02-07-50 City Council Minutes191 February 7, 1950 A regular meeting of the Council of the Village of Golden Valley was held at the Village Hall on Tuesday, February 7, 1950; at 8:00 P.m., with the following members answering to roll call: Mayor Stasel, Clerk Putnam, Trustees Pinch and Reiss. Absent: Trustee Stark. Minutes of the January 17 meeting were read and on motion by Pinch seconded by Reiss approved. Motion by Putnam seconded by Reiss carried to give a second reading of "AN ORDINANCE AMENDING AN ORDINANCE rTNTITLFD AN ORDINANCE REGULATING PLUMBING, AND LICENSING PLUITIBERS, P.119 INCLUDING REGULATION OF INSTALLATION OF CESSPOOLS AND SEPTIC Ord. TANKS AND REQUIRING A PERMIT TO PERFORM SUCH PLUMBING AND Bk.*/ CESSPOOL IIORK AND ADAPTING THE MINNESOTA PLUMBE'R'S CODE, ADOPTED MARCH 16, 1946, AS AMENDED MARCH 16, 1948." The ordinance was given its second reading. motion by Putnam to anprove the second reading and to order its publication was seconded by Reiss and carried. Letter dated February 7 from Mr. Davenport of the Minneapolis, Northfield & Southern Rwy. was read requesting rezoning to railroad district all railway nronerty located at the vresent shop area and at the yard located north of Glenwood Avenue. Legal descriptions were also presented for incorporation in the nronosed ordinance. Mr. Davennort and Mr. Mitchell, the general manager and the counsel for the railroad, inquired about the possibility of obtaining water from the 48" main on France Avenue, mainly for fire -protection purposes for the nronosed new repair shop in the present shoe area. The consensus of the Council was that it would give the railroad whatever assistance it could in contacts with the City of Minneanolis in order to obtain city water. The rail- road officials are to make the initial contacts with Minneanolis. Mr. Piener and others of the Shangri-La, Addition related their difficulties with Air. Henchel in attempting to have the roads brought up to Village specifications for possible dedi- cation to the Village. Members of the Council pointed out difficulties encountered in the past relating to the develon- ment of this particular addition and informed the residents of the stens that would have to be taken prior to acceptance of the roads by the Council. Letter was read dated February 2 signed by Clifford Pieper and others presently living on Minnaqua Avenue in which request was made to change the name of the street to Minnacua Drive to correct present difficulties in receiving mail. It was indicated that the name Yinnaqua Drive could be used in their mailing addresses. Letter was read dated February 7 from Brede Inc. request- ing permission to rebuild a, bulletin board on the nronerty 1920 of J. 7i. Held at the southeast junction of Tayzata, Boulevard `j and the Belt Line. After discussion, motion by Pinch seconded by Reiss carried to defer action on the request. Motion by Putnam seconded by Reiss carried to accent the Automobile Combination Policy No. 871112 of Anchor Casualty Company in the amount of $529.91. Nor. Barker and Mr. Jeppesen, lend surveyors end engineers, presented a preliminary plat of the Second Addi- tion to Golden Oaks. During the discussion, Council members indicated that the drainage problem in Golden Oaks Addition had not been taken care of in accordance with previous agree- ments. It was also indicated that a. petition for blacktopping the present roads in that Addition would not be accented by the Council until the culvert had been installed and that final action on the Second Addition would not be taken until a promise is received that a culvert will be installed as soon as practicable this spring. Further discussion centered on the possibility of in- creasing the size of lots in all new additions to be platted. Motion by Pinch carried to refer the preliminary 'plat of the Second Addition to Golden Oaks to the Planning Commission for their consideration and recommendation and to request the Planning Commission to give further consideration to increasing the size of lots with the possibility that this new lot size could be 15,000 square feet. Letter dated January 20, 1950 from the Northwestern Bell Telephone Co. was read requesting permission to install underground conduit and cables on Winnetka. Avenue north and south from Golden Valley Road. Motion by Putnam seconded by Pinch carried granting the Telephone Company's request per drawing PE#35 on file. Letter was read dated January 31, 1950 from C. L. Fors- berg Com-oany requesting the signing of a release form in the matter of the replacement of the $25,500 L. Z. Carlson bond with a $3000 bond in the action taken by the Council at its January 3 meeting. Motion by Pinch seconded by Reiss carried approving the signing of the release form by the nroner Village officials. Discussion was held on the salaries to be paid to the road crew. Motion by Pinch seconded by Reiss carried to in- crease the salary of the road foreman from 4255.00 to $275.00 per month and the assistant's salary from 1250.00 to $270.00 ner month, both increases to be retroactive to January 1, 1950. Trustee Reiss offered the following resolution: BT IT RESOLVED, That the contract submitted by the Suburban Hennepin County Relief Board of the County of Hennepin for 193 the administration and supervision of poor relief in the Village of Golden Valley be accented and anpro-fed; and BE IT FURTHER RESOLVED, That the pr©ner officers of said Village of Golden Valley be directed to execute said contract in dupli- cate and when executed to return one of said contracts to the Suburban Hennepin County Relief Board. The question was on the adoption of the resolution and the roll being called there were 4 yeas and 0 nays, as follows: Pinch, Putnam, Reiss, Stasel - yea. And so the resolution was adopted. Building Department reports for the month of January were read with the following listings: Building 3 permits Owner's valuation 430,900 Plumbing 8 hermits Owner's valuation 72255 Electrical 27 permits Owner's valuation 51889 Motion by Reiss seconded by Pinch carried that the Council will not accent any petitions after June 1, 1950, for street improvements to be undertaken this summer. Petitions accepted at a later date leave insufficient time for careful study and planning because of the necessity for working too rapidly to complete the work before cold weather sets in. Terzich was authorized to issue the building nermit to Valley Village Inc. provided a letter from the State Depart- ment of Health has been received anproving the sanitary facilities for the development. Terzich explained the problem created by the blocking of a culvert on the east side of Kyle Avenue just south of Culver Road. Terzich was instructed to write a letter to Mr. Purnick, who filled the culvert in the process of filling_ in his yard while building his new home, ordering the opening of the culvert before any thaw occurs creating other drainage difficulties. Terzich conveyed the verbal request of Clarence Russell, 1309 Tyrol Trail, as to the Council's attitude toward install- ing water mains in Tyrol Hills. The Council indicated it would act favorably on any petition having signatures of owners of 514, or more of the front footage in the area con- cerned. Letter dated January 24, 1950, from the Planning Commis- sion was read which listed the officers and members of the various,standing committees and suggested that the zoning committee of the Planning Commission act with the Administrative Assistant on various matters in attempting to attract business to Golden Valley. 194 After discussion of the salary to be -paid the weed inspector for the coming year, Terzich was requested to con- tact surrounding communities to learn the basis for, and amount of payment currently in effect in their areas. Motion by Pinch seconded by Reiss carried to transfer $1800 from the P.I.R. Fund to Funds 11 and 12, and to order the immediate payment to E. George Minder in the amount of $1800 as partial payment for engineering services rendered on various projects during 1949. Letter of February 1, 1950, from S. D. Kane was read pertaining to the street lighting survey made by Mr. Paul ga,'ab,h,_ Qgtluad of Northern States Power Co. The survey proposed sixteen 1000 candle power lam -os and fifty-four 250 candle power lamas at a browsed annual charge of $2160 to the Village. Each 250 candle power lamp would cost 925 per year and each 1000 candle bower lamp would cost $50 per year. Terzich was instructed to re -survey the Village with the possibility of installing only'1000 candle power lamps at the main traffic and safety points in the Village, for a, total of only ten or twelve such lights to be installed in the first phase of the project.
