November 16, 1948
Pursuant to due call a regular meeting of the Village
Council of Golden Valley was held at the Village Hall at
7:30 P.M. on November 16, 1948. Present were Trustees: Frandsen,
Pinch, Putnam and Reiss; Absent: None.
Minutes of the meeting held November 3 were read and
approved on motion by Pinch seconded by Frandsen. Minutes of
the special meeting held November 8 were read and led to a
continued discussion of the police car radio service. Inspector
Art Eckdahl and Sgt. Seviola presented copies of the Hennepin
County radio service contract. The contract was read by the
clerk and after due consideration, the motion by Putnam author-
izing the president pro tem and clerk to execute it on behalf
of the Village was seconded by Pinch and unanimously approved.
Motion by Putnam was seconded by Frandsen and carried authorizing
the change -over of equipment in the police car from City to County
equipment immediately after December 1.
Motion by Pinch was seconded by Putnam to approve the reading
of the minutes of November 8, carried.
Motion by Putnam seconded by Frandsen to give a first
reading to an ordinance entitled " AN ORDINANCE REGULATING
THE VILLAGE 1T"ATER SYSTEM AND PROVIDING PENALTIES FOR THE Ord.Bk.2
VIOLATION THEREOF." Pages 79/85
The ordinance was given its first reading. Following discussion
with members of the Fater Commission on the desirability of
putting the ordinance into immediate effect, and on advice of
Yr. Kane that a second physical reading might be dispensed with,
motion by Putnam was seconded by Pinch and carried to approve
the ordinance and order its publication.
Treasurer's report dated November 3 showing a balance in
all funds of $11,299.61 and the following receipts totalling
.53745 was read and placed on file:

Mr. Bryan reported that approximately $2200.00 remains
of the fire station building fund to complete payment of contract
with B. A. Shuttleworth, legal fees, and grading, and estimated
that approximately $300.00 remained for contingencies. It was
agreed to get an estimate from L. W. Peterson and Sons on the
installation of insulation inthe ceiling of the matin garage area.

Motion by Putnam, upon
receipt of money from the ' a `"'l �' �; "� e", with an
initial amount representing receipts to date from state -shared
cigarette and liquor tax revenues to be supplemented by repay-
ments on all current special assessment projects totally paid
from Vill-,me funds, and further that such an Improvement Fund be
used to finance improvements to be repaid by assessment.
Following the appearance of Mr. Sam Toles it was agreed
that the Council would view the drainage problem adjacent to
the property at 1814 York Avenue.
Communication of November 16 from the Planning Commission
was presented, together with proposed master zoning plan for
the Village. Mr. H. F. Williams of the Golden Valley Theater
Corp. requested that the Council take action on his previous
request for rezoning. Motion by Putnam seconded by Frandsen
was carried to declare November 30 a special meeting to con-
sider adjustments in the 1948 budget and the rezoning of the
following described area from Open Development to Community
Store area:

west One Quarter (svr,. ) of Section Thirty-two
(32) Township 118 North, Range 21 West, lying
Northerly of the northerly line of proposed new
right-of-way of Trunk Highway 55 as such line
is finally established and acquired by the
State Highway Department, all in Golden Valley,
Hennepin County, Minnesota.
Communications dated November 13 from Roy E. Rendahl,
attorney representing Mr. and Mrs. Nets Pierson and Ms.& Mrs.
Elmer Speiss and from Edward J. O'Brien protesting the,opera-
tion of the Adolph Thorne Store Fixture Company and contending
a violation of the zoning ordinance wasread. The Village
Attorney reported that the building; inspector had issued
building permits to Mr. Thorne both in 1945 and 1948 and hence
no violation of the building ordinance existed. He offered the
opinion that whether the zoning ordinance had been violated
depended upon proof of expansion having taken place and that
the complaining parties should bring action through Justice
Court to resolve this question if they so desired. The Council
agreed to view the premises and investigate the charges of
a nuisance created by burning sawdust and rubbish.
Notice of intent to play bingo, dated October 29, by
the Golden Valley Social Club at the Golden Valley Golf
Clubhouse was read and filed.
Motion by Putham.seconded by Frandsen was apl)roved to
grant the Northern States Power Co. work permit per their
drawing k82235 dated November 10.
Motion by Putnam, seconded by Pinch and carried to grant
the Northwestern Bell Telephone Company permission to erect
poles per their estimate` 9808 dated November 4.

of a unified school district, cost for this extra service to be
