September 4, 2001
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said
City on September 4, 2001 at 6:30 p.m.
The following members were present: Anderson, Bakken, Johnson, LeSuer and Micks.
Also present were: William Joynes, City Manager; Jeannine Clancy, Director of Public
Works; Allen Barnard, City Attorney; and Judy Nally, Administrative Secretary.
Recognition of the Death of Bill Hobbs
Mayor Anderson stated that Bill Hobbs passed away on Friday, August 31, 2001. He was
a long time member of the Human Rights Commission from 1966 to 1995 and a member of
the Civil Service Commission from 1966 until his death. The Council observed a brief
moment of silence in honor and recognition of Bill Hobbs.
Citizen Input
Mayor Anderson introduced the agenda item. Hearing and seeing no one, the Mayor
continued the meeting.
Approval of Minutes: City Council Meeting - August 21, 2001
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to receive and
file the City Council meeting minutes of August 21, 2001 as submitted.
Approval of Agenda
MOVED by LeSuer, seconded by Micks and motion carried unanimously to approve the
agenda of September 4, 2001 as amended: Addition of Department Item: Receipt of
Liquor Compliance Report, and Call for Public Hearing - Watermain Easement Vacation - 1-
394 and Trunk Highway 169 - 10/2/01; Mayor and Council Item: Golden Valley Human
Services Foundation Golf Classic, and Board of Zoning Appeals and Building Board of
Review Vacancies.
Approval of Consent Agenda
MOVED by LeSuer, seconded by Bakken and motion carried unanimously to approve the
items on the consent agenda, indicated by an asterisk (*), as submitted.

MOVED by LeSuer, seconded by Bakken and motion carried unanimously to authorize the
payment of the bills as submitted.

MOVED by LeSuer, seconded by Bakken and motion carried unanimously to authorize the
issuance of license #285 - #289 and #7524 - #7526.
*Gambling Premises Permit Renewal Application - Minnesota Youth Athletic
Services
Member LeSuer introduced the following resolution and moved its adoption:
RESOLUTION 01-48
RESOLUTION OF THE CITY OF GOLDEN VALLEY
APPROVING ISSUANCE OF A PREMISES PERMIT
FOR THE CONDUCT OF LAWFUL GAMBLING
(MINNESOTA YOUTH ATHLETIC SERVICES)
The motion for the adoption of the foregoing resolution was seconded by Member Bakken
and upon a vote being taken thereon, the following voted in favor thereof: Anderson,
Bakken, Johnson, LeSuer, and Micks; and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted, signed by the Mayor
and her signature attested by the City Clerk.
*Gambling License Exemption and Waiver of Notice Requirement - Golden Valley
VFW #7051 Ladies Auxiliary
MOVED by LeSuer, seconded by Bakken and motion carried unanimously to authorize the
gambling license exemption and approve the waiver of notice requirement for the Golden
Valley VFW #7051 Ladies Auxiliary.
*Peddler's License - Meadowbrook Elementary School
MOVED by LeSuer seconded by Bakken and motion carried unanimously to approve the
peddler's license for Meadowbrook Elementary School.

file the minutes received as follows:

*Approval of Requests for Beer and/or Wine at Brookview Park
MOVED by LeSuer, seconded by Bakken and motion carried unanimously to approve the
beer and/or wine at Brookview Park.

Member LeSuer introduced the following resolution and moved its adoption:

Jeannine Clancy introduced the agenda item and answered questions from the Council.
MOVED by Johnson, seconded by Micks and motion carried unanimously to call for an
informal public hearing to consider construction of a noise wall on the east side of T.H. 169
from Winsdale Street to Hillsboro Avenue North for October 2, 2001.
Call for Public Hearing - Special Assessments -10/2/01
William Joynes introduced the agenda item and answered questions from the Council.
MOVED by Micks, seconded by LeSuer and motion carried unanimously to call for a public
hearing for special assessments for October 2, 2001.

Jeannine Clancy introduced the agenda item and answered questions from the Council.
Member Bakken introduced the following resolution and moved its adoption:

OCTOBER 2, 2001 TO CONSIDER VACATION OF A WATERMAIN

Receipt of Liquor Compliance
Bob Shellum introduced the agenda item and answered questions from the Council.
MOVED by Micks, seconded by LeSuer and motion carried unanimously to receive and file
the alcohol compliance check results report dated September 4, 2001.
Announcements of Meetings
Council Member Micks announced that she would not seek reelection for Council Member.
Announcements of Meetings - Set Date for Special City Council Meeting - 2002
Proposed Levy - 9/11/01
William Joynes introduced the agenda item and answered questions from the Council.
MOVED by Bakken, seconded by Johnson and motion carried unanimously to set a
Special City Council Meeting at 6:30 p.m. on September 11, 2001 to consider adoption of
the 2002 proposed tax levy.
Mayor and Council Communications
A MnDOT Open House for T.H. 100, Segment 5 will be held on September 6, 2001 from
5:00 p.m. to 7:30 p.m. at City Hall. This includes information pertaining to the proposed
pond on Westbend Avenue.

Mayor and Council Communications - Continued
The Council/Manager Meeting will be held on September 11, 2001 at 5:30 p.m.
A Special City Council Meeting will be held on September 11, 2001 at 6:30 p.m.
The Housing and Redevelopment Authority will be held on September 11, 2001 at 7:00
p. M.
The TwinWest Wine and Cheese event will be held on September 12, 2001 from 5:30 p.m.
to 7:30 p.m.
A Legislative Breakfast will be held on September 15, 2001 beginning at 9:00 a.m. at the
Crystal City Hall.
The next City Council Meeting will be held on Wednesday, September 19, 2001 and will
begin at 7:50 p.m. with the public hearings to begin at 8:00 p.m.
Information in City Newsletter about Commission Vacancies
Mayor Anderson introduced the agenda item.
The Council decided to publicize the Board and Commission vacancies in the
November/December City newsletter.
Discussion of Public Hearing Process for Hidden Lakes
Mayor Anderson introduced the agenda item.
The Council discussed and agreed to the following for the hearing process:
Developer - 20 minutes
Planning Commission - 10 minutes
Staff - 15 minutes
Public Input - 3 minutes for each individuals
5 to 7 minutes or 10 minutes each depending upon the size of the group
Council Members who are available will tour the site on September 7, 2001 beginning at
3:30 p.m. at the canoe launch. Any Council Member unable to attend may arrange another
time to tour the site with staff.
William Joynes reviewed the schedule for the September 19, 2001 public hearing items.
The two other public hearings possibly scheduled will be a public hearing for the tax
abatement for General Mills and general plan approval for General Mills.

Discussion of Public Hearing Process for Hidden Lakes - Continued
MOVED by Johnson, seconded by Micks and motion carried unanimously to schedule a
potential continued meeting for September 25, 2001 beginning at 7:00 p.m. to continue the
discussion and/or action for the preliminary design plan approval for Amendment #1, PUD
#74, Hidden Lakes.
The Council will discuss the General Mills tax abatement at the Council/Manager Meeting
on September 11, 2001.
The public hearings regarding the property tax abatement for the General Mills expansion
and general plan approval for PUD #94, General Mills will be the first public hearings
conducted on September 19, 2001.
Golden Valley Human Services Foundation Golf Classic
Council Member Johnson stated the Human Services Foundation Golf Classic will be held
on September 14, 2001, beginning at 9:00 a.m., at the Brookview Golf Course and
encouraged golfers and non -golfers to participate.
Board of Zoning Appeals/Building Board of Review Vacancies
Mayor Anderson stated there is one vacancy on the Board of Zoning Appeals and the
Building Board of Review. Mayor Anderson will ask staff about the urgency of filling the
vacancies and will review the applications and report back to the Council.

Pursuant to due call and notice thereof, a special meeting of the City Council of the City of
Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said
City on September 11, 2001 at 6:35 p.m.
The following members were present: Anderson, Bakken, Johnson, LeSuer and Micks.
Also present were: William Joynes, City Manager; and Patricia Butler, Administrative
Secretary.
Certification of 2002 Proposed Tax Levy
William Joynes and Don Taylor, Finance Director, introduced the agenda item and
answered questions from the Council.
MOVED by Micks, seconded by Johnson and motion carried unanimously to approve the
proposed tax levy for 2002.
