May 19, 1942
The meeting was called to order by the President Raymond T. Raskop.
The clerk being absent the Chairman asked Diss Anderson to act as temporary clerk
for the Council so that the proper records and minutes be kept accurately and up-to-
date and correspondence be cared for as ordered by the council.
Upon call of the roll the members present were: Raskop, Frandsen and Busch. Members
Absent were: Nilson and Reiss.
The President declared a quorum and stated any business coming before the Council
would be in order and could be transacted.
Motion was made by Frandsen and seconded by Buser. that Miss Anderson be instructed
to act as Clerk for the Council in the absence of Mr. Wilson. Raskop, Frandsen,
Busch, Yes.Motion carried.
The minutes of the regular meeting of May 5 were read. Several amendments were
suggested by Attorney Kane. 1. That the motion made by Milson and seconded by Reiss
regulating the sale of non-intoxicating•malt liquors and prohibiting the sale of malt
liquor containing less than 1% alcohol be amended to read as follows: "That because
of an emergency a second reading be given the ordinance entitled 'An ordinance regu-
lating the sale of non -intoxicating malt liquor and prohibiting the sale of malt
liquor containing less than 1% alcohol by weight by holders of licenses to sell non -
intoxicating malt liquor"". 2. That the minutes should have contained the first
reading of the ordinance entitled "An ordinance to provide for the numbering of houses
and buildings in the Village of Golden Valley", which ordinance at that time was
passed by the Council and said first reading of the ordinance was read. 3. That in
reference to the Public Hearing on the change of the Zoning Ordinance, the Clerk
ommitted it in the minutes that the resolution was offered an'd passed by the Council
authorizing a change in Amendment to Zoning Ordinance that this district be set
aside as commercial. area. 4. That the blanks of the rental lease were not properly
comn_leted and filled in by the Clerk and should be filled in properly and executed
and tisait°the apr�roval of the minutes be subject. t9 this completion;';and-be accepted,
as above. Motion by Busch and seconded by Frandsen that the minutes of the meeting

Minutes of the special meeting of the Council held on May 12 were read. Motion by
Busch seconded by Frandsen that these minutes stand approved as read. Raskop, Busch,
Frandsen, Yes. Motion carried.
Treasurer's report was read, and there being no correction was ordered placed on file.

Chairman of Relief, Hans Reiss being absent, the Chairman called for a relief report
and Attorney Kane volunteered and gave a complete report to the Council as follows:
.Mr. Kane stated that the Council had continually been presented with innumerable
hosv_ital bills from various hospitals and. that he had written the Attorney General
and asked five determing and technical questions which answers he had received from,
.;the Attorney General in full. His reply was read which in summary clearly stated
that municipalities, villages and townships operating on the township plan were not
responsible for the hospital -bills of indigents and. otherwise, and that it was the
distinct obligation of the county. The attorney further stated that if anymore
bills from hospitals were presented to the Council he would like to instruct the
Council and Clerk to absolutely discard such bills and throw them in the waste
basket. The President sugges "hat in relation thereto and concerning such a full
ra ort it -would be advisable to have this report read before a meeting; of the Relief

Mr. Kane reported on a meeting of the Civil Service Commission in which two men were
recommended for special police relief duty. Mr. Kane also presented the President
with a letter which he had written and which was read by the President along with a
set of rules and regulations adopted by the Commission regulating privileges of the
use of the Police car.
The President called for a report from the Planning Commission and the following
correspondence was read. A letter from the Secretary referring to the President's
letter of May 9 in regard to the adjustment of numbering in Tyrol Hills stating that
this matter had been entirely cared for and was closed.
Another letter from the Secretary referred to the President's letter of May 4 in
regard to turning the Village into a game refuge. The entire Planning Commission
with the exception of one was in favor of this move. There was a discussion from
the floor in which Captain McGinnis and Mr. Lovering spoke concerning some details
which would be determined by the Game and. Fish Department.
The next matter from the Planning Commission was concerning the numbering of houses
and the ordinance thereto. The Secretary of the Commission deems it important that
the time limit for compliance with the ordinance be set at 60 days instead of 30 days.
Notion by Frandsen and seconded by Busch that time limit in ordinance relating to
the numbering of houses and compliance therewith be set at 60 days instead of 30 days
as stipulated. Raskop, Busch, Frandsen, Yes. Notion carried.
The Secretary of the Planning Commission also stated that the Commission recommended
that Mr. Kane be delegated to represent the Village at the Annual Convention of the
Minnesota League of Municipalities at Ely or Tarin Cities. Lotion by Busch seconded
by Frandsen that Kane be delegated to act and represent the Council of the Village of
Golden Valley at the Annual Convention of the Minnesota League of Municipalities at
Ely or Twin Cities for41942. Busch Raskop Frandsen, Yes. Notion carried.
Motion by Frandsen and seconded by Busch to adopt the following resulution, and for
the Clerk to read the second reading of the ordinance entitled "An ordinance to provide

or occupant of every house or other building, except barns, garages and otner
