pursuant to due call and notice thereof, a special
meeting of the Village Council of Golden galley, Minnesota,
was held at its usual meeting place in the Village Hall,
on August 23, 19490 at 8:00 o1cloek p.m. The following
members were present: jjayor Stasel, Clerk Putnam, Trustees
Pinch, Reiss and Stark.
Minutes of the August 16 meeting were read. In con-
nection with the motion made to pay the Village assessor
on the basis of 120 working days, the village attorney
requested that the minutes show that he had presented the
Council an opinion based on an opinion of the Attorney
General relating to the maximum number of working &ys
allowable to assessors in any given year. yotion by
putnam seconded by pinch to approve the minutes of the
August 16 meeting as corrected incorporating the above
statement.
In accordance with the advertisement for bids there-
tofore properly published, sealed bids were received and
opened for the furnishing of labor, skill, and materials
for the proposed improvement of various streets and public
ways of the village.
Following; the opening and consideration of the bids,
Trustee Reiss introduced the following resolution and
moved its adoption:
RESOLUTION ACCEPTING AID
WHEREAS, pursuant to an Advertisement for Rids pub-
lished in The Robbinsdale Post on August 11, 1949, and in
the Construction Bulletin on August 112 1949, for the fol-
lowing described improvements:
1. Resurfacing and seal coating with bituminous or other
suitable material and surfacing the curbs and gutters with
bituminous or other material on Tyrol Trail, Brenner pass,
and Alpine pass, all in or abutting on Tyrol Hills;
2. Installation of hard surface pavement of bituminous
or other suitable material with such changes in surface
drainage and grade as may be found necessary on Zenith
Avenue North from 26th Avenue North in a south direction
to Glenwood Camden parkway; Crestview Avenue from Byrd
Avenue North in a south direction to intersection with
North Valley View Drive; Byrd Avenue North from 26th Avenue
North in a southeast direction to intersection with parkview
Boulevard; ycNair Drive from 26th Avenue worth in a south-
east direction to intersection with Byrd Avenue North;
parkview Boulevard from 26th Avenue North in a southeast
direction to intersection with North Valley View Drive;
Meridian nrive from 26th Avenue North in a southeast direction
to intersection with Terrace Lane; Terrace Lane from inter-
section with Zenith Avenue North in a southwest direction to
intersection with parkview Boulevard; and North Valley View
Drive from intersection with Zenith Avenue North in southwest
direction to intersection with Crestview Avenue;
3. Installing a like improvement on Highview Terrace from its
intersection with 19th Avenue North northward to its termina-
tion;
4.. Installation of hard surface pavement of bituminous or
other suitable material on Toledo Avenue North in the Village
of Golden Valley, starting at the center line of Golden Valley
Road and thence south a distance of 654.4 feet to the south
line of lot 24, Auditor's Subdivision No. 330, Hennepin County,
Minnesota; and Winsdale Avenue from its intersection with
Toledo Avenue thence east 720 feet to the east line of the
east 90 feet of the west 190 feet of lot 14, Auditorls Sub-
division No. 330, Hennepin County, Minnesota, and Angelo Drive
from its intersection with 'Tinsdale Avenue thence south 301.4
feet to the south line of lot 20, Auditor's Subdivision No. 330,
Hennepin County, Minnesota.;
5. Improvement on the strip of land running from the present
northerly terminus of the southern stretch of parkview Terrace
to the present southerly terminus of the northern stretch of
Parkview Terrace described further as the west 60 feet of the
east 275 feet of the south 2 of the southeast -1 of the north-
east j of the northeast J� of Section 30, Township 29, Range 24,
Hennepin County, Minnesota, by opening, establishing the grade
thereof, grading, surfacing with bituminous material and the
installation of curb and gutter, as authorized by Chapter 382,
Laws of 1925, as amended, and which strip of land has heretofore
been deeded to the Village for street purposes;
bids were duly received, opened, and tabulated according to
law, and the following of said bids were found to comply with
the advertisements: -

'WHEREAS, it appears that Gust Holm of Minneapolis is
the lowest responsible bidder for those items of said im-
provement on which his bid is set forth above, and whereas,
it further appears that F. 0. Tessem of Minneapolis is the
lowest responsible bidder for those items of the said im-
provement described in his bid set forth above, now, there-
fore,
BE IT RESOLVED BY THE VILLAGE COUNCIL OF THF VILLAGE OF
GOLDEN VALLEY that the Mayor and Clerk be, and the same hereby
are, authorized and directed to enter into a contract with
Gust Holm of Minneapolis and to enter into a contract with
F. 0. Tessem of Minneapolis, in each case in the name of the
Village of Golden Valley, for the improvement of the streets
described above in the manner above set forth and, in each
case, for the items on which the said Gust Holm and p. 0. Tessem
have been found to be the lowest responsible bidders according
to the plans and specifications approved by resolution adopted
by the Village Council August 9, 1949, and
BE IT FURTHER RESOLVED that the Village Clerk is hereby
authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposits of the
successful bidder and the next lowest bidder in each of the
above cases shall be retained until contracts have been exe-
cuted with said Gust Holm and said F. 0. Tessem.

Trustee Putnam seconded the motion for the adoption of
the said resolution, and upon vote being taken thereon, the
following voted in favor thereof: Stasel, putnam, pinch,
Reiss, Stark; and the following voted against the same: none;
whereupon, said resolution was declared duly passed and adopted
and was signed and attested by the Mayor and the Clerk.

building department to issue an electrical license to yr.

Discussion centered on the proposed agreement between
Robbinsdale and Golden Valley relating to the resurfacing of
26th Avenue N. Motion by pinch seconded by putnam carried
authorizing Terzich to enter an agreement with the City of
Robbinsdale on the improvemeht of 26th Avenue N. on the basis
that Robbinsdale will assume three-quarters of the costs of

the improvement and Golden Valley will assume one-fourth
of the costs.
Motion by putnam seconded by Stark carried to adjourn
