October 18, 1949
A regular meeting of the Council of the Village of
Golden Valley was held at the Village Hall on Tuesday,
October 18, 19492 at 8:00 n.m., with the following members
answering to roll call: Mayor Stasel, Clerk Putnam,
Trustees Pinch, Reiss and Stark.
Minutes of the October 4 meeting were read and on
motion by Pinch seconded. by Stark approved.
The meeting was oven to discussion of the problems
and costs of installing radio equipment on the fire trucks,
home alarm receivers, etc. Mr. Palen of Edina enumerated
the benefits that would bederived from such an installation
and the greater efficiency that would result. Mr. Emery of
the Minneapolis Fire Department explained some of the
technical aspects of radio installation. If such a. system
were to be installed, it was estimated that Golden Valley's
share would be $4,429.50 for the establishment of the main
station, administration, maintenance and personnel costs
for the first year, plus x$2,475.00 for two-way radios for
two fire trucks and police car, one station receiver, and
twenty-five home alarm receivers. Thereafter, the yearly
costs for each of the six members of the Southwest Fire
League would aDDroximate $3,600.00. Mr. Pinch suggested
that the matter be taken under consideration for further
study. The Council concurred.
Motion by Reiss seconded by Pinch to adopt the follow-
ing resolution:
WHE'RFAS, a Detition of a majority of the owners of ,
real nronerty fronting on the line of the alley in Block P,
Delphian Heights, Hennepin County, Minnesota, according to
the mae and plat thereof on file and of record in the office
of the Register of Deeds in and for said county, has been
duly filed with the Village Council, and said Council has
met at the time and place specified in a notice embracing
a copy of said Detition, duly published and hosted, a-nd
ha,s Ixeard all interested persons, and it avnea.rs in the
interest of the public that said R; ley be va.ca,ted, now,
therefore,
BF' IT RESOLVED by the Villa.�e pouncil of the Village
of Golden Valley that the alley in Block 2, Delphian
Heights, Hennepin County, Minnesota., according to the man
and Dlat thereof on file and of record in the office of
the Register of Deeds in and for said county, as the same
is now dedicated and laid out within the corporate limits
of said Village be, and the same hereby is, vacated.

The question was on the adoption of the resolution and
the roll being called there were 5 Y'E'AS and no NAYS, as fol-
lows: Stasel, Putnam, Pinch, Reiss and Stark - Yea. Resolution
adopted..
Letter dated October 14, 1949, from Mr. Boyer, secretary
of the Park Board, was read setting forth several stipula-
tions with respect to the nroposed operation of the dump at
Harold Avenue Park. Terzich indicated that the county had
been requested to make a survey of the area, and that it
would be necessary to contact officers of the Bantist Church
and Mr. Stewart in order to avoid any difficulties that may
arise from the low areas resulting from the nronosed fill.
Rev. Bronner stated he had no objection to the proposed fill
provided it did not create a drainage problem on the west
side of the church. It was indicated that Rev. Bronner would
be contacted for clarification of the problem before the opera-
tion would be undertaken. Mr. Robert twald requested that if
the Harold Avenue Park area was properly filled and covered
permission be granted to have Mr. Hebing's property on Winnetka
Avenue filled on the same basis. Mr. twald presented a peti-
tion signed by fourteen residents of the surrounding area re-
questing that the ?Winnetka Avenue dump be reopened. The
Council will hold the petition on file until after the Harold
Avenue Park dumpitg operations have been completed.
Request was made by the Golden Valley Methodist Church
to be granted use of the Village Hall for the sale of auto
license Mates for a period from October 24 to November 15.
It was agreed that a nominal charge should be made in lieu
of the service that would be rendered residents of the Village.
Motion by Pinch seconded by Stark carried to grant the church
use of the hall for a, rental fee of 110.00 for the entire
veriod.
Mr. Stasel advised that he had turned over all insurance
policies for the Village to the State Insurance Department
and had not received a report from them in time to discuss
the matter at the meeting. Therefore, renewal of the general
liability policy was deferred until the next meeting.
Pyr. Don Palmer of the Water Commission requested a.
reciprocal agreement with the Council whereby the Water
Commission would not charge the Village for fire hydrant
rental in exchange for minor service repairs by the Village
road crew. No action was taken.
Mr. Harry B. Schwartz inquired about some of the re-
quirements that would have to be met before the Village
Council would accent the roads in Cloverleaf Terrace Addi-
tion. He was informed that the proposed road leading
directly west to the Belt Line service road would have to
be constructed rather than vacated.
Mr. C. C. Smith, 1028 Rhode Island Avenue, requested
that a dead-end sign be placed on Rhode Island Avenue just
south of Phoenix Street. The matter was referred to
Terzich for installation.
Mr. Pinch explained that he had discussed with
Yr. Minder the necessity of oil stabilizing the hills on
Valley View Drive and Terrace Lane in Delnhia.n Heights to
prevent washouts in case of rains or delay of the work
until next spring. Mr. Minder had authorized Mr. Holm,
bla.cktonping contractor, to oil stabilize these roads. It
was indicated that it was necessary to do the same work on
the hill on Culver Road in Woodlawn Park. Mr. Holm's
charge for bil stabilization was 180 ner square yard.
Motion by Putnam seconded by Stark carried to ratify the
action taken by Mr. Minder on the two streets in Delphian
Heights and to approve the oil stabilization of the hill
on Culver Road in Toodlawn Park.
Motion by Pinch seconded by Stark carried to approve
the following bills in the amount of $1864.24 and to approve
immediate payment to Mr. Gust A. Holm of 05416.20 in accord-
ance with the estimate previously approved by Mr. Minder in
his letter to the Council dated October 4, 1949:

There were receipts undistributed since October 4,
1949, of $18,041.77.
Discussion centered on the installation of a gas tank for
use by Village equipment. A letter dated October 18 from
Standard Oil Company was read in which the company proposed
to install a 1000 -gallon tank and all other necessary equip-
ment at no cost to the Village, and to furnish gas at
established tank wagon prices, less 2t immediate discount at
time of delivery. The current price was quoted as 20.5` -per
gallon, which is about 6.5t less than the retail price being
-paid at the local gas stations. It was estimated that a
saving of over $500.00 ner year would be made by the installa-
tion of this equi-pment. Motion by Stark seconded by Reiss
carried authorizing Terzich to -proceed in the negotiations
with Standard Oil Company for the installation of the gas
tank equipment.
Letter was read dated October 7, 1949, from 1. George
Minder, relating to the excavation and back filling for the
drainage ditch on Parkview Terrace to the pond behind the
Judge Weeks -property at a unit -price of 80(f per lineal foot
and the construction of one drop inlet. He indicated he
had notified Yr. F. 0. Tessem, concrete contractor, to -pro-
ceed with this work, the Village to furnish the necessary
drain pipe. (See minutes top of nage 138.)
Letter was read dated October 15, 1949, to Mr. F, 0.
Tessem from the Neenah Foundry Company relating to the
delay in providing castings for inlets and manholes for
the Delphian Heights projects. The letter was placed on
file.
Motion by Putnam seconded by Stark carried to grant
the Northwestern Bell Telephone Company permission to erect
one Dole and anchor in the alley south of 23rd Avenue N.
between Xerxes and Zenith Avenues N., per letter dated
October 11, 1949, and sketch on file.
Motion by Putnam seconded by Stark carried to adjourn
to the November 1 meeting.
