04-06-48 City Council Minutes1.71 April 6, 1948 The Village Council of the Village of Golden Valley met at the Village Hall on April 6, 1948 at 7:30 P.M. with the following members present: President Cordner, Trustees Frandsen, Pinch and Putnam; Absent: Trustee Reiss. Minutes of the special meeting of March 30 were read and on motion by Pinch seconded by Frandsen approved. Treasurer's report dated March 16 indicated a balance of �,"5445.25 in the general fund, and listed the following receipts totalling $4152.50, a copy being filed with the C1erX: H. J. (Order #1467) 172 The Police captain reported that the dumping grounds on Winnetka Avenue had been improved and that the operators are fully aware of the necessity of properly maintaining it. Following discussion of enforcement of the billboard ordinance the President appointed the police captain to bring in a report at the next meeting on the location, owner and approximate size of all boards in the Village. A petition signed by Walter M. Mooney and others requesting the vacation of the North 30 feet of Wood - lawn Park was read. Motion by Pinch seconded by Frandsen was approved, instructing the Clerk tp publish and post notice of public hearing to be held April 20 for the consideration of Vacation of the North 30 feet of Wood - lawn Park dedicated to the Village for a roadway. Motion by Putnam seconded by Pinch to give a first reading to AN ORDINANCE AMENDING "AN ORDI17ANCE PROVIDING FOR THE LICENSING OF TAXI -CABS AND PRIVATE LIVERIES ANb REGULATING THEIR OPERATION IN THE UL LADE OF GOLDEN VALLEY." was carried. The ordinance was given its first reading. Motion by Pinch seconded by Frandsen that in view of an urgency the ordinance be given its second reading, and it was given its sedond reading. Motion by Putnam seconded by Pinch to adopt the ordinance and order its publication was carried. ORD.BK.2,P.59 Copy of Mr. Kane's letter to Mr. John H. Johnson requesting the payment for dirt fill from Ottawa Avenue was read and filed. The Attorney reported that following further investi- gation and solicitation of the opinion of the Attorney General it was his opinion that building permit fees should be collected by the Village for the construction of the Meadowbrook School. Lester Elstad stated that he understood the building would be subject to a very rigid inspection by state authorities and that he would be willing to forego any share of the actual inspector's fees. Mr. Carl Lebeck representing the contractor, Naugle -Leek, reported that their firm had not been required to pay fees for the construction of public buildings and that they had not included it in their estimate. Motion by Putnam that the attorney prepare an amendment to the building ordinance providing for the omission of payment of permit fees for the construction of buildings paid,for by Governmental units was seconded by Pinch and approved. Mr. George E. Fyten, Sr., 2305 York Avenue requested re -zoning for the lot at 2301 York Avenue and was referred to the Planning Commission. Mr. Alvin Pankonie requesting the re -zoning of the East 140 feet frontage of his property on Golden Valley Road at Noble Avenue was referred to the Planning Comrr.ission. Mr. C. T. Lundeen and others petitioning the re -grading of an alley from 4th to 5th between Glenwood Parkway and Archibald Avenue were requested to present a proper petition. A. Mr. Meyers of 1631 Xerxes Av. N. appeared before the Council soliciting permission to be provided with water from the City of Minneapolis. Motion by Putnam seconded by Frandsen was approved that the Village authorize Mr. Meyers to secure Minneapolis water for the premises at 1631 Xerxes Avenue North subject to the approval by the City of Minneapolis and agreement as to terms by the City and Village. The request of Mr. Meyers of Meyers E Lynch for the establishment of grades for Lots 1/4 & 17/20 in Block 3 174 in Glenwood View was referred to the Clerk to relay to the Village Engineer. Mr. P. L. Bokovoy, Jr. 265 Xerxes, requested infor- mation as to how he might be provided with water from the City of Minneapolis at his premises. Report of the Water Commission dated April 6 was read. Motion by Putnam seconded by Frandsen was approved granting renewal of Milk Distributor's License to Ohleen Dairy. Building Inspector Swan Erickson reported that activity in the building department was increasing and he wished the council to consider the matter of having clerical help on a 40 -hour week, and revising the divi- sion of building permit fees decreasing the percentage to the inspector to 40�o. Motion by Pinch seconded by Frands en was approved to establish the building in- spector's fees effective April 1 at 40a of the fee collected, and authorize the inspector to employ clerical help as required to handle the volume of work. Building department reports for the month of March were as follows: Building 5 permits. Owners' Valuation $41,900. Plumbing 16 " " " 14,120. Electrical 23 " " " 6,062.25 Following discussion of advisability of passing an ordinance regulating the installation of heating equipment the attorney was instructed to draft such an ordinance for discussion at the next regular meeting. Mr. Erickson was requested to submit to the Council a sketch and cost estmate of providing a partitioned section in the hall for use of the building department. Motion by Putnam seconded by Pinch to grant the Northwestern Bell Telephone Company permission to place poles and anchors on the Mollen Road per their Drawing (4316 was approved. Motion by Putnam seconded by Pinch to grant Northern States Power Company permission to place poles in Wood - lawn Park per their drawing ;81827 was approved. A written report -,as submitted by Mr. r«inder on the subject of drainage of Golden Oaks. Motion by Pinch was seconded by Frandsen and carried that the Clerk relay the information to Mr. Smith of Golden. Oaks Company requesting compliance with the recommendations under the terms of its bond and that following completion of the work 75 the Council will consider the petition of April first for oiling of Valders and Orkla Drive.
