Pursuant to due call and notice thereof a regular
meeting of the Village Council of the Village of Golden
Valley, Minnesota, was duly held at the Village Hall in
said Village on the 4th day of May, 1948, at 7:30 o'clock
P.M.
The following trustees were present: President Cordner,
Trustees Pinch, Putnam and Reiss; and the following were
absent: Trustee Frandsen.
Minutes of the special meeting held April 26 were read
and on motion of Reiss seconded by Pinch, approved.
Following the appearance of Einar Lee re,,uesting assist-
ance in completing the personal property assessments by
June 10 as required, motion by Reiss seconded by Putnam to
allow the assessor to appoint additional deputies on a time
basis at an expense not to exceed for completing
personal property assessments was approved.
Mr. Wilkinson of Wilkorp appeared before the Council
with further reference to the vacation of the north 30 feet
of Woodlawn Park, explaining that the Northern States Power
Company had purchased 20' easement for installation of high
power line and contending that the 60' road easements together
with 30' north and south width would provide ample turn around=
area for servicing at the dead ends, and not prevent the
Northerly extension of streets in the area.. Further information
was to be supplied by the applicants at the next meeting.
The meeting was opened to consideration of bids for
the installation of viater meters in Delphian Heights. The
Village Clerk announced that the following bids had been
submitted in accordance with resolution of the Village
Council adopted April 20, 1948 and the notice of letting
of said bids:

After due consideration of said bids, Trustee Reiss
introduced the following resolution and moved its adoption:
RESOLUTION ACCEPTING BID FOR WA TERMAIN
IMPROVEMENT
BE IT RESOLVED -by the Village Council of the Village
of Golden Valley, Minnesota that the bid of Oren M.
Weinmann doing business as Weinmann Plumbing Company

for the furnishing of the following labor and materials:
Installing and connectins, approximately 130 water
meters heretofore purchased to and on property
adjoining and -.butting the water system of the
Village of Golden Valley in accordance with plans
and specifications heretofore prepared by E. George
Yinder, Village Engineer, which plans and speci-
fications are on file in the office of the Village
Clerk and in the office of said Engineer at 4402
Glenwood Avenue.
is hereby accepted, and the bidder is requested to prepare
and submit to the Village Attorney a proposed form of
contract and bond covering said bid.
The motion for the adoption of the forgoing reso-
lution was duly seconded by Trustee Putnam, and on vote
being taken thereon, the following voted in favor
thereof: Cprdner, Pinch, Putnam and Reiss; and the
following voted against the same: None, whereupon the
said resolution was declared duly passed and adopted.
Treasurer's report dated April 20 showing a
balance in all funds of x;,32,057-07 was read, listing
the following receipts, and a. copy was placed on file:

Orders (1495-1505 covering bills approved April 20
were issued for payment.
Residents (Ed Barck, Ernest Lund) adjacent to the
property of Cs,rl Engebretson, 4619 Knoll Street,
appeared before the Council to request that action be

taken to enforce a cleanup of that area. It was contended
that dumping on the grounds :And keeping of animals
created an unsightly and unsanitary condition. Motion
b�.;,Reiss seconded by Pinch that the Clerk refer the natter
to Dr. Proffitt for his inspection of the premises and
for him to report to the Council at the next regular
meeting.
Mr. Ray Lindquist, seeking vq,eation of an undeveloped
street between Adams and Monroe, Plymouth and Bassetts
Creek was informed of the necessity of properly petition-
in,g the Council to take action in declaring a hearing.
Ferdinand Dilger and others requested the extension
of the alley, a portion of which had been petitioned for
re -grading, from 4th to 5th between France and Archibald.
They were told of the necessity of getting signatures
to a petition to make the improvement on an assessment.
Mr. Minder reported that he had completed surveys
of Delphian Heights and Noble Grove and would submit
to. the Council at the next regular meeting his written
reports.
Notion by Reiss seconded by Pinch was approved to
allow the services of Yr. 2v11inder if necessG:ry in defense
of the Tremont case regardinc, Lot A in South Tyrol.
- Following the reading of a communication from, the
Public Examiner's Office to the effect ths_,t the audit
of the Village' books would not be undertaken before
early in 1949, motion by Reiss seconded by Pinch to
request the extension of the examination to include

Motion by Putnam was seconded by Pinch and approved
to amend an ordinance entitled "Ai' ORDINANCE AMENDING
AN ORDINANCE REGULATING THE LOCATION, SIZE, USE ATTD HEIGHT
OF BUILDINGS, THE ARRANGEMENT OF BUILDINGS ON LOTS AND
THE DENSITY OF POPULATION IN THE VILLAGE OF GOLDEN VALLEY,
AND FOR THE PURPOSE OF PROMOTING THE HEALTH, SAFETY, ORDER,
CONVENIENCE, PROSPERITY AND GENERAL WELFARE IN THE SAID
VILLAGE AND FOR SAID PURPOSE TO DIVIDE THE VILLAGE INTO
DISTRICTS." and to give the ordinance its second reading
as amended. The ordinance was given its second reading.
Motion by Pinch seconded by Reiss to adopt the ordinance

Motion by Pinch seconded.by Reiss to authorize the
Clerk to return the check of Carl F. Lebeck, representative:
of Naugle -Leek, Inc. was approved. (Refer to P.170 & 173
Of minutes.)
Following further discussion of the account rendered
by Hitchcock and Estabrook for survey in Delphian Heights
originally billed at $812.40, motion by Pinch seconded by
Reiss to authorize the attorney to.propose a settlement
for x,250.00 was approved.
