Were present: President Swenson, True - the followinc, wereabsent: Trustees Minutes of the December 3 meeting were read and approved on motion by Pinch seconded by Putnam. The President opened the subject of filling the vacancy in the office of Assessor. Mr. Swan Erickson reported that he did not wish to be considered for the appointment. A motion by Pinch to appoint Mr. Einar Lee to the office was seconded by Putnam. President Swenson stated that he did not feel that the appoint- ment should be made without a full membership of the Council present and with deference to the absent members the motion was withdrawn. Mr. Crosby's request for the building up of the shoulder on Archibald Avenue to provide driveway access to his property was referred to the Road Chairman. Communication of December 15 from the Planning Commission was read with respect to the request of the Towle Company for statement of the Village intent to maintain the roads in Noble Grove. It was agreed that the clerk supply the requested information. Iver. L. Z. Carlson appeared before the Council re- questing final approval of the eastern portion of the Woodlawn Park plat. Communication of December 15 from the Planning Commission was read, recommending that the plat be approved on condition.that a performance bond be supplied by the applicant to guarantee completion of roads, adequate drainage and installation of street signs. Bond in the amount of "W25,600.00 was submitted by Mr. Carlson. Motion by Pinch authorizing the President and Clerk 124 to execute the acceptance of the plat subject to terms of the bond of the Central Surety and Insurance Corporation of December 16, 1947 was seconded by Putnam and received the following vote: Pinch, Putnam, Swenson - Yes. Following the reading of communication from the Planning Commission with respect to expiration of terms of members, it was agreed to delay making appointments to the next regular meeting. Motion by Putnam seconded by Pinch wasapproved to grant the issuance of Cigarette licenses to: Mae Guist, Superior Country Club,, and Reeves Food Market, per applications for the year 1948. The Clerk reported that he had contacted Engineering Departments of the Utilities, all of which felt that they properly investigated conditions on accepted plata and established streets previous to their requesting work permits. They also recognized their liability for moving installations done on private permits and brought about by re -arrangement to platted area. Motion by Pinch seconded by Putnam to grant Northern States Power Company permit per their drawing f62-5749 was approved. Communication of December 2 from Chester Bird Am�=Irican Legion Post was read, stating their intent to conduct bingo games. Communication of December 3 from Everett and Thiel Attorneys, was read requesting information on the current statue of the sewage disposal on North Valley View Drive. Plumbing Inspector Hamman reported the facility appeared to be operating in an entirely satisfactory manner. The question of the vaildity of the gravel pit ordinance and the request of Mr. Moser for a refund of the license fee was carried over to the next regular meeting. Dr. and Mrs. Samuelson appeared before the Council requesti:_.g the issuance of a building permit for the erection of a pre-fabri©ated steel airplane hangar on their property at Sweeney Twin Lake. Mr. Kane stated that in effect the Council was being asked to override the refusal of the building inspector to issue the permit and to do so would require a four -f ifthe vote of the membership. As a result no action could be taken at this meeting. The Clerk read a bid dated December 16 from Broadway Motor Sales on 1947 DeSoto DeLuxe Tudor Sedan for ry1800. less allowance on 1946 DeSoto Y1050.00, Cash difference X750.00. Motion by Putnam seconded by Pinch to accept 125 the bid received the following vote: Pinch, Putnam, Swenson - Yes. Following discussion of a road hazard created by the meter pit excavation on Zenith Avenue in Delphian Heights the road forman was instructed to block off the street and provide for a detour. Motion by Putnam seconded by Pinch to adjourn, carried. Attest: President Clerk
