Minutes of the Council meeting held July 16,1946 were read
Motion by Moe seconded by Frandsen that the minutes stand approved
as read.

A Treas report was read and filed.
The President opened the hearing on rezoning the Moser property
for a cement block factory.
Mr Moser appeared in his own behalf
No one appeared against the rezoning.
No action was taken by the Council
The President annouced the next matter was the consideration of
the petition for asphalt on that portion of Meadow Lane between
Olson Hghwy and Popular Drive.
No one appeared against the petition
The following bids were received.
(1) Jay W Crain Co in the sum of 4U¢ per square yard
(2) Gleason,Burg,& Carlson Inc. in the sum of 490 per square yard
Motion by Moe seconded by Frandsen to adopt the following resolution
WHEHEAS, the petittioi in writing signed by Mr & Ctrs Bruckelmeyer
and others, dated the 16th day of July 1946 ,has been filed with
the Village C xnbMl requesting that Meadow Lane between Ulson
Hgawy and.P®pular Drive be improved by installing black top

sections 434.28 to 434.36, Minn Statutes,
Now therefore be it resolved by the Village Council of the
Village of Golden Valley as follows**
1. It is hereby determined that said petion was signed by a
majority of the owners of property abutting on the proposed improve,.—
ment as required by chapter 311, laws of 1927s"
2. It is necessary and expedient to construct an improvement
consisting of black top paving on keadow Lane between Olson Hghwy
and Popular Drive. and that on the 20th day of August, 1946 at
eight O'clock P.M. this Council will meet at the Village Hall
in said Village and will at said time and place hear the parties
interest" therein in reference to such improvement and decide
whether or not to undertake such improvement in whole or in part.
3. Cppies of dais resolution shall be published bn the official
newspaper and posted in three publie places in the Village as
required by lax and filed in the office of the Village Clerk in

AN ORDINANCE ESTABLI3H-
ING AND REGULATING THE
MUNICIPAL DUMPING
GROUND
The Pillage Council of the Village of
Golden Valley do ordain as follows:
Section 1. Establishment and Super-
vision. -A municipal dumping ground is
hereby established on lots ............. blocks

ground and enforce this ordinance.
Section 2. Use of Ground. -No person
shall deposit on the municipal dumping
ground any garbage or other putrescible
matter unless it is securely covered under
at least 9 inches of earth or ashes, pro-
vided that permission may be granted
by the council, when the ground is solidly
frozen, to deposit such matter without
covering (on the condition that the per-
son depositing such matter shall provide
an acceptable bond or cash deposit in
an amount fixed by the council condi-
tioned that his appropriate share of the
cost of covering the matter will be paid
when the council may direct after the
matter has been covered by the munfei-
pality and that if it is not so paid within
five days after published notice so to do
the municipality shall collect the same
from the sureties on said bond or cash
deposit). Deposits by licensed refuse col-
lectors at one place on the same day need
be covered only once, at the end of the
day.
Section 3. Hours of Use. -No person
shall deposit refuse on the dump except
during between six o'clock A.M. and
seven o'clock P.M. from October 1 to
April 30 of each year and between 7
o'clock A.M. to 5 P.M. from May 1 to
Septomher 30 of each year.
Section 4. Deposits of Cans, Papers,

Dead 'Animals. -All deposits at the dump
of tin cans or other vessels capable of
holding water, and of loose paper or
material which can be carried by the
wind must be covered with earth or ashes.
All dead animals deposited at the ground
shall be buried below the surface of the
ground so that there is at least three
feet of dirt above the dead body.
Section 5. Starting Fire at Dumping
Graund.-No person shall start any fire
at the municipal dumping ground nor
deposit there any hot ashes or other
material likely to cause a fire to start.
Section 6. Sorting Refuse. -No person
shall pick over the refuse deposited in
the municipal dumping ground except
by the permission and under the super-
vision of the head of the police depart-
ment.
.Section 7 -The head of the police de-
partment shall have the right to make
riles and regulations for the depositing
of garbage or refuse on said municipal
dump, and may if he desires fence off or
rope off said dump in order to better
regulate and control said dumping
grounds, and the violation of any such
order shall be a violation of this ordin-
ance.
Section 8. PeualtY, Definitions, Effec-
tive Date. -Any person violating any pro-
vision of this ordinance shall be guilty
of -a misdemeanor punishable by a fine of
not less than ten dollars nor more than
one hundred lollars, plus cost of prosecu-
tion, and in...default of payment of such
fine and costs may be imprisoned until
such fine and costs are`paid,'but not more
than ninety days. The word "person" as
used in this ordinance shall include firms
and corporations. Provi'sions of other
ordinance inconsistent herewith are hereby
repealed. Every provision of this ordin-
ance is declared separable from every
other provision, and if one provision be
held invalid such invalidity shall not
affect any other provision. This ordinance
shall be effective on passage and publica-
tion according to law.
