in regard to the Delphian Heights water connection.
Mr. Moe moved the adoption of the following resolution:

into negotiations with the Village of Golden Valley requesting
a franchise and right to lay water mins in said Village, and
Whereas) The said Village of Golden alley by its official action
and ordinance at about said time, did grant the request of the City
of Minneapolis for a franchise and right to lay water mains within
the Village of Golden Valley upon condition) among others, that in
consideration of said frnachise, the City of Minneapolis agrees" (a)
To instill along any mains laid by it in said Village wherever
designated bj; the village Council, standard fire hydrants charging
the village only the actual cost of labor and materials therefor.
(b) To permit the Village to make connecttons to said mains or mains
for any system of water pipes which may hereafter be constructed
by said village for fire protection purposes., such system to be
approved by the city engineer of the City engineer of the City of
Minneapolis. (c) Tefurnish water of safe sanitary quality for
domestic and other uses to the Village whenever requested by the
village for distribution thr&ugh village mains, at the established
rate fixed in any contract by the city with other suburban villages
al; the time contract is first made to furnish such water to this
village and under the rultenof the Minneapolis Water department

Clerk's office.

exercised its rights under said agreement and has laid a large
48- inch main through the Village of Golden valley, which has
been installed and in use for many years prior hereto, and
Whereas, the governing body of the Village of Golden Valley
have determined that it now desires the said City of Minneapolis
to furnish water in accordance with its undertaking and agreement
heretofore referred to , tk the addition known as Glenview Terrace
Golden Valley, formerly known as Delphian heights Addition to
Golden Valley, Hennepin County, Minnesota, and
Whereas; the governing body of the Village of Golden Valley are
willing to perform any obligations created in said agreement by them
to be performed.
Now, Therefore, Be It Resolved by the Village Council of the
Village of Golden Valley:
That demand be and hereby is made upon the City of Minneapolis to
furnished water to Glenview Terrace Addition, Golden Valley,
Minnesota by June 1,1946 in accordance with the agreement heretofore
made and that a certified copy of this resolution be forthwith
presented to the City Council of the City of Minneapolis.

AN ORDINANCE REGULATING
PLUMBING, AND LICENSING
PLUMBERS, INCLUDING REG-
ULATION OF INSTALLATION
OF CESSPOOLS AND SEPTIC
TANKS AND REQUIRING -A
PERMIT TO PERFORM SUCH
PLUMBING AND CESSPOOL
WORK AND ADAPTING THE
MINNESOTA PLUMBER'S CODE
The Council of the Village of Golden
Valley does ordain as follows:
SECTION 1. STATE PLUMBING
CODE ADOPTDD.
The Minnesota Plumbing Code of min-
imum standards and requirements as
adopted by the Minnesota Board of Health,
Jan. 2, 1937 and as amended May 9, 1939,
is hereby adopted and shall be in full
force and effect in this Village insofar
as applicable to plumbing and building
construction therein. All work done here-
after in the Village of Golden Valley shall
be done in accordance with the provisions
thereof.
Ia. No person, firm or corporation shall
engage in or work at the business of a
master plumber or journeyman plumber
unless licensed to do so by the State
Board of Health.
SECTION 2. COPIES OF CODE TO
BE FILED.
Three copies of the above code as
aforesaid shall be filed by the Village
Clerk at his office for inspection, and use
of the public. They shall be marked by the
clerk with the words "Village of Golden
Valley Official Copy." This ordinance
shall become effective upon such filing
and upon the publication thereof as re-
quired by law.
SECTION 3. PERMIT REQUIRED.
It shall be unlawful to construct, install,
alter, or repair any plumbing, drain vent,
pump, water closet, sink, lavatory, or any
other plumbing fixture; to construct, alter,
or replace any sceptic tank, cesspool, or
drainage field within the Village of Golden
Valley without first obtaining a permit
from the Council or its appointed Plumb-
ing Inspector. To perform such work of
installations, repair, or replacements, ap-
plications for such permit shall be made
at the office of the Building Inspector, on
forms supplied by the village. The appli-
cation shall be accompanied by the re-
spective fees as follows:
Reconstruction of septic tanks
or cesspools ................$3.00
New drainage systems .........$3.00
For first fixture or fixture
opening ...... ...........$1.00
For each additional fixture or
fixture opening .............$ .25
Provided that no permit shall be required
in case of repairs not effecting sanita-
tions, such as mending of leaks in faucets,
valves, or water supply pipes, mending of
broken fixtures; tanks, kitchen boilers, re-
leasing frozen pipes, or rodding and flush-
ing of any house seer or drain.
SECTION 4. SANITARY SYSTEMS.
Where public or private sewers are not
available, it shall be mandatory in con-
struction, installation, or re -construction
of all individual drainage systems to in-
stall both septic tank and cesspool, or
septic tank and drainage tile field. Septic
tanks and, or, cesspools shall be made of
brick, concrete precast concrete, or other
non -decaying materials. They are to be
constructed in an approved manner. Any
cesspools installed or constructed of wood
materials shall not be permitted.
SECTION 5. KDEPING RECORD OF
INSTALLATIONS.
It shall be the duty of the Building
Inspector to keep a permanent record of
the installations of the sanitary system
by a diagram of the installation on the
reverse side of the original application, and
to show thereon the true location, by trac.
ing in the lines and marking in the figures,
showing location of building, ceptic tank,
depth of well, nature of soil, and any
other facts of value for future reference.
SECTION 6.. ENFORCEMENT—VIO-
LATION.
It shall be the duty of the building
inspector designated to enforce the pro-
visions of this ordinance. All plumbing
work hereafter constructed shall be in-
spected, and if found not to be in ac.
cordance with the said code shall be cor
rected. If after written notice to the person
installing work requiring correction there-
of such person neglects or refuses to
conform to such order, the building in-
spector may remove such work and charge
the cost thereof to the person installing
the same. No person shall cover any such
work without its being duly. inspected,
and refusing to correct work when so
ordered by the building inspector shall
be a violation hereof.
SECTION 7. PENALTY—DEFINI-
TION.
ENALTY—DEFINI-
TION.
Any person violating any provision of
this ordinance shall be guilty of a misde-
meanor punishable by a fine of not less
than Ten Dollars ($10.00) nor more than
One Hundred Dollars ($100.00); or im-
prisonment for not more than ninety days,
plus, in either case, the costs of prosecu-
tion. The word " "person" as used in this
ordinance shall include firms and corpora-
tions. All provisions of ordinances in-
consistent here with are hereby repealed.

AN ORDINANCE REGULATING
THE USE OF STREETS AND
HIGHWAYS WITHIN THE VIL-
LAGE OF GOLDEN VALLEY,
AND IMPOSING PENALTIES
FOR THE VIOLATION
THEREOF
The council of the village of Golden
Valley do ordain as follows:
SECTION 1—CARELESS DRIVING:
—No person shall operate or have any
vehicle upon a street or highway within the
village of Golden Valley, Minnesota, care-
lessly or heedlessly in disregard of the
rights or safety of others or in a manner
so as to endanger or be likely to endanger
any person or propertyy
SECTION' 2—SPDED REGULA-
TIONS:—(a No person driving a vehicle
within the village of Golden Valley shall
drive the same at a speed greater than is
reasonable and prudent under the condi-
tions and having regard to the actual and
potential hazards then existing. In every
event speed shall be so restricted as may
be necessary in order to avoid colliding
with any person, vehicle or other con-
veyance on or entering the higliiway in
compliance with legal requirements and
the duty of all persons to use due care.
(b) Until the streets of this village
have been zoned` as authorized by the
state highway traffic regulation act, no
vehicle shall be driven thereon at a speed
in excess of 30 miles per hour. After the
streets of the village have been zoned and
different speed zones established thereon,
and signs have been posted calling atten-
tion to such zones, no vehicle shall be
driven upon any street in the village at
a speed greater than that indicated on
such signs. No person shall drive a vehicle
at such a slow rate of speed or in a man-
ner so as wilfully to impede the normal
flow of traffic.
SECTION 3—OPERATING AND .
TURNING VEHICLES:—Upon all high-
ways within the village of Golden Valley
of sufficient width, except upon one-way
streets, or except upon those with four or
more traffic lanes established and plainly
marked thereon, the driver of a vehicle
shall drive the same upon the right half
of the traveled portion of the highway and
shall drive a slow moving vehicle as close-
ly as possible to the right-hand edge or
the curb of such highway, unless it is
impracticable to travel on such side of
the highway and except when overtaking
and passing another vehicle. No person
shall stop or turn a vehicle or change
from one traffic lane to another unless
the same can be done with safety and
without interfering with the normal flow
of pedestrian and vehicle traffic, and
such stop, change of position, or turn
shall always be indicated by the driver
by extending his left arm horizontally to
the left from and beyond the vehicle or
by using an approved and efficient device
to give such warning and by giving an
audible warning by sounding the horn if
necessary to warn pedestrians at crossings.
SECTION 4—PARKING REGULA-
TIONS:—(a)
EGULA-
TIONS:(a) Every vehicle parked upon
any street with a curb shall be parked
parallel to the curb and with the right
hand wheels of such vehicle within twelve
inches of the curb. On other streets a
vehicle shall be parked to the right of the
main traveled portion thereof and parallel
thereto and in such a manner as not to
interfere with the flow of traffic. This
shall not apply, however, to any vehicle
disabled upon any street, but any police
officer of the village may require the
person in charge thereof to move it to
a place of safety; and if such movement
is not made or if any motor vehicle is
left alone or abandoned in any such posi-
tion, the officer may provide for the re-
moval of such vehicle to the nearest con-
venient garage or other place of safe
keeping.
(b) No person shall park a vehicle or
permit it to stand, whether attended or
unattended, upon any highway within the
village, in any of the following places:
1. On a sidewalk.
2. In front of a public or private drive-
way.
3. Within an intersection.
4. Within 10 feet of a fire hydrant.
5. On a crosswalk.
6. Within 20 feet of a crosswalk at
an intersection.
7. Within 30 feet of any flashing
beacon, stop sign, or traffic -control
signal located at the side -of a road-
way.
8. Between a safety zone and the ad-
jacent curb or within 30 feet of
points on the curb immediately op-
posite the ends of a safety zone,
unless a different length is indi-
cated by signs or markings.
9. Within 50 feet of the nearest rail
of a railroad crossing.
10. Within 20 feet of the driveway
entrance to any fire station and, on
the side of a street opposite the -
entrance to any fire station, within
75 feet of said entrance when
properly signposted.
11. Alongside or opposite any street ex-
cavation or obstruction when such
stopping, standing, or parking would
obstruct traffic.
12. On the roadway side of any vehicle
stopped or parked at the edge or
curb of a street.
13. Upon any ,bridge or other elevated
structure upon a highway, except as
otherwise provided by the council
by resolution.
14. At any place where official signs
prohibit stopping.
(c) No person shall, for camping pur-
poses, leave or park a house trailer on
any street or the right of way thereof.
(d) No vehicle shall be parked on any
street for the purpose of displaying it for
sale.
(e) No vehicle, except that of a physi-
cian on. an emergency call, shall be park-
ed for more than 30 minutes between 2:00
and 6:00 o'clock A. M.; and no vehicle
shall in any case be parked upon any
street in any one place for 'a longer con-
tinuous period than 12 hours.

SECTION 5.—THROUGH STREETS:
—The Capt. of police may designate any
street as a through street and any inter.
section as a stop intersection where neces-
sary to preserve the free flow of traffic
and to prevent accidents; and he shall
post appropriate signs at the entrance to
such streets or intersections; but no trunk
highway shall be designated as a through
street and no intersection on a trunk
highway shall be designated as a stop
intersection unless the consent of the
Commissioner of Highways to such desig-
nation is first secured. Every driver of a
vehicle shall bring his vehicle to a full
stop before entering any stop street or
intersection properly designated and posted
as such by the Commissioner of Highways
or the Capt. of police.
SECTION 6—DUTIES OF DRIVERS

of a vehicle involved in an accident re-
sulting in injury to or death of any per-
son or damage to any vehicle which

SECTION 7—DRIVER'S 'LICENSE—
VEHICLE OWNERSHIP:=No. person
shall drive or operate a vehicle upon any
street in this village. without having in his
possession, as now required by the laws
of the State of Minnesota, a valid driver's
license or chauffeur's license. No person
shall drive a motor vehicle belonging to
another without the owner's consent.
SECTION g—EQUIPMENT—USE OF:
—(a No person shall drive or operate a
motor vehicle on any street within the
village, unless such motor vehicle is equip-
ped with a muffler in good working order
and in constant operation to prevent ex.
cessive and unusual noise. It shall be un-
lawful to use a "muffler cut-out" on any
motor vehicle upon any such street.
(b) No vehicle shall be used upon any
street in the village without lighting egTp.

mirror, a horn or other warning device,
front and rear bumpers, and brakes as
required by the state highway traffic reg-
ulation act. Lamps shall be lighted at all
times when any such vehicle is operated
upon the streets of the village from a
half hour after sunset to a half hour be-
fore sunrise and at any other time when
there is not sufficient light to render per-
sons and vehicles clearly discernible 500
feet ahead upon the street, except that
when a vehicle is parked upon the street
during those hours, parking lights shaC
be lighted.

SECTION 12—GLASS AND OTHER
INJURIOUS SUBSTANCE ON HIGH.
WAYS:—No person shall throw or deposit
glass, metal, garbage, tin cans, or any
other similar substance upon any highway,
and anyone who drops or throws, or per-
mits to be dropped or thrown any such
destructive or injurious substance shall
immediately cause the same to be removed.
Any wrecked or damaged vehicle on a
street or roadway shall be removed there.
