the Village of Golden Wiley was
on the 7th day of October, 1947 at
President Swenson and Trustees Frandsen, Pinch, Putxam
and Reiss were present. The Clerk read the minutes of the
September 16 meeting and on notion by Reiss seconded by
Pinch the minutes were approved as read. Minutes of the
special meeting held September 2 were read and approved on
motion by Reiss seconded by Frandsen.
Treasurer's report dated September 16 showed a ba.iance
in all funds of ti:19, ;022.80, listed the fol owing receipts,
and a copy was placed on file with the Clerk:

A number of residents of Glenview Terrace appeared
at the meeting to present petitions for blacktopping
streets and providing gutters in that are,v, P.nd to lay.°rn
the current statue of eater for the area. Mr. Kane
reported that the proposed location of the meter pit was
found to be on property belongir.g to the Minneapolis Park
Board and discussion was given to the feasability of
moving the proposed location northerly a short distance
or requesting permission from the Perk Board to use the
proposed site. The followin-, motion by Pinch was seconded
by Reiss and unanimously carried: To rec:.uest permission
of the Park Board of the City of lylinneapolis to construct
the meter pit at the intersection of Zenith Avenue i:orth
and kiorth Valley View Drive and further to recuest an
audience for the Village Attorney with the Park Board
a.t its next regular neeting to explain the details of
the request.

requesting the improvement of the following streett in

Delphian Heights' Third Unit:

and the installation of curbs and gutters of bituminous

as authorized by Chapter 382, Laws of 1925, filed with the
Clerk on the 7th day of October, 1947, is found to be signed
by the owners of more -than fifty-one per cent of property
abutting on the parts of the streets named as the:iocatio.n
of the proposed improvement; and also:
That the petiticn be referred to Hiteheodk and Estabrook,
Engineers, and that they be and hereby are instructed to
report to the Council with a.il convenient speed, advising
the Council whether in their opinion the proposed improve-
ment should best be made as expressly petitioned for, or
in connection with some other improvement, and as to the
probable cost of the improvement, if made as petitioned
for, or othF:rw ise, and such other information as may be
pertinent.

Terrace Improvement Association with reference to their
disclaiming responsibility for the costs of waterma.in

A discussion was opened in the matter of street
re -naming but very few property owners who would be
affected by the proposed changes were present to e.gess
their opinions. fir. Winslow Moes, Chairman of the
Planning Commission Comirittee which worked on the project.

stated that additional changes were now contemplated and
that the report should be discussed with the Minneapolis
Postmaster. Motion by Putnam seconded by Keiss was
approved, to refer the report back to Mr. Moes for him It
to bring it up-to-date and contact the Postmaster.
Otto Tiokstrom stated that although the Planning
Commission at its last regular meeting had not voted to
approve rezoning of an additional amount of his property,
suggesting that he contact the Highway Department with
regard to their plans for this area., the Commiseicn was
generally favorable to the rezoning. He stated that
he wished to order his storage building!~nd aDmmenee
erection of it as soon as possible and it was agreed
that he proceed with his plans and secure the Commissionsl<
reeoirm endation for rezoning.
Trustee Pinch stated that both he and ,heir. Frandsen
had inspectea the Cnris telson road; Motion by Frandsen
seconded by Pinch to accept ano, record the deed to the
Chris nelson road received the following vote: Frandsen,
Pinch, Putnam, heiss and Swenson - Yes.
Motion by Reiss seconded by Putnam to accept renewal
policy CLA 5675 in the Anchor Casualty Company, St. Pain.,
for General Liability Insurance at an initial premium
of X916.66 as bid by W. A. Moes was approved.
The following 'bid was received in response to
advertisement in the Robbinsdale Post of September 25
Tor one kodel FZZ Hale Portable Pump or equal:
Flour City Body Corporation 285.00 FOIA delivered
Motion by Reiss seconded by Putnam was approved,
accepting the bid.
A communication was read from the Glenview Terrace
Improvement Association with respect to instelling a
sign at the South entrance to the area. It was explained
that the sign would bear the name "GLELVItT TERhACE"
and would be supported between gateway pillars at
Zenith Avenue and the Drive. Motion by Reiss seconded
by Putnam to approve the installation was carried.
Motion by Reiss seconded by Putnam granting Northern
States Power Company permission to,set poles per their
drawings 62-4816, 62-5038, 81482 was approved.
A communication was read under date of September 18
from Jack J. Smith tendering his resin tion from the
Civil Service Commission inasmuch as he is no lon-ler a
resident o�' the Village. Motion by Reiss seconded by
Putnam was approved accepting the resignation.

Potion by Reiss seconded by Putnam to refer the
petition of John Witenberg and others for alley grading
in Glenview Terrace to the attorney for his contact -ith
the interested parties and preparation of suitable la�tition
was approved.
The following bid accompanied by cashier's check for
the full amount was opened and read, for the purchase of
the 1946 DeSoto police car:

The Clerk stated that no bids had been received offering
the sale of a 1947 car.
Motion by Reiss seconded by Frandsen rejecting bids
and to re -advertise for bids on a 1947 DeLuxu tm-door
DeSoto car, offering^ for sale through classified ad in the
Minneapolis Star -Journal the present car, received the
following vote: Frandsen, Pinch, Putnam, Reiss, Swenson - Yes.
Motion by Pinch seconded by Reiss to give a second
reading to the ordinance entitled AN ORDINANCE CONCERNING
THE COLLr_CTION AiAD DISPOSIL OF GARBAGE; Ai1D RUBBISH received
the following vot-:: Frandsen, Pinch, Putnam, Beiss and
Swenso_. - Yes. The Clerk gave the ordinance its second pRD:g,
reading. Motion by Reiss seconded by Pinch to adopt the , 3
ordinance and order its publication received the following
vote: Frandsen, Pinch, Putnam, Reiss, Swenson - Yes.
Mr. Kane had prepared resolutions setting assessment
hearings for Summit, Ottawa (Lake), and Sunset Ridge.
Reiss moved the adoption of the followin; resolution,
seconded by Putnam, and unanimously carried:
RESOLUTION SETTING ASSESSMENT HEARING
WHEREAS, pursuant to Resolution duly adopted by the Village
Council, of the Villa -re of Golden Valley on the 17th day
of June, 1947, Summit Avenue in Confer and Erickson's
Boulevard Gardens, has been improved by changing and
establishin- the grade therof, grading and graveling, by
the road boas and by contract;
NOW, THERFFORE, BE IT RESOLVE>D by the Village Council of
the Village of Golden Valley, that said improvement and
the work thereon is hereby accepted, and that this Council
will meet on the 24th day of October, 1947 at 8 o'clock
P.M., at the Village Hall, in said Village and ascertain the
amount of special benefits received by any property within
said Village by reason of said improvement, and hear the
testimony in that connection of all persons interested, or
whose property is affected, who may appear in person or by
Attorney, and ;present witnesses for examination.

Trustee Reiss moved the adoption of the following
resolution, seconded by Frandsen, unanimously carried:
RESOLUTION SETTING ASSESSMENT HEARING
ti'THEREAS, pursuant to Rtsolution adopted by the Council
on the 2nd day of September, 10,47, a contract has been
let for improvement of Lake Avenue, also known as Ottawa
Avenue, by changing and establishing the grade for the
same, widening, grading, and graveling the same, and
the Clerk with the assistance of the Village Attorney,
has caiculcted the proper amount to be specially
assessed for such improvement against every lot, piece,
or parcel of land abutting upon such improvement as
provided by law, which proposed assessment is now on file
with the Clerk, and open to public inspection;
NOW, THEREFORE, bE IT RESOLVED by the Village Council of
the Village of Golden Valley, that the said work of
improving said street is hereby accepted, and designated
as Street Improvement No -3: that the Clerk is directed
to cause notice to be published in thv Robbinsdale Post
that this Council '411 meet on October 17, 1947 at 8
o'clock P.M. at the Village Hall, to pass upon said
proposed assessment, that the total cost of said
improvement is determined to be X2334.21.

NOT, THEREFORE, BE IT RESOLVED by the Village Council that
the grades of Summit Avenue in Confer =end ' rickson's
Boulevard Gardens ,nnd of Lake Avenue, also known as
Ottawa Avenue, are established at the- lines designated
at said grade lines, survey prepared by Hitchcock and
Estabrook, Engin-ers, a copy of which survey is hereby
filed with the Village Clerk, and made a part of this
Resolution as fully as if set out here in full.
