11-20-01 CC MinutesRegular Meeting of the City Council November 20, 2001 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on November 20, 2001 at 6:30 p.m. The following members were present: Anderson, Bakken, Johnson, LeSuer and Micks. Also present were: William Joynes, City Manager; Jeannine Clancy, Director of Public Works; Allen Barnard, City Attorney; and Judy Nally, Administrative Secretary. Citizen Input Mayor Anderson introduced the agenda item. Hearing and seeing no one, the Mayor continued the meeting. Approval of Minutes: Canvassinq Board Meeting - November 7, 2001; and City Council Meeting - November 7, 2001 MOVED by Bakken, seconded by Johnson and motion carried unanimously to receive and file the Canvassing Board Meeting minutes for November 7, 2001 as submitted and the City Council Meeting minutes of November 7, 2001 as amended: Public Hearing - Ordinance #260 - General Plan Approval - Amendment #1 - PUD #74 - Hidden Lakes Development (South of the intersection of Hidden Lakes Parkway and Golden Valley Road) - the ordinance was moved by LeSuer. Approval of Agenda MOVED by Johnson, seconded by Micks and motion carried unanimously to approve the agenda of November 20, 2001 as amended: Addition of Manager's Item - Council Member Micks Suggestions Regarding Resident Survey. Approval of Consent Agenda MOVED by LeSuer, seconded by Bakken and motion carried unanimously to approve the items on the consent agenda, indicated by an asterisk (*), as submitted. Mayor Anderson read the items listed on the consent agenda. *Approval of Check Register MOVED by LeSuer, seconded by Bakken and motion carried unanimously to authorize the payment of the bills as submitted. Regular Meeting of the City Council November 20, 2001 Page 2 *General Business and Heating Licenses MOVED by LeSuer, seconded by Bakken and motion carried unanimously to authorize the issuance of licenses as recommended by staff. *Minutes of Boards and Commissions MOVED by LeSuer, seconded by Bakken and motion carried unanimously to receive and file the minutes received as follows: Planning Commission - October 22, 2001 Board of Zoning Appeals - September 25, 2001 Building Board of Review - September 5, 2001 *Authorization to Sign Agreement with DNR for Natural Resource Inventor Member LeSuer introduced the following resolution and moved its adoption: RESOLUTION 01-68 RESOLUTION AUTHORIZING GRANT APPLICATION AND EXECUTION OF AN AGREEMENT WITH THE STATE OF MINNESOTA, DEPARTMENT OF NATURAL RESOURCES FOR A NATURAL RESOURCES INVENTORY The motion for the adoption of the foregoing resolution was seconded by Member Bakken and upon a vote being taken thereon, the following voted in favor thereof: Anderson, Bakken, Johnson, LeSuer, and Micks; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. *Continue Participation in the Local Housing Incentives Account Program Under the Metropolitan Livable Communities Act - Calendar 2002 Member LeSuer introduced the following resolution and moved its adoption: RESOLUTION 01-69 RESOLUTION ELECTING TO CONTINUE PARTICIPATING IN THE LOCAL HOUSING INCENTIVES ACCOUNT PROGRAM UNDER THE METROPOLITAN LIVABLE COMMUNITIES ACT - CALENDAR YEAR 2002 The motion for the adoption of the foregoing resolution was seconded by Member Bakken and upon a vote being taken thereon, the following voted in favor thereof: Anderson, Bakken, Johnson, LeSuer, and Micks; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. Regular Meeting of the City Council November 20, 2001 Page 3 Receipt of Community Partnership Award from Mutual of American Foundation and Twin Citv Tree Trust William Joynes introduced the agenda item and answered questions from the Council. Tom Klatt, Public Works Maintenance Manager, reviewed the programs that have been conducted over the years by the Twin City Tree Trust. Receipt of Community Partnership Award from Mutual of America Foundation and Twin City Tree Trust - Continued The Mayor and City Council appreciates receiving the Community Partnership Award, 2000 Merit Finalist for Summer Youth Employment and Training Program and expressed their appreciation to the staff and participants of the program. Call for Public Hearing - Ordinance Amendment - Adult Day Care Centers as Conditional Uses -12/3/01 William Joynes introduced the agenda item. MOVED by Bakken, seconded by Micks and motion carried unanimously to call for a public hearing to consider an ordinance amendment regarding adult day care centers in various zoning districts for December 3, 2001. Announcements of Meetings The Meadowbrook Community Center open house will be held on November 29, 2001 from 5:30 p.m. to 7:30 p.m. A Northwest Hennepin Human Services Council Forum will be held on November 29, 2001 from 7:00 p.m. to 9:00 p.m. at the Maple Grove Community Center. The Council will hold an Executive Session on December 3, 2001 at 5:00 p.m. to conduct the City Manager evaluation. The next City Council meeting is December 3, 2001 beginning at 6:30 p.m. The next Council/Manager Meeting will be held on December 11, 2001 at 5:30 p.m. The Budget Public Hearing will be held on December 11, 2001 at 7:00 p.m. There will be a National League of Cities Audioconference on "Financing Strategies to Support Local Aftersh000l Programming" on December 14, 2001. Regular Meeting of the City Council November 20, 2001 Page 4 Mayor and Council Communications Mayor Anderson welcomed the 5th grade Webelos from Pack 268 to the meeting. Council Member Micks Suggestions Regarding Resident Survey William Joynes introduced the agenda item. The Council discussed the suggestions submitted by Council Member Micks. It was the Council consensus to amend question #64 to change the words "outdoor water park" to either outdoor recreational swimming pool or outdoor swimming pool. The Council directed staff to report back to the new Council on potential ways to get responses from residents regarding projects that have already occurred.
