The Village Council of the Village of Golden Valley met
on March 18 at the Village Hall with the following present:
President Swenson; Trustees Frandsen, Pinch, Putnam, Reiss.
Minutes of the meeting of March 4 were approved as read;
Treasurer's report dated March 4 showed a balance of 44784.95
and a copy was filed with the Clerk.
Mr. Wm. S. Kelly, who submitted a plat on Sunnyridge
Addition was referred to the Planning Commission to follow
the procedure required of new platters.
President Swenson stated that the meeting would be
largely concerned with the hearing in the matter of an
application of Messrs. Louis Gaineley and Joseph Wolf for
license to operate an outdoor drive-in theatre. Opportunity
was given to both proponents and opponents to present their
views and submit written information for consideration by
the Council. In general, the opposition to the granting of
the license centered around the argument that it vo u1d con-
tribute toward juvenile delinquency and present traffic
problems, while those in favor of granting the license
contended that it would not create a delinquency problem
and would bring in a substantial license and tax revenue.
A synopsis of the proceedings has been incorporated with
a compiete file containing correspondence, petitions,
references, etc. Mayor Swenson suggested that inasmuch
as he felt the issue to be very controversial a referendum
vote should be taken. It having been determined that the
Council would not be bound by the results of such a. vote,
the following; motion was made by Pinch; RESOLVED, That
the Village Council approve the granting of an Outdoor
Drive -In Theatre License as applied for by Mr. Wo if and
Mr. Gainsley. The motion was seconded by Putnam and re-
ceived the f'ol.owing vote: Frandsen, No; Pinch, Yes;
Putnam, Yes; he iss, No; Swenson, No.

Mr. Kane stated that Mr. Arthur Nelson would like to
have a check.ritten in payment of his statement rendered
for legal services, although if requested to do so he would
hold the check before presenting it for payment. On the
'basis of the fact that this indebtedness had been incurred
prior to their taking office Trustees Pinch and Putnezre-
cuested to be excused from voting. Mr. Kane stated that
although he was not certain of the fact, he doubted that
the request was a proper one, and inasmuch as it was not
granted the fol}owing vote was recorded on a motion by
Reiss seconded by Frandsen to pay the bill. of X434.00:
Frandsen, Yes; Pinch, No; Putnam, No; Reids, Yes; Swenson,
Yes.
-On motion by Heise seconded by Putnam it was voted
unanimously to approve payment of invoice of Noreil and
Nichols recommended for payment by the Planning Commission
in the amount of w597.00 for the months of November and
December, 1946 and January and February, 1947.
The motion by Pinch seconded by Reiss was unanimously
approved that a first reading be given to: AN ORDINANCE
TO AMEND AN ORDINANCE REGULATING TAVERNS AND FOR THE
LICEIaSING THEREOF AkvD PROVIDING PENALTIES FOR VIOLATION
THEREOF. The ordinance: was given its first reading. The
potion by Putnam seconded by Frandsen that inasmuch as
an emergency exists the ordinance be given its second
reading was unanimously approved. The ordinance was
given its second reading. On motion by Reiss seconded
by Putnam to approve the ordinance on the second reading

The motion by Putnam seconded by Reiss was unani-
mously approved that a. first reading be given to: 'AN

TO LICENSE AND REGULATE GAMES OF SKILL AND PROVIDE
PENALTIES FOR THE `V"IOLATION THEREOF. The ordinance was
given its first reading. The motion by Putnam seconded
by Frandsen that as an emergency exists the ordinance
be given its second reading was unanimousiy approved.

by Reiss seconded by Frandsen to approve the ordinance
on the second reading and order its publication was
