Pursuant to due call a regular meeting of the Council of
the Village of Golden Valley was held at the Village Hall
at 7:30 P.M. April 19, 1949 with the following members nresent:
President Stasel, Trustees ?inch, Putnam, Reiss and Stark.
Minutes of the meeting held April 5 were read and on
motion by Reiss seconded by 'Pinch an-oroved.
The meeting was opened by reading of a petition signed
by John Durushia, 2417 Third Street North, Minneanolis, to
reonen a commercial dump on Winnetka Avenue to improve his
five acres of property. Mr. Segal, attorney for Mr. Durushia,
aDneared and explained -previous operations of the dump, the
fire resulting in a petition signed by 139 persons and the
subsequent closing of the dump last year. He also emphasized
the necessity of obtaining an access to this nronerty because
of its isolated location. Yr. Segal indicated that a petition
was signed by five persons (Yr. and Mrs. 'Hazlett, Mr. and Yrs.
Hebing, and Yr. rwald) indicating no o-onosition to reonening
of the dump. He stated his client was willing to but U10 91
bond and to follow all Village regulations pertaining to dump.

seconded by Reiss was approved that Mr. Durushia be given the

Motion by Reiss was seconded by Pinch to give a second

dinance on its second reading and. to order its -oublication.
Putnam raised a question on hours of onerption. Mr. Stanley
Kane, Village Attorney, stated that the hours of operation
could be controlled to some extent by the curfew law, by nlac-
ing the hours of oneration on the license, or the council
could stinulate the hours of oner�tion by changing the ordinance
if it became necessary. Mr. Blacker, attorney renresenting
Kiddieland, Inc. anneared and stated that the Kiddieland amuse-
ment center was intended for small children only and it wp,s very
likely that oneTations would cease each evening at least by

Yr. B. A. Shuttleworth informed the Council that he took
the Fire Underwriter Officials on a toter of the Village. He
stated that the insurance classification of the Villaze would
be lowered. from class 10 to class 9 as soon as one fire truck
is moved to the Village Hall garage and he notifies the Under-
writer Officials. This lower classification would result in --a
reduction of future insurance costs by 8 to 10 c/o Yr. Shuttle-
worth stated that the Southwest Mutual Aid Fire Association was
holding a meeting on April 21 at the St. Louis Park Village Mall,
and ths.t Golden Valley was requested to be represented by a
Council member,kattarney and other officials. WYr. Putnam and
'+1r. Shuttleworth were designated to attend the meeting.
Mr. Al McGinnis raised a question on the necessity of in-
stalling turning signal devices on the Village's equipment.
Motion by Pinch seconded by Reiss carried that signaling de-
vices be placed on all trucks or vehicles where necessary to
comply with the law.
Discussion centered on the latest Village man presented
by Morrel and Nichols. It was decided to improve the man by
indicating the zoned areas, names of the additions and location
of the Village Hall, Fire station and Sheriffts office, placing
a scale on the map, and possibly to indicate the type of road
surfacing. Information on errors and other suggestions were
to be called to the attention of Terzich. An initial order of
11000 mans was to be placed, with the zoned areas to be indi-
cated in color.
Mr. Asunma appeared stating he objected to flying paper
and burning resulting from the dump operation at Medicine Lake
Road and the Beltline. Mr. Al McGinnis explained that he was
having difficulty in controlling the operations of this dumn.
The Council instructed McGinnis to inform the operator to pro-
vide a bulldozer or other suitable equipment and to conduct his
operations in accordance with the dump ordinance and if these
were not complied with in a reasonable time to order the closing
of the dump.
Mr. Fefercorn and Mr. Toles, residing near the Glenwood -
Camden Parkway, appeared to inquire about procedures to follow
to have the road improved in front of their residences. nuring
the discussion that followed, there was doubt about the legal
status of the roadway. The matter was referred to Mr. Terzich
to determine whether the road was deeded to the Village and
other factors having a bearing on the eventual improvement of
this street.
Motion by Putnam seconded by Reiss carried to annrove
the bond of Mr. Terzich.
Mr. Pinch informed the Council of his inspection with
Terzich of the Golden Oaks Addition referred at the April
5th meeting. It was indicated that the level of the lake
in the addition should be dropped about four to six inches
below the bottom of a culvert on Valders Avenue by install-
ing drain tile or a culvert through high ground on the west
side of the lake. Street signs were to be erected and the
culvert on the western end of Orkla Drive required repair
work. Terzich was authorized to write to the American Sur-
ety Company to inform them of the above requirements before
release from the bond could be effected, and also to inform
a responsible official of the Golden Oaks Company of the
above work requirements.
A contract condition report dated April 4, 1549 from
the American Casualty Company covering the mechanical con-
struction work on the Fire Station was referred to Terzich
to check with Armstrong and Schlichting, Architects, on the
nresent status of this contract with Mr. B. A. Shuttleworth.
Mr. Terzich reported on his discussion with the City
Clerk and Road Foreman of Robbinsdale regarding the resur-
facing of 26th Avenue North. It was pointed out that the
Robbinsdale City Clerk stated they -ould repair 26th Avenue
North provided that the Village of Golden Valley share costs
in constructing a drainage system at the intersection of 26th
Avenue North and France Avenue North in Robbinsdale to take
care of surface drainage on both sides of 26th Ave. North.
The matter was deferred until further study could be made and
probably to consider this matter in connection with other
drainage problems in this area.
Treasurer's Renort dated Anril 5, 1949 showed a balance
in all funds of $ 13,898.03 and the following receipts
totaling $ 368.45, and a cony was placed on file:

Motion by Reiss seconded by Stark carried to annrove the
following bills presented after removing the bill for Cliff's
Garage in the amount of 93.50 and adding the bill for Mr.B. A.
Shuttleworth in the amount of $ 237.37, the total amount of the
bills being $ 1879.08.

Motion by Reiss seconded by Pinch carried to grant the

The Council was informed by Terzich that no official
communication was received from the Planning Commission re-
garding the request of the Minnearolis, Northfield and South-
ern Railroad for rezoning to Commercial District an area of
about 30 acres lying northwest of the intersection of said
railroad and Sixth Avenue North. Terzich informed the Council
that he attended the Argil 14 meeting and that the Planning
Commission had annroved the rezoning of the tract to Co�r�mercial
District. Motion by Reiss seconded by Putnam carried to order
a public hesring on May 3, 1949; at 7:30 P.Y. at the Village
Hall to consider the above recuest and thAt a "Notice of Fear-
ing" be published in the Robbinsdale Post.
Motion by Reiss to adjourn to May 3rd was seconded by
Stark and carried.
