09-25-01 CC AgendaSpecial Meeting of the City Council September 25, 2001 Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on September 25, 2001 at 7:52 p.m. The following members were present: Anderson, Bakken, Johnson, LeSuer and Micks. Also present were: William Joynes, City Manager; Allen Barnard, City Attorney; and Judy Nally, Administrative Secretary. Preliminary Design Plan Approval - Amendment #1 - PUD #74 - Hidden Lakes Development (South of Intersection of Hidden Lakes Parkway and Golden Valley Road Mayor Anderson introduced the agenda item. William Joynes; Mark Grimes, Director of Planning and Development, Jeff Oliver, City Engineer, and Rick Jacobson, Director of Parks and Recreation, reviewed remaining issues for discussion and were present to answer questions from the Council. MOVED by Johnson, seconded by Bakken and motion carried to approve the preliminary design pal for Amendment #1, PUD #74, Hidden Lakes Development subject to the following conditions: 1. Approval of 10 unit golf villas. 2. The recommendations and findings in the memo from City Engineer Jeff Oliver, PE dated April 19, 2001 shall become a part of the recommended approval. 3. The recommendations and findings in the memo from Ed Anderson, Deputy Fire Marshal dated March 13, 2001, shall become a part of this approval. This includes providing fire/sprinkler systems on the dwellings in both the golf villas and houses on the peninsula. 4. The staff should pursue a cash dedication and/or look at the lot to the south of the park/canoe access as a possible dedication in -lieu of cash. 5. During periods of high water, a portage crossing at the peninsula bridge will be provided. 6. The height of the homes is 25' as defined by the DNR in their Shoreland Regulations as the minimum, but if possible the developer was requested to show how the view of any homes built there can be mitigated from the public property. 7. The wall on the peninsula as reviewed by the Planning Commission has been reduced in length to about 250 feet and height to 10 feet at its highest point. The final plans shall reflect this revised wall design. No docks are allowed on Twin Lake and the size of the area to be disturbed with the conservation easement will be negotiated between staff and the developer. On Sweeney Lake each lot will be allowed a dock and the area allowed to be disturbed in the conservation easement will be negotiated between staff and the developer. 9. The tree preservation plan will be finalized prior to General Plan Approval. 10. There will be a trail to the bridge from Hidden Lakes Parkway to access the fishing platforms on the bridge. 11. Pedestrian access will not be restricted on the driveway on the peninsula. Upon a roll call vote, the vote was as follows: ANDERSON - YES BAKKEN - YES JOHNSON - YES LESUER - YES MICKS - NO Announcements of Meetings The next City Council Meeting is October 2, 2001 at 6:30 p.m. Mayor and Council Communications Channel 2 is going to air a program on highway 100 and its history on September 26, 2001 at 7:00 p.m. Council Member Micks asked if a new petition had been submitted to the City for an Environmental Assessment Worksheet for Hidden Lakes. Set Meeting Date to Discuss Board of Zoning Appeals Vacancy Mayor Anderson introduced the agenda item. The Council will meet on October 2, 2001 beginning at 6:00 p.m. to discuss the Board of Zoning Appeals Vacancy.
