March 15, 1950
Pursuant to resolution adopted February 24, an adjourned
meeting of the Village Council of Golden Valley, Minnesota,
was held at the Village Hall in said. Village on March 15, 1950,
at 7:30 o'clock P. M.
The following members were present: pincn, heiss, Yutinam,
Stark, and the following were absent: Stasel.
Minutes of the February 21 regular meeting were read and
on motion by Putnam seconded by Reiss annroved. Minutes of
the special meeting held on February 24 were read and on
motion by Putnam seconded by Reiss approved.
The Acting Mayor announced that the next order of
business was the receipt and consideration of bids for the
purchase of $40,500 nrincinal amount of improvement bonds of
the Village advertised for sale as directed by the Council's
resolution adopted February 24, 1950.
The Acting Village Clerk presented 4 sealed bids, and
reported these were all the bids received by him prior to
the onening of the meeting. The bids were opened and found
to be as follows:

Trustee Putnam introduced the following resolution and
moved its adoption:
RESOLUTION AWARDING SALT OF BONDS
BE IT RESOLVED by the Village Council of the Village of
Golden Valley, Minnesota, that the bid of Allison -William Co.
of the City of Minneapolis, Minnesota, to purchase the
$40,500 principal amount of General Obligation Improvement
Bonds of the Village to be dated February 15, 1950, is the
highest and best bid received pursuant to due authorization
and advertisement for bids and should be and is hereby ac-
cepted, said bid being to purchase said bonds bearing interest
at 24 per annum, and to nay therefor the nar value thereof
plus accrued interest thereon plus A21C.00.
Trustee Reiss seconded the motion for the adoption of
the foregoing resolution, and on vote being taken thereon the

following voted in favor thereof: Putnam, Pinch, Reiss, Stark,
and the following toted against the same: none, whereupon said
resolution was declared duly passed and adopted.
Trustee Reiss introduced. the following resolution and
moved its adoption:

BE IT RESOLVED by the Village Council of the Village of
Golden Valley, Yinnesota., as follows:
1. The Village of Golden Valley having heretofore duly
authorized and. contracted to sell 140,500 principal amount of
General Obligation Improvement Bonds, said bonds shall be forth-
with nrevared for execution and delivery to the purchaser there-
of. Said bonds shall be 41 in number and numbered 1 to 41,
inclusive, each in denomination of $1000 extent No. 41 which
shall be in denomination of $500. All of said bonds shall bear
interest at the rate of ?1 ner annum, payable February 15, 1951,
and semiannually thereafter on each August 15 end February 15.
Said bonds shall mature serially in numerical order on February
15, in the years and amounts as follows: 1952, $4000; 1953,
$6000; 1954; 15000; 19552 `6000; 1956, $5000; 1957; 13000; 1958,
X2000; 1959; 3000; 1960, $3000; and 1961, $3500. Both principal
and interest shall be payable at the main office of Nort1iwestern
National Bank in 1,,inneanolis, T,!innesota., and. the Village agrees
tp pay the reasonable and customary charges of said ne..ving agent
for the receipt and disbursement of the nrincipa.l and interest
moneys. Bonds numbered 1 to 31 of said issue (being those
maturing on or before February 15, 1958) shall be payable at
their respective stated maturity dates without option of prior
payment; but bonds numbered 32 to 41 shall each be subject to
call for redemption and nrenayment at pa.r and accrued interest
on February 15, 1955, and any interest payment date thereafter,
such redemption to be in inverse order of serial numbers and upon
thirty days prior notice of call for redemption to be mailed to
the bank at which s?id bonds are payable and to the holder, if
known, of each bond called for redemption. The Village Clerk is
authorized and directed to maintain P. register showing the names
and addresses of the holders of said redeemable bonds, so far as
such information is made known to him, for the purpose of giving
such mailed notices.
2. Said bonds and the interest coupons to be thereto attached
shall be in substantially the following form:

This bond is one of an issue in the aggregate nrineinal
amount of $40,500, all of like date and tenor except as to
maturities, denomination, and redemption privileges, all
issued for the purpose of paying for certain street i_mn
n. rove-
ments heretofore made, knowas Improvements No. 11 and No. 1?,
in said Village, and is issued pursuant to and in full con-
formity with the Constitution and Laws of the State of Minne-
sota thereunto ena.blinm, including Laws of 1949 Chanter 119,
and acts amendatory thereof and supplemental thereto.
Bonds of this issue bea.rin� serial numbers 1 to 31,
inclusive, are nava.ble at their respective stated maturity
dates without option of prior payment; but those numbered 32
to 41 are each subject to call for redemption and vrenayment
in inverse order of serial numbers, at par and accrued inter-
est, on February 15, 195, and on any interest na,yment cute
thereafter. The Village will give thirty days prior notice of
each call for redemption of any of such bonds by mailinv to
the bank at which the bonds are nayable and to the holder, if
known, of each bond called for redemption. The holder of
any of said redeemable bonds may register his name, address,
and bond number with the Village Clerk for the nurnose of re-
ceivinr such mailed notice.

acts, conditions, and things required. by the Constitution
and Laws of the State of Minnesota to be done, to exist, to
hannen, and to be performed preliminary to and in the issuance
of this bond, in order to make it the valid and binding general
obligation of the Villa.p-e according to its terms, have been
done, do exist, have haronened, and have been performed as so re-
quired; that the Village has duly contracted for the making of
said improvements and caused the same to be commleted, and ha -s
duly levied special assessments unon nronerties benefited by
said improvements in amounts sufficient to nay the nrineipp,l of
and interest on the bonds of this issue as such principal a,nd
interest respectively become due, and said special assessments
are irrevocably anpronriated to the sinking fund for the bonds
of this issue; and in addition thereto the Villa.pe has, prior
to the issuance hereof, levied upon all the taxable oronerty in
the Village a. general ad valorem tax in years and amounts five
per cent in excess of the sums required to nay the principal of
and interest on said bonds as they become due, which tax is ir-
repealable, save and extent as the same may be cancelled upon
collection and anplica.tion to the sinking fund of special assess-
ments in amounts of the taxes so to be cancelled, and. additional
taxes, if needed for the navment of the nrincipa.l of or interest
on said bonds, may be levied upon all taxable rronerty in the
Village without limitation as to rate or amount; a.nd that the
issuance of this bond did not cause the indebtedness of said
Village to exceed any constitutional or statutory limitation.

County, Minnesota., by its Village Council, has caused this bond
to be executed in its behalf by the signature of its Ua,yor,
attested by its Village Clerk, and sealed. with the official
seal, and the appurtenant interest coupons to be executed and

Coupons numbered 10 and unwa_rd on bonds numbered 32 to
41 shall also contain the clause, "Unless called for earlier
redemption,".
3. Said bonds shall be nrenared under the direction of
the Village Clerk and Attorneys, a.nd shall be executed in
behalf of the Village by the sisrnature of the Mayor, attested
by the Village Clerk, and the corporate seal shall be affixed
thereto; and the interest coupons shall be executed and
authenticated by the nrinted, engraved, or lithographed fac-
simile signatures of said officers. Then said bonds have
been so executed, they shall be delivered by the Treasurer
to the purchaser thereof upon payment to him of the purchase
nrice heretofore agreed upon, and the purchaser shall not be
obliged to see to the annlication of the purchase nrice.
4. To assure payment of the nrincinal of and interest on
said bonds as such nrincipa.l and, interest become due, there
shall be and is hereby levied upon all the taxable nronerty
in the Village a. general ad valorem tax to be spread upon the
tax rolls for the years (and collectible in the next ensuing

5. A certified cony of this resolution shall be forthwith
filed by the Village Clerk with the County Auditor of Hennenin
County, Minnesota, and a. certificate obtained from the County
Auditor showing that the same has been so filed, and that the
taxes required by lam for the payment of said. bonds have been
levied and said bonds entered upon his register. Said levies
shall thereupon become irrevocable, save and except that
as moneys produced by the assessments heretofore levied for
said two imnrovements are collected, the same are hereby a.n-
nropriated to the sinkin7 fund for said improvement bonds,
and each year the Village Clerk shall certify to the County
Auditor the amounts on hand in said sinking fundderived from
collections of said snecia.l assessments and the County
Auditor shall reduce by the amounts so certified the amounts
otherwise to be included in the tax rolls next thereafter
prenared.
6. The officers of the Village and the County Auditor of
Hennepin County are hereby authorized and directed to nrena.re
and furnish to the purchaser of said bonds, and to the attor-
neys annroving legality of the issuance thereof, certified.
copies of all proceedings and records relating to said

imnrovements and bonds and to the financial affairs of the
Village and such other affidavits, certificates, and information
as may be required to show the facts relating to the legality
and marketability of said bonds as the same aooear from the
books and records under their custody and control or as other-
wise known to them, and all such certified conies, certificates,
and affidavits, including any heretofore furnished, shall be
deemed renresenta.tions of the Village as to the facts recited
therein.

The motion for the adoption of the foregoing resolution
was duly seconded by Trustee Putnam, and upon vote being taken
thereon the following voted in favor thereof: Putnam, Pinch,
Reiss, Stark, and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted,
and was signed and attested by the Acting Mayor and Clerk.
Yotion by Reiss seconded by Stark carried to renew the
workmen's compensation insurance policy with Hardware Mutuals
with an advance nremium of $313.30 and a dividend of 20" to be
deducted after final audit is made.
Letter from Hennepin County Agricultural Society was read.
requesting a contribution for assistance in conductinn the
Hennenin County Fair. In bast years this sum has been 125.00.
Motion by Reiss seconded by Putnam carried to contribute 125.00
to the Society for fair purnoses.

Letter/related March 4, 1950, from Mrs. Irene Wright, 5730 6th
Avenue, requesting permission to establish a rest home at the
above address. The village attorney indicated that a nublic
hearing was necessary in accordance with the ordinances. After
discussion, motion by Reiss seconded by Putnam carried to hold
a public hearing on the request at the April 4 Council meeting.
Messrs. Powers, Jensen and Hickling anneared and requested
permission to erect a directional sign at Glenwood Avenue and
the Belt Line. Yr. Powers suggested that the Council_ consider
this matter further at subsequent meetings. The Council con-
curred in the suggestion and agreed to take the matter into
consideration.
Mr. C. C. Smith and others of the Oak Grove PTA anneared

and stated that Hennepin County was going to furnish school
signs of the flasher type provided. the installation is
financed by other agencies. Cost of the flasher signs was
estimated at $600. Request was made that the Village install
the concrete bases cables and switching apnara.tus at an
estimated cost of 4150 to $200. Members of the PTA were re-
quested to annroach the school board and to obtain a definite
statement in writing from them that the school board cannot
legally undertake the installation of these sins before the
Council would give further consideration to the nronosal.
Mr. Putnam offered the following resolution and moved
its adoption:
'?9HEREAS, The Village Council of the Village of. Golden
Valley, Hennepin County, Ifinnesota, has received from the
County Auditor of Hennepin County, Minnesota., a. list of lands
in said village which became the pronerty of the State of
Minnesota under the provisions of law declaring the forfeiture
of lands to the State for non-payment of taxes, which said.
list has been designated as List 11305-0," February 7th, lPFO,
and
"WHEREAS, each parcel of land describel in said list has
heretofore been classified by the Board of County Commissioners
of Hennepin County, Minnesota as non -conservation land and the
sale thereof has heretofore been authorized by said Board. of
County Commissioners;
NOW, THEREFORE, be it resolved by said Village Council,
acting pursuant to Minnesota. Statutes for 1945, Section 282.01,
that the said classification by said Board. of County Commis-
sioners of each parcel of land described in said list as non -
conservation land be and the same is hereby anproved and that
the sale of each such parcel of land be and the same is hereby
approved, excepting Parcel No. 36294-A-1942, Lots 140, 141 and
142.

Renort dated March 2, 1950, from the State Denn.rtment
of Agriculture, Dairy and Food on the "Status of Twin City
Yosquito Control Problem" was read and placed on file.
Terzich informed the Council of his discussion with
Mr. Doell, Superintendent of the Minneapolis Park Board., and.

the Park Board's refusal to install any street lights on Glenwood
Avenue between France and Xerxes Avenues. Terzich also reported
that Northern States power Col has completed a field study of
the present street lighting conditions in the Village and only
other minor details were to be worked out before nresenting
the plan to the Council.
Letter dated March g from the Civil Service Commission was
read relating to leaves of absence requested by the Police
Department. The Council concurred in the Commission's refusal
to grant the leaves of absence due to lack of eligibles on the
list. A discussion was held with the police on salary increase
requests, and the Council agreed in nostnoning further considera-
tion until the March 21 meeting.
Discussion was held on the request of Gunnison Homes, Inc.
for the erection of prefabricated homes. The Council agreed with
the suggestion that these homes, if erected, be located in
scattered areas.
Discussion was held on the nronosed construction of the
south trunk sewer line by the Village of -Crystal through Golden
Valley paralleling Bassett's Creek. If Golden Valley was to
join in the use of the south trunk line, Crystal Village has
indicated that the following conditions would. anvly. Golden
Valley would pay one-half the cost of excavation and back fill
of the sewer for that portion within Golden Valley; would nay
the increased costs due to the larger size of vibe that would
be required from the point of tie-in; and would pay the increased
cost that might be required because of a larger pumping station
and force main. Golden Valley would also have to nay its ap-
portioned share of the initial cost of the trunk lines in
Minneavolis. A report on these nroposals was presented to the
Council by Terzich.
Preliminary plats were considered for the two Schied
Additions north of St. Croix Avenue between the Belt Line and
Regent Avenue, and south of Golden Valley Road.bordered on the
east by Spring Valley Road. Motion by Reiss seconded by Putnam
carried to refer the nreliminar y plats to the Planning Commis-
sion for their consideration and recommendations.
Letter from Mr. William 7ilkinson was read requesting
requesting.waiver of the 15' side line requirement to allow
construction of garages up to 5' from the side line on three
lots in Toodlawn Park. After discussion, the Council suggested
that the entire matter of waiver of 151 distance be referred to
the Woodlawn Park Association through Mr. Blanchard with the
suggestion that they nrenare a master petition to handle all
properties_in the Addition.
Letter was read from 7rs. Mary K. Hyer requesting the
Council to consider her as an applicant for an on- and. off -sale

liquor license at her business place located at the corner
or 6th Avenue and County Road 18, should the federal census
indicate that additional liquor licenses can be granted.
The letter was placed on file.

$1553.98 from Street Improvement No. 2 Fund to General Fund
to balance the borrowing; between the two funds.
Letter of March 14 from Police Chief McGinnis was read
relating to Village eouipment beim driven by Village employees
not holding proper chauffeur's licenses.
Motion by Reiss seconded by Putnam carried to adjourn
to the March 21 meeting.
