pursuant to due call and notice thereof, a, regular
meeting of the Village Council of the Vills.�e of jo-lden
Valley, Minnesota, was duly held at the Village Hall in
said Village onthe 7th day of September, 1948 at 7:30
o'clock P.M.
The following trustees were present: Frandsen, pinch,
Putnam, Reiss and President Cordner; and the followinn were
absent: None.
Minutes of the regular meeting held. August 16 were
read and on motion by Reiss sec anded by Frandsen an-oroved.
FolloWng the annearance of Yr. 'Tina.r Lee, arid a discussion
of the attorney general 's opinion regarding payment of
assessor's fees, the following motion by Pinch wao seconded
by Reiss and mTmroved: To nay the assessor and denuty each
onthe basis of the attorney general's opinion inthe amount
of 4705.00 and acknowledge the understanding that aeceDtanee
of nayment by Mr. Lee does not nreclude later adjustment.
Following the avnearance of lir. George Matthews and
other County representatives requesting nromnt action in
rezoning Blocks 7, 8, add 9 in Lakeview Heights Addition

of an urgency the ordinance be given its second reading; the
ordinance was given its second reading. Motion by Reiss

Treasurer's report dated August 17 showed a balance

Trustee Pinch moved the ado-ption of the following resolution:
WHEREAS, a Committee for a Unified Golden Valley School
System has ascertained at public 1,mrings on the subject that
a substantial majority of the residents desire complete unifi-
cation of school districts within the Village and the eventual
construction of a high schaol for the District, and
WHEREAS) the growth of the Village surnorts the belief
that the morulation and assessed valuation in the near future
can sunmort such an institution, and
WHEREAS, the Council is cognizant of tie value of a
central school establishment as a focal -point for community
activities and as a. meeting place for residents of the Villave,
and
WHEREAS, in November, 1945 Meadowbrook School District #89
voted against the annexation to St. Louis Park by 407 to A-3 votes,
NOW, THEREFORE, BE IT RESOLVED that the Village Council
of the Village of Golden Valley record itself in favor of the
establishnent of a Golden Valley School District whose boundaries
would coincide with those of the municipality, sod that the c1Qrk
anDrise the State Advisory Commission on School Reorganization
of this fact and the fact that the recommendation of the
Hennepin County Resurvey Committee is apparently not to be
regarded as representative of the sentiments of the majority
of the voters in Golden Valley.
Motion by Reiss seconded by Frandsen and carried to consider
the resolution at the next meeting.

Petition of W. J. Toodfill and 15 others protesting the
granting of a -permit for construction of radio tower by the
Northwestern Bible School was read. Communications dated
Sentember 2 and 7 signed by Geo. M. 77ilson of Northwestern
Schools were read, reiterating the apnlicant's contention that
their operation as a commercial -project would be subject to
tax and the assurance tht if their license status were changed
the an-olicant wirald not seek tax exemption. Motion by Pinch
seconded by Reiss was carried to give a first reading to an

RADIO DISTRICT." Following the reading of the ordinance the
annlicantsrequested that in view of continued delays and their
desire to start construction as soon as -possible the Council
take final action. Motion by Pinch was seconded by 'Reiss that
in view of an urgency the ordinance be given its second reading.

seconded by Pinch was carried toadopt the ordinance and order
its nubli cation.
The Council then considered the applie.ation of Archie
Whetstone for rezoning to commercial district. It was
reported by representatives of the Planning Commission that
the Commission had considered the request with respect to
the future extension of the proposed state highway and that
following consultations with the highway de-oi tment, Yr.
Whetstone, and representatives of Sune.rior Golf Club the
Commission recommended rezoning of the north half of the area.

it was moved by Reiss and ".conded by 'Frandsen that the ordi-

by Reiss seconded by Frandsen was unanimously carried to adopt

Fire Chief Shuttleworth reported that addition of a, nsranet
wall at the main front roofline of the new fire station would
improve anp earance ofthe building aecord.ing to the opinion of
the architect. Following discussion, motion by Reiss was
seconded by Putnam and carried to instruct the architect to
autborize the L. 1. Peterson and Sons Company to add this
parapet to the east wall of the main building; at a cost not
to exceed 1100.0171.
Petition of P. 73. Olson a.rid others objecting to the
purported expansion of the Thorne woodworking slant was
presented to the Council. It was suggested that the petitioners
if they desired, take further action through Justice Court.
Communication of September 7 from B. B. Markham on
behalf of Paul Engha.user was read reou estinR the council to
amend the theater licensing otdinance and consider granting
an additional license to ?fir. Engha.user and Mr. Svensson.
Communication from Harry Y. rye and others nrotesting
any change in the name of Pa.kkview Terrace was read andit
was voted to refer it to the street naminp, committee for
consideration.

Trustee Putnam introduced the following resolution and
moved i tsadontion:
RESOLUTION DECLARING ASSESSABLE COST
WHEREAS, contracts havebeen let for improvements and
extensions for the existing wlermains within the Villape by
making certain changes in said water mains, pipes, of connec-
tions, and installing a master meter and by installing
annroximately 124 water meters on nronerty abutting on said
water mains and the contract pricesfor said improvement total
410,186.87 and the expenses incurred or to be incurred in the
making of said improvement amount to '1,313.13, so th?t the
total cost of the improvement will be.11,500.00 and of this
post the Villge will pay nothing for the above-described
mnrovement, now therefore,
BE IT RESOLVED by the Village Council of the Villp.ve of
Golden Valley that the assessable cost of such improvement is
hereby decked to be A11,500.00; and
That the village clerk with the assistance of the villpge
attorney be and is hereby directed forthwith to calculate the
nroner amount to be snecislly assessed for such imnrovement
against every assessable lot, or tract of ground, without
regard to cash valuation) and the amount which will be payable
by the municipality on account of the re-ri1 nronerty owned by it,
and the amounts payable by any county, school district or on
account of sny right of way. The Assessable Cost shall be
divided un among the assessable tracts of property on the
basis of the benefit conferred on each tract; and such nro-
nosed assessment shall be filed in the clerk's office and oven
for public inspection.
The motion for thea.dontion of the foregoing resolution
was duly seconded by Trustee Reiss, and. on vote being taken
thereon, the following voted in favor thereof: Frandsen, pinch,
Putnam, Reiss and. Co rdner; and the following voted a.ga.inst
the same: 'one; whereupon the resolution was declared duly
passed and adopted.
The Village Clerk announced thsr a nronosed assessment
roll had been completed and filed in his office for public
inspection in accordance with a resolution of the Council
adopted Sentember 7th, 1948; whereunon Trustee Reiss intro-

The motion for the adoption of the foregoing resolution
was duly seconded by Trustee Frandsen, and on vote being .
taken thereon, the folloting voted in favor thereof: Frandsen,
Pinch, Putnam, Reiss and Cordner; and the following voted
against the same: None; whereunon the resolution was declared

Engineer Minder on the subject of the extension of Bowman
Avenue and further discussion vith.Mr. Fred Jones, it wasa,greed

ment was discussed and referred to Trustee Pinch for answer.
