The meeting was called to.order by the president, George E. Hanson.
Yembers present: Hanson, Frandson, Reiss, Noe and Nilson.
Minutes of the regular Council meeting held September 4, 1945 were
read.
Motion by Frandson,- seconded by Roe. The minutes be corrected to
show that in accepting the roads of the addition known as Kennedy's
South Tyrol Hills, the Council reserves all its rights as to June
Avenue and the request heretofore made that the land on June Avenue
without a present road be conveyed to the Village without cost or
at a cost suitable,to the -Village.

Motion by Reiss, seconded by Frandson. That the minutes stand
approved as read with corrections.

Notion by Reiss, seconded by Frandson. That the gift from Cleo
Kennedy and Frances Kennedy of the following described nronerty:
That part of Lot B in Tyrol Hills, lying Northerly and Westerly of
the following described line, to -wit: Beginning at a. point in the
West line of Lot B An said Tyrol Hills, where said West line is
intersected by the extension of the tangent line forming a portion
of the North line of Lot One (1) in Block Three (3), Kennedy's
South Tyrol Hills; thence Northeasterly to the point of intersection
of the Northeasterly line of Lot B, Tyrol Hills, with a straight
line drawn from the point o.f beinning Northeasterly to the most
Westerly corner of Lot Three (3T in Block Four (4), Tyrol Hills,
according to the plat thereof on file and of record in the office
of the Register of Deeds in and for the said. County and State.
be accepted and that.the Village Attorney file or record same.

The president opened the hearing on the nroposed revocation of the
"on sale" hard licuor license issued to Iver Stanger.
Mr. Gleason, attorney, represented IRr. Stanger.
Mr. Cronin, attorney, represented citizens in Golden Valley.
Nr. Parum spoke in favor of Dir. Stanger keening his license.
The Village Attorney ruled that under the village ordinance not more
than three hard liquor "on sale" licenses could be issued.
Motion by Reiss, seconded by Frandson. That the matter be tabled
and that the Clerk be instructed to check the number of "on sale"
hard liquor licenses issued in 1934.

Mr. Stanger offered to surrender his "on sale" Xard liquor license.
Notion by Reiss, seconded by I. oe. That 14r. Stanger's offer be
accented and that the license fee be refunded and said license
cancelled.

98 Motion by Moe, seconded by Wilson. That the Golden Valley Golf Club
"on sale" hard liquor license be declared a nullity and that the
license fee be returned.
Hanson, Frandson, Reiss, Aloe, !"Filson. (Yes).
Motion by Wilson, seconded by Moe. To adopt the following resolution.
"Be it resolved by the Council of the Village of Golden Valley that
election clerks and judges at all elections hereafter and including
the special election of September 5, 1945 be paid at the rate of
60¢ per hour."

Motion by Wilson, seconded by Reiss. That the Council resolve itself
into a canvassing board for the purpose of considering the results of
the special village election.

The Clerk read the following returns from the special election held
September 5, 1945.
On the auestion (Shall the Village of Golden Valley adopt the primary
election system for the nomination of candidates for Village officers?)
there were 241 Yes and 271 No and 3 spoiled ballots.
Motion by Wilson, seconded by Reiss. That the Council meeting as a
canvassing board accept the returns as read.

A letter from the Planning Commission was read. and filed.
Motion by Frandson, seconded by Aloe. That the Village Attorney be
instructed to draw up an ordinance regulating and controlling permits
and inspection on plumbing, heating and electrical installations.

Yotion by ,-Voe, seconded. by Wilson. That the Council set up a Village
preliminary fund of 82,000.00 to be drawn upon and used in the develop -
went of an over all Village plan.

A letter from Attorney Hermel asking that�the thistles adjoining the
Swift property be cut was read and filed.
Motion by Wilson, seconded by iRoe. That the reauest from Barney
Johnson to improve his street gutter be referred to the Chairman of
the Road Committee.

Motion by Reiss, seconded by Wilson. To grant Hank Grossman a license
to operate a gun club. -

Perry Woodfill presented applications for the following licenses: Soft
drink, filling station, "off sale" 3.2, "on sale" 3.2, and a
cigarette.
A petition with 31 signatures protesting the issuing of a. 3.2 beer
license to Iters. Woodf ill at 19th and the Belt Line was read.
