Puxsua,nt to clue call and notice thereof, a rl-gular
meeting of the Village Council of the Village of Golden
Valley, Hennepin County, Minnesota, was duly held at the
Villa; -rye Hall in said Village on the 3rd day of February, 194=:
at 7:30 o'clock P.M. The following trustees were present:
Frandsen, Pinch, Putnam Lnd President Cordner. The follow-
ing trustees were absent: Reiss.
Minutes of the meeting held January 20 were read aril
on motion by Frandsen seconded by Pinch approved. On mo-
tion by Pinch seconded by Putnam the minutes of the
special meeting held January 27 were approved as read.
The President opened the meeting to the receiving of
bids on water meters. The Village Clerk announced that
the following bids hadbeen submitted in accords.nce with
resolution of the Village Council adopted January 20, 1948
and the notice of letting of said bids:

Following the opening of bids individual represcnta-
tives of the Companies demonstrated their respective
meters, giving genera.l information on their construction,
users, gua.ra.tees and deliveries.
Motion by Frandsen was sec+:---nded by Pinch and approved
to refer the bids to Mr. Owens cf Hitchcock & Fetabrook
who attended the meeting, for tabulation and remornme :dation
and that action on the bids be laid over to February 17.
There folioweda. general discussion with Mr. Owens on
the bill for engineering services for making recommendations
for road treatment in Delphian Heights. It was agreed that
he and Yx. Kane would consult further in the matter.
Treasurer's report dated January 20 showing a balance
of x"12,658.88 in all funds was read nand placed on file.

Communication from Dr. Proffitt stating that he had
examined E?..rd Ppproved a closed truck of the Boyer Garbage
Service was read. Motion by Putnp-,,,m seconded by Pinch to
grant the issuance of a Garbage License to C. Boyer,
informing him that one of his trucks meets the require-
ments of the ordinance, was approved. No action was
taken on the application of Carl Engebretsen for Garbage
Collector's License inasmuch as a bond did not accompany
it, nor had the equipment been examined by Dr. Proffitt.

Trustee Pinch offered the following resolution and
moved its adoption:
WHEREAS, the Village Council of the Village of Goldm
Valley, Hennepin County, Minnesota, has received from the
County Auditor of Hennepin County, Minnesota s, list of
lands in said Village which became the property of the
State of Minnesota under tL,e provisions of law declaring
the forfeiture of lands to the State of non-pyament of
taxes, which said list has been designated as List 11247-C"
December 1�", 1947, and

has heretofore been classified by the Board of County Corr,
missioners of Hennepin County, Minnesota as non-conserv,.�.tion
land and the sale thereof has heretofore been authorized
by said Board of County CorixriesionerB;

acting pursuant to Minnesota Statutes for 1945, Section
282.01, that the classification by said Board of County
Commissioners of each parcel of land described in said
list as non -conservation land be r:nd the same is hereby
approved and that the sale of each such parcel of land
be and the same is hereby approved.
The question was on the adoption of the resolution
and the roll being cailed there were 4 Yeas and no Mays,
.as follows: Frandsen, Pinch, Putnam, Cordner.

Trustee Pinch offered the following resolution and
moved its adoption:
WHEREAS, the Village Council of the Village of Golden
Valley, Hennepin County,- Minnesota, has received from the
County Auditor of Hennepin County, Minnesota , a list of
lands in seid village which became the property of the
State of Minnesota under the provisions of law delaring
the forfeiture of lands to the State for non-payment of
taxes,which said list has been designated as List 11250-C"
January 27, 1948, and

has heretofore been classified by the Board of County
Commissioners of Hennepin County, Minnesota as non -conserva-
tion land and the sale thereof has heretofore been authorized
by said Board of County Commissioners;
NOW, THEREFORE, be it resolved by the said, Village
Council, acting pursuant to Minnesota Statutes for 1945,
Section 282.010 that the classification by said Board of
County Commissioners of each parcel of land described
in said list as non -conservation lard be _end the same
is hereby approved and that the sale of each such parcel
of land be and the awe is hereby approved.

Motion by Pinch seconded by Frandsen to ref -'r a
copy of the list to the Planning Commission for their
investigation as to possible use for Viilage Park -
purposes was approved.
Electrical Inspector, Lester Eletad apneared before
the Council suggesting changes in the electrical ordinance
and it was agreed that he should contact the attorney who
would draw up amendments to be acted upon by the Council.
Motion by Pinch seconded by Frandsen to give a first
reading to AN ORDINANCE AM1,; dDING THE ZONING ORDINANCE OF
GOLDEN VALLEY, ADOPTED MAY 3, 1938, BY PEOVIDING A METHOD
OF ADJUSTMENTS AND APPEALS FROM THE PROVISIOivS OF SAID
ORDINANCE, was approved and the ordinance was given its
first reading.
Motion by Putnam seconded by Pinch to approve the
policy of Anchor Casualty Company 71AS728276 coveting
comprehensive and collision insurance effective 2-1E-48
was carried.
Letters of recommendation for George Minder from
City of .t. Jamee, Dept. of Highways, and Dept. of High-
ways of Hubbard County were read. After further discus-
sion with Mr. Minder it was agreed to engage his services
on an hourly basis. Motion by Pinch seconded by Putnam
was approved, that Ms. Yinder be retained as Village
Engineer to handle ordinary and routine engineering
requirements of the Village at the direction of the

Village Council or Mr. Frandsen, Road Chairman, and
that he be compensated at the rate of'x:'.50 per hour.
Motion by Pinch seconded by Frandsen authorizing
Mr. Minder to survey the extent of gravel remaining in
the Delmont Park area at an approximate cost of x;;30`.00
was approved.
Trustee Pinch reported on his interview with Mrs.
Dickinson of the Hennepin County Animal Rescue League.
He was informed that their facilities and budget would
not a' -low their, to regularly patrol end impound dogs in
the Village, but that they would respond to calls to
impound stray animals. It was further suggested that
the license fee be increased and that an active campaign
of house solicitation be made to sell licenses.
There followed a discussion of the matter of police
salaries. Motion by Frandsm seconded by Pinch setting
th- monthly salaries of the present captain and patrolmen
at $;240.00 and x;22500 respectively, retroactive to Janu-
ary 1, 1948 received the following vote: Frandsen, Yes;
Pinch, Yes; Putnam, Iwo; Cordner, Yes.
Lotion by Pinch seconded by Putnam was a g oved that
the police force remain on a 48-hour week.
Motion by Pinch seconded by Frandsen that the Council
take no action in the matter of additional patrolmen was
approved.
Application for off -sale non -intoxicating malt
beverage license by John P. Kennedy, 3601 Golden Valley
Road, was presented. The attorney reported that open
development zoning of the area would not permit the grent-
ing of the license. Motion by Putnam seconded by Frandsen
was approved, denying the application.
Motion by Putnam seconded by Pinch was carried,to
approve the Justice of Peace bond of John F. inghauser.
Communication of February 3 from Hitchcock & Fetabrook
outlining unanticipated work encountered by Phelps Drake
Company in the meter pit construction was read. Motion
by Pinch seconded by Frandsen approving the additional
work at an approximate cost of x150.00 was carried.
Communic,-tion of January 25 from the Planning
Commission with reference to street signs was read. Motion
by Putnam seconded by Frandsen was approved amending the
plat requirements to require that platters furnish these
signs.
Communication of January 23 from Howard Perrd.ne,
County Surveyor, was read requesting that their office
be informed in advance of any road grading to be done
so that they might remove section stones which might be

misplaced or damaged by the gr -ding.
Motion by Pinch seconded by Putnam to adjourn
was approved.
