A regular meeting of the Council of the Village of Golden
Valley was held pursuant to due notice thereof on January 4,
1949 at 7:30 o'clock P.M. at the Village Hall, with the follow-
ing members present: President Stasel, Trustees Pinch, Putnam,
Reiss and Stark.
Treasurer's report dated December 21 showing a balance in
all funds of x:15,322.17 and listing the following receipts was
read and placed on file:

The following motion by Reiss was seconded by Stark and
carried: To appoint &r. Stanley D. Kane Village Attorney for
the year 1949 to attend all regular and special council meetings
and do all ordinance work at a" fee of 75.00 per month, and that
any fees for extra legal service should be discussed by the Coun-
cil and approved b~fore payment.
The Clerk opened a discussion of proceeding with a
plan to acquire the services of an administrative assistant
to the Council and the consequent advisability of adjustment
in salaries of council members. Potion by Pinch was seconded
by Reiss to establish salary of the president at x50.00 per
month, trustees $35.00 per month and the clerk $75.00 per month
until the position of council assistant is filled by a qualified
applicant.
The following motion was offered byPutnam, seconded by
Pinch and carried: That the Clerk be instructed to make
inquiries and secure application-- for a. poet, to be created,
which will be in general that of administrative agent for
the Council, with special emphasis to be placed on municipal
management, engineering, and supervisory and clerical skills,
with compensation depending upon qualifications to be fixed
later within a flexible 3000 /5000 per annum scale.
Potion by Putnam seconded by Pinch to set the Trep:.surer's
salary at x'35.00 per month was unanimously carried.
Mr. Stasel recommended the appointment of the following
to the Planning Commission: Winslow does, Dr. C. E. Rudolph, Jr.
H. M. Bjella.ness, R. 7i. Todd, and Edmund Rydell. Motion by
Reiss seconded by Pinch was carried confirming the a.ppoint-
ments.
Following the appearance of Yr. Lawrence Olson in behalf
of Toodlawn Park Addition, requesting a letter of cozmU tment
on maintenance of roads in the addition as required by F. H. A.
end the statement that bond for completion of the roads had
been extended and that this work would be completed in the
Spring of 1949, motion by Putnam: was seconded by Reiss and
carried authorizing the attorney to draft such a letter to
be transmitted in exchange for a letter from the applicants
stating that they recognized no release from the bond and that
the Village letter was to fulfill only the F. H. A. require-
ments so that pending loans on sales of homes could be
approved.
Motion by Reiss seconded by Putnam and carried to
confirm the appointment of Yr. J. Gordon Boyer for a three-
year term on the Park Board..
Motion by Pinch seconded by Reiss was carried to confirm
the reappointment of Mr. J. W. Curtis to a three-year terms of
membership on the Civil Service Commission.
The Council then considered the matter of appointment of
road foreman. Written applications were received from Patrick
J. Loaney and Arno Denzin. Following consideration by the
council and the expression of views from the floor, motion
by Pinch was seconded by Reiss and carried to name Patrick
Loaney road foreman, Arno De4tin assistant, placing both men
on steady employment for a, 40 -hour week with compensatory
time off for excessive overtime, at salaries of X540.00 per
month each.
Motion by Reiss seconded by Stark was carried, to
appoint Lester L. Elstad electrical inspector for 1949 to
receive 60% of the permit fee, and making all appointments
in the building department subject to reconsideration upon
the appointment of the council assistant.
Motion by Reiss was seconded by Pinch and carried to
appoint Harry Hamman plumbing inspector to receive 75`
of the fees, appointment on an interim basis.
Lotion by Reiss was seconded by Putnam and carried
that Swan Erickson be appointed building inspector for
the interim period on the basis of receiving 404 of the
permit fees.
Motion by Reiss was seconded by Putna.n, and carried that
Mrs. Erma Schulz be reappointed on an interims basis as clerk
in the building department. Following the statement by. Mrs.
Schulz that she desired to have the appointment for a minimum
of six months or she was accepting a new position to begin
within a week, motion by Pinch was seconded by Reiss and
carried to authorize the clerk to secure clerical help for
the building department to replace Mrs. Schulz.
Motion by Reiss was seconded by Pinch to confirm the
appointment of Harry Swanson as weed inspector for the
Village for the year 1949. Motion carried.
Motion by Reiss seconded by Pinch was carried to confirm
the appointment of Dr. W. E. Proffitt hr.alth officer of the
Village for 1949.
Motion by Reiss seconded by Pinch was carried to confirm the
appointment of Yr. Joe Yollen Poundmaster for 1949.
Fire Chief Shuttleworth opened a discuzsion of salaries of
volunteer firemen, requesting an hourly rate increase beyond
the first hour of service. After consideration, motion by
Pinch seconded by Reiss was carried setting salaries for
volunteer firemen for the year 1949 at X1.50 for the first hour
and $1.00 for each additional hour, and for the Chief at $2.00
the first hourand $1.50 for additional hours.
The fire chief reported that the insulation job in the
ceiling of the garage did not appear to be entirely satisfa=ctory
and the clerk was instructed to consult with the builder and
architect.
Following discussion of the finances of the water commission
motion by Pinch was seconded by Reiss and carried authorizing
the transfer of the total 'valance in the water fund to a separate
account at the Lincoln Office of the Northwestern National Bank
with orders thereafter to be drawn by the Water Commission
President and Secretary and countersigned by the Village Treasurer.
Motion by Reiss was seconded by Pinch andcarried approving
bonds of Erma. Schulz as secretary of the Water Commission, C. V.
Lindrud, Constable, and Bert D. Putnam, Clerk.
Motion byPinch seconded by Reiss was carried to appoint
E. George Minder Village Engineer for the interim period pendi-,,g
appointment of the Council Assistant.
Motion by Putnam seconded by Reiss was carried to grant
cigarette licenses to the following applicants for the year 1949
per applications:
