AN ORDINANCE
mating the Office of Electrical Inspector
,r Safeguarding Persons and Property
Aid Promoting the Welfare of the Public;
And Prescribing Hia Duties, Rights and
Authority; Establishing Standards for
Electrical Equipment and for its Installa-
tion and Requiring Conformity There-
with; Making It Unlawful to Undertake
the Installation of Electrical Equipment
without a Permit Therefor, Except as
Otherwise Provided; Providing Penalties
for the Vlolation of This Ordinance and
Repealing All Ordinances and Parts of
Ordinances in Conflict with this Ordinance.
The Village Council of the Village of
Golden Valley ordains as follows:
Section 1. Application of Provisions of
This Ordinance. The provisions of this
ordinance shall apply to all installations
of electrical conductors, fittings, devices,
and fixtures, hereinafter referred to as
"electrical equipment," within or on
public and private buildings and prem-
ises. with exceptions as provided in
Section 8b and with the following gen-
eral exceptions:
1. The provisions of this ordinance
shall not apply to installations in mines,
ships or railway cars or to automotive
equipment; or to installations used by
electricity supply or communication
agencies in the generation, transmis-
sion or distribution of electricity or
for the operation of signals or the
transmission of intelligence, and locat-
ed within or on buildings or premises
used exclusively by such an agency or
on public thoroughfares;
2. The provisions of this ordinance
shall apply to electrical equipment used
for radio transmission in amateur radio
transmitting stations and shall apply
to all electrical equipment used for
power supply to radio transmitting
equipment, but shall not apply to other
electrical equipment used for radio
transmission.
3. As used in this Ordinance, "rea-
sonably safe to persons and property "
as applied to electrical installations
and electrical equipment, means safe
to use in the service for which the
installation or equipment is intended
without unnecessary hazard to life,
limb or property.
Section 2. Electrical Inspector—Qual-
ifications and Appointment. There is here-
by created the office of Electrical Inspec-
tor. The person chosen to fill the office
of Electrical Inspector shall be of good
moral character, shall be possessed of
such executive ability as is requisite for
the performance of his duties and shall
have a thorough knowledge of the stand-
ard materials and methods used in the
installation of electrical equipment; shall
be well versed in approved methods of
construction for safety to persons and
property, the statutes of the State of
Minnesota relating to electrical work
and any orders, rules and regulations is-
sued by authority thereof, and the Na-
tional Electric Code, as approved by the
American Standards Association; shall
have had at least five years' experience
as an electrical inspector or in the in-
stallation of electrical equipment, or in
lieu of such experience shall be a grad-
uate in electrical or mechanical engin-
eering of a college or university con-
sidered by the Village Council as having
suitable requirements for graduation and
shall have had two years' practical elec-
trical experience.
The Electrical Inspector must furnish,
from the State Board of Electricity, a
certificate stating that he has passed the
examination as Maser Electrician, as
prescribed by said Board.
The Electrical Inspector shall be ap-
pointed by the Village Council.
The salary to be paid to the Electrical
Inspector shall be determined by the Vil-
lage Council.
He shall be removed from office for
cause only, after a full hearing by the
Village Council, at which he shall be en-
titled to appear and produce evidence in
his behalf.
Section 3. Duties of Electrical Inspec-
tor. It shall be the duty of the Electrical
Inspector to enforce the provisions of
this ordinance. He shall upon applicatoin
grant permits for the installation or al-
teration of electrical equipment, and shall
make inspections of electrical installa-
tions- all as provided in this orAinr.,
Section 4. Authority of Electrical In-
spector. The electrical inspector shall
have the right during reasonable hours to
enter any building or premises in the
discharge of his official duties, or for the
purpose of making any inspection, re-
inspection or test of the electrical equip-
ment contained therein or its installa-
tion. When any electrical equipment is
found by the Electrical Inspoteor to be
dangerous to persons or property because
it is defective or defectively installed,
the person, firm or corporation respon-
sible for the electrical equipment shall
be notified in writing and shall make any
changes or repairs required in the judg-
ment of the Electrical Inspector to place
such equipment in safe condition and if
such work is not completed within fif-
teen (15) days or any longer period that
may be specified by the Electrical In-
spector in said notice, the Electrical In-
spector shall have the authority to dis-
connect or order the discontinuance of
electrical service to said electrical equip-
ment. In cases of emergency, where nec-
essary for safety to persons or property,
or where electrical equipment may inter-
fere with the work of the fire depart-
ment, the Electrical :Inspetor shall have
the authority to immediately disconnect
or cause the disconnection of any elec-
trical equipment.
The Electrical Inspector may delegate
any of his powers or duties to any of
his assistants.
Section 5. Standards for Electrical
Equipment and its Installation.
(a) All electrical equipment installa-
tions shall be reasonably safe to persons
and property and in conformity with the
provisions of this ordinance and the ap-
plicable statutes of the State of Minne-
sota, and all orders, rules and regulations
issued by authority thereof.
(b) Conformity of electrical equipment
and installations with applicable stand-
ards set forth in the National Electrical
Code, National Electrical Safety Code,
and Underwriters' Laboratories, Inc.,
-which have been approved by the Amer-
ican Standards Association, shall be
prima facie evidence that such electrical
Equipment and installations are reason-
ably safe to persons and property.
(c) The Electrical Inspector may, with
the approval of the Village Council,
authorize installations of special wiring
methods and electrical equipment.
Section 6. Wiring Requirements:
(a) The main service entrance conduc-
tors for all new residential buildings
and, when concealed, in old residential
buildings shall consist of three (3) No. 6
American Wire Gauge or larger conduc-
tors, and shall be provided with a fifty
(50) ampere or larger set of service en-
trance equipment. The minimum auxil-
iary service to any such building shall
consist of No. 10 American Wire Gauge
conductors and a twenty-five (25) ampere
set of service entrance equipment.
(b) Armored cables shall not be ap-
proved for either open work or concealed
work.
(c) All fractional H.P. motors other
than manually started, must have running
over -current protection not greater than
140% of the full load rating of the
motor.
Section 7. In General.
(a) In every electrical installation, all
wires and attachments must be of at
least such capacity as will safely main-
tain service with the full connected load.
Provided, however, that the Electrical
Inspector may authorize exceptions from
the above when plans or specifications
are submitted and where the demand
factor is such as will, in his opinion,
warrant a reduction in the feeder sizes
and equipment.
(b) No electrical equipment for which
a permit is issued or required shall be
put to use until inspected and accepted
by the Inspector.
And when such electrical equipment is
found to have been installed without a
proper permit or not in accordance with
the provisions of this ordinance, the
Electrical Inspectors are hereby author-
ized and empowered to remove the fuses,
cut the wires, or otherwise render the
system inoperative until such permit has
been secured from the said Inspector of
Buildings, and the work or wiring re-
inspected and approved by them.

state the methods and materials to be
employed and the date upon which such
temporary permit shall expire and the
said wiring be removed.
Section 8. Permits.
(a) No individual, firm or corpora-
tion shall enter upon the erection, con-
struction, alteration or change of any
electrical installation, work or wiring in
the Village of Golden Valley until a
permit therefor has been secured from the
Electrical Inspector; and when required
by said Inspector plans and specifications
for the proposed work must be filed
with him before the permit is granted
and during the progress of said work.
(b) Provided, however, that no permits
or applications for the same will be re-
quired for the installation of wires to
operate low voltage electric bells, gas -
lighting apparatus, house annunciators,
burglar alarms, telephone, telegraph, dis-
trict messenger, watch -clock, fire alarm,
or other similar instruments, except that
such permits shall be obtained when re-
quired by said Inspector of Buildings.
(c) When any electrical equipment
shall be installed in such a manner that
the same could be used for electric light
or power purposes under the provisions
of this ordinance, it shall be deemed
that the said wiring or apparatus is to
be used for such purpose, and permits
shall be required and inspections made
as provided for such.
Section 9. Permits to be Issued Only
to Parties Operating Under Village Li-
cense:
(a) No permit for the erection, con-
struction, alteration or change of any
electric work or wiring shall be issued by
the Electrical Inspector to any individu-
al, firm or corporation, except he or they
be licensed by the Village Council to en-
gage in business as an electrician as
hereinafter provided. No holder of any
such electrical license shall allow his or
their name to be used by any other party
either for the purpose of doing work or
obtaining permit, and any holder of such
electrical license who shall violate this
provision of this ordinance shall, upon
conviction thereof, forfeit his or their
license, and the Electrical Inspector shall
thereafter refuse to issue any further per-
mits to do electrical work or wiring
under any license so forfeited. No permit
shall be issued to any licensee where State
license is not in force. An annual fee of
One ($1.00) Dollar for every such li-
cense is hereby fixed and required to be
paid into the Village Treasury before
the issuance of the license.
(b) The Village Councilmay, for just
cause, if it deems advisable, and after in-
vestigation and report by the Standing
Committee on Licenses, revoke any such
electrical license. Electrical licenses shall
expire on the first Monday of May next
ensuing after the issuance of such li-
censes. All applications for such licenses
shall be referred to the Standing Commit-
tee on Licenses.
Section 10. Electrical Permits—Fees.
The Electrical Inspector shall, before
issuing any permit for the installation of
any electrical equipment, require the pay-
ment, by the applicant for such permit,
of fees to the amount hereinafter set
forth and in the manner herein provided,
to -wit:
(a) For each permit for new electric
light or power wiring, the fee shall be:
$3.00 for each 30 Ampere service.
$4.00 for each 50 Ampere service.
$5.00 for each 100 Ampere service.
$2.50 for each additional 100 Ampere
service.
(b) The fee for each permit for the
alteration, addition or repairing of exist-
ing electrical equipment, or for other
electrical work not included in the above,
shall be $1.00 for each one hundred dol-
lars ($100.00), or fraction of each one
hundred dollars ($100.00), in the esti-
mated cost thereof.
(c) Provided, however, that where not
to exceed three (3) outlets for lighting
or receptacles, or both are to be added
to an existing branch circuit, the fee for
each such outlet shall be 25 cents.
Section 11. Minimum Fee.
In no case shall the fee charged for
