Minutes of the August 9 meeting were read and on motion
by pinch seconded by Putnam approved.
The meeting was open to discussion of the proposed Rural
Hennepin County Health plan. Mr. Jerome Brower and Dr. Rosen-
field of the Minnesota Health Department explained the general
law relating to the health plan, and indicated an estimated
cost of about $1.50 per capita to establish and maintain an
efficient Health Board. Dr. Rosenfield cited the several
services that would be provided under the proposed plan and
which are lacking at the present time; such as those per-
taining to sanitation control, tuberculosis control,
diagnostic services for prevention of epidemics, nuisances
and health education. He stated that Minnesota spends 42fi
per capita for health compared to a national average of
about 60¢. Mr. Larry Haeg explained discussions held in the
1947 and 1949 legislatures leading to the passage of the pro-
posed county health plan. Mr. Jens Christenson, County Com-
missioner, addressed the meeting and explained his stand on
the proposed health plan, and indicated that it was his de-
sire to have the various communities in the county hold oven
discussions on the proposed plan. Mayor Bronstad of Crystal
indicated that the Crystal Council was going to have a similar
meeting. Mr. Ainsworth, County Commissioner, indicated that
he introduced the County Health Bill based on the recommenda-
tion of a committee of thirty-seven people who were appointed
to make and present their recommendations. Mrs. 71mer Rusten,
9rayzata, explained the benefits to be gained should the pro-
posed bill become effective. rrs. peter Schmidt of the
Hennepin County Housewives League, suggested that the levying
of mills to finance the new county health board be put to a
vote of the people of rural Hennepin County. Mayor Stagel-
berg, Island park, indicated his council voted in favor of
the plan in order to make their measures preventive instead
of corrective. Several questions were directed to some of
the speakers from the floor. Mayor Stasel closed the meeting
on the proposed County Health plan and indicated further
action would be taken when the full Council was present.

that he is instructed to report to the Council with all conve-
nient speed, advising the Council whether, in his opinion,
the proposed improvement should best be made as expressly
petitioned for, or in connection with some other improvement,
and as to the probable cost of the improvement if made as
petitioned for, or otherwise, and such other information as may
be pertinent.

Mr. T. George Finder, Village Engineer, was present and
reported that in his opinion the proposed improvement of
Triton Drive from Noble Avenue westerly to Quail Avenue;
Quail Avenue from the north boundary of Woodlawn park southerly
to Culver Road; Orchard Avenue from the north boundary of
Toodlawn park to the•south boundary of 'Woodlawn park;
Culver Road westerly from Noble Avenue to Regent Avenue;
Perry Avenue from Triton Drive southerly to Culver Road;
Cherokee from Normandy place to Culver Road; and Normandy
place from perry Avenue westerly to Quail Avenue by the
installation of hard surface pavement of bituminous or
other suitable surface material and curb and gutter and such
changes in surface drainage as may be found necessary should
best be made as expressly petitioned for, and that the pro-
bable cost of the improvement would be $11,750, if made as

The question was on the adoption of the resolution and

Proposed building and site plans for the Dundee Landscap-
ing Company east of the Belt Line and north of the Minnesota
Western Railroad were reviewed. The Council indicated general
approval of the site plans, and the Dundee Company is to
present complete plans for the proposed building for approval
by the Council.
Motion by pinch seconded by Putnam carried to approve the
site plan for the proposed new 'Toodfill gas station at the
intersection of the Belt Line and Golden Valley Road, and
authorizing the Building Inspector to issue a building permit
if he otherwise approves of the plans.
Motion by Putnam seconded by Pinch carried instructing
Terzich to sign and forward a letter to the Federal Housing
Administration relating to the Hipp's Addition upon presentation
of a bond approved by the Village Attorney as to form.
Petition was read signed by peter D. Homzik, 511 Jean
Avenue) and others for the improvement of Jean Avenue Horth
from its intersection with 6th Avenue North to its intersection
with Woodstock Drive by grading and graveling and providing
surface drainage. On'discussion of the work petitioned for,
Terzich was instructed to do the necessary grading and other
work to correct the problem in the above area.
Motion by Putnam seconded by pinch carried to approve the
request of the Minneapolis Gas Company for main extensions Der
their Map 52, Drawing No. 253, and map 52, Drawing No. 254,Aon
file.
The Village Attorney notified the Village Council that the
membership held by !Fr. Rudolph E. Gulstrand on the Civil Service
Commission was automatically terminated by his election to the
Meadowbrook School Board. Mayor Stasel, with the confirmation
of the Council, appointed Iter. Melvin R. Olmen, 250 paisley Lane,
to fill the unexpired term of membership formerly held by yr.
Gulstrand.
Discussion centered on the refusal of the police Depart-
ment to perform the billboard survey work. Motion by pinch
seconded by Putnam carried to instruct Terzich to Drepare a
letter to the Civil. Service Commission relating the actions
taken by the Council in referring the billboard work to the
Police Department and the latterts refusal to comply with the
request, for whatever action the Civil Service Commission may
choose to take.
Letter dated August 16 from Mr. L. H. Somers, Assistant
District Manager of the Northwestern Bell Telephone Company,
was read in which the telephone company requested the re-
zoning of a tract of land on Mendelssohn Road beginning at a
point 66, north of the northwest corner of the ?.Vestview
School property. The phone company indicated a desire to
erect a new exchange building for the installation of auto-
matic telephone equipment, which would greatly improve the
phone service to the residents of the Village. Motion by
Putnam seconded by pinch carried to set a hearing for Septem-
ber 6 on the rezoning of the above-described property, with
a publication in the official paper. Due to the urgency of
the request for rezoning, the Council did not refer the
matter to the Planning Commission, but instructed Terzich
to inform the secretary of the planning Commission of the
request and the action taken by the Council, and to solicit
whatever comment members of the Commission may have before
the date of the hearing.
The Council vias given comparative salarj''"data for
assessors in St. Louis park, Edina, Hopkins, Robbinsdale
and Richfield. On further discussion of the salaries,
motion by Putnam seconded by Pinch carried to authorize
the payment of the Village assessor and the deputy assessor
at $7.50 per day for 120 days for the current year.

Letter dated August 15 from the planning Commission was
read denying the application of Mr. Vernon nressel, 1302 ?Zen-
delssohn Road, Lot 142 Block 5, Lakeview Heights, on the
grounds that no hardship was proven. The Council concurred
in the recommendation from the planning Commission.
Treasurer's report dated August 2, 1949, was presented
