.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
Gregg Hackett, 130 Jersey Avenue North, served on the Area B Task Force and reviewed
the areas that were looked at surrounding Area B; and stated that traffic was a concern
and they wanted to promote pedestrian friendly businesses.
The Mayor closed the public hearing.
MOVED by Johnson, seconded by Grayson and motion carried to continue the public
hearing at the request of the applicant, for the preliminary design plan approval, PUD #96,
Central Bank until the City Council Meeting on September 17, 2002. Council Member
Tremere voted no.
*Receipt of Auqust 2002 General Fund Budqet Report
MOVED by LeSuer, seconded by Grayson and motion carried unanimously to authorize
receive and file the August 2002 general fund budget report.
Certification of 2003 Proposed Lew and Settinq of Dates for Truth in Taxation
Hearinqs
William Joynes and Don Taylor, Finance Director, introduced the agenda item and
answered questions from the Council. Allen Barnard answered questions.
MOVED by Johnson, seconded by Grayson and motion carried to approve the proposed
tax levy for 2003. Council Member Tremere voted no.

The Council set December 2, 2002 at 7:00 p.m. as the date for the initial public hearing for
the formal Truth in Taxation public hearing. The Council set December 10, 2002 at 7:00
p.m. as the date for the continuation public hearing (if needed). The Council set December
17, 2002 as the date for the adoption of the 2003 budget.
The Council set the following budget workshops: October 9, 2002 at 6:30 p.m. and
October 29, 2002 at 6:30 p.m.
Call for Public Hearinq - Special Assessments - 10/1/02
Jeannine Clancy introduced the agenda item and answered questions from the Council.
MOVED by Tremere, seconded by Johnson and motion carried unanimously to call for a
public hearing for special assessments for October 1, 2002.
Status of Pavement Manaqement Proqram - Meadow Lane North Area
Jeannine Clancy introduced the agenda and answered questions from the Council.
MOVED by Tremere, seconded by Johnson and motion carried unanimously to receive and
file the memo from Jeannine Clancy, dated September 12, 2002 regarding the status of the
Meadow Lane North Area Project.
Announcements of Meetinqs
A Council Workshop will be held on September 18, 2002 at 6:30 p.m. to discuss the City
Manager search.
The Council set September 24, 2002 at 7:00 p.m. as a possible date for City Manager
candidate interviews.

The City Council meeting will be held on October 1, 2002 at 6:30 p.m.
The next Housing and Redevelopment Authority meeting is October 8, 2002 at 7:00 p.m.
The next Council/Manager meeting is October 8, 2002 at 7:30 p.m.
The City Council set October 9, 2002 at 6:30 p.m. as a budget workshop.
A City Council meeting will be held on October 15, 2002 at 6:30 p.m.
The City Council set October 29, 2002 at 6:30 p.m. as a budget workshop.
The Bassett Creek Water Management Commission scheduled for September 19, 2002
has been cancelled.
Mayor and Council Communications
The Council expressed their appreciation to the Human Services Foundation, Staff and
Volunteers for participation in the Human Services Foundation Golf Classic.
Presentation of Certificate of Appointment
No action and/or discussion took place.
Tribute to Dr. Bob Hoover
Mayor Loomis and Council Member Johnson reviewed some of the accomplishments
made during and after Dr. Hoovers tenure, read the tribute to Dr. Hoover and presented
Mrs. Hoover with a framed copy of the tribute and an engraved pewter bowl.
Judy Hoover introduced the members of her family and friends who were in attendance
and thanked the Council for the bowl and the framed tribute.
Dedication of Time Warner Youth Service Award -Jennifer Havrish
Jannifer Havrish received the Time Warner Youth Service Award in the amount of $500.00
for the Human Services Foundation to establish a Youth Council.
The Council expressed their appreciation for the donation.
