A regular meeting of the Council of the Village of
Golden Valley was held -pursuant to due notice thereof on
March 21, 1950, at 7:30 o'clock n.m. at the Village ua.11,
with the following members present: Mayar Stasel,
Trustees Pinch, Putnam, Reiss and Stark. Absent: none.
Minutes of the March 15.meetinFr were read and on
motion by Putnam seconded by Pinch annroved.
Motion by Putnam seconded by Pinch carried to request
the Civil Service Commission to hive an examination for
Patrolmen with a starting; salary of 1225.00 ner month, such
examination to have widespread publicity before beinfT given.
1.1otion by Reiss seconded by Pinch carried to increase the
monthly salaries of the two Patrolmen from $240 to 1250 ner
month to be effective as of January 1, 1950, with the Chief's
salary to remain at 1250 oer month.
The Council discussed the -petition from residents of
the south Glenwood -Camden Parkway for gradin, graveling and
drainage. It was indicated. it would be advisable to include
blacktonning on the petition in order to complete this short
section of street. Two of the petitioners were present and
they agreed to have the netition rewritten to include bla.ck-
topning and to submit the new petition at a later date.
Installation of the flasher ston lights at the Oak Grove
School was discussed. Terzich explained his discussion with
the Hennepin County Highway engineer who stated that the
flasher signs would not be furnished. until sometime after the
next budget period, which starts July 1. Possibility of in-
stalling the drop type of school stop sign was also discussed.
No further information was received from the Oak Grove PTA
regarding their contact with the School Board. Consensus
of the Council was to delay action until the PTA had an on-
nortunity to bring• the matter before the School Board and to
advise the Council of their findings.
The Council then considered the plat for the Second Addi-
tion of Golden Oaks. The Planning Commission's letter of
IVarch 16, 1950, was read and the recommendations of the Com-
mission were discussed. and followed on the bla,t. Motion by
Pinch seconded. by Reiss carried granting preliminary annroval
of the Second Addition to Golden Oaks subject to the conditions
enumerated in the Planning Commission's letter of Ya.rch 1F.
Mr. Russell Smith of the Golden Oaks Company reouested ac-
cebtance by the Council. of a nersonal bond rather than a.
surety bond and indicated Irr. Carl Hanson was a, full partner
of his firm. Attitude of the Council was that it would. accent
such s. bond upon final annrova.l of the nlat.
Mr. K. r, Hanson mese-oted -preliminary drawins for a.
printing plant and stationery store to be located at Lot 142

Glenwood Addition. �J`r. Hanson indicated that he would landscayne
on the street side of the building and that he would. forward a.
letter to the Council outlining his intentions of completing
the landscaping. Motion by Putnam seconded by Reiss carried

to presentation and an-oroval of the final plans.
Letter of 1"arch 1F, 1950 and accompanying petition to
vacate a portion of the alleys in Block 8, Lakeview Heip7hts,
from Edward J. Shannon, Assistant Hennepin County Attorney, were
read. In discussing the petition, it was determined that Henne-
pin County owned all of Block 8, whereas the petition recuested
vacation of only a portion of the alleys contained therein.
Consensus of the Council was tr�at it would be advisable to have
all of the alleys in Block 8 vacated. Notion by Pinch seconded.
by Reiss carried to request Hennepin County to vacate all alleys
in Block 8 and to take further action upon submission of P. new
petition.
Yoticn by Reiss seconded by Putnam carried to give a: first

was given its first reading. Motion by Putnam seconded by
Reiss carried to anprove the first reading.
The Council then considered annlications for licenses ef-
fective as of April 1. In connection with the license applica-
tions for the New Boulevard Cafe Inc., ?gr. Lasswell and. Mr.
Lynch appeared and stated that they, alongwith Iver Sts.nger,
were the only persons owninz more than 5",f, -of the stock of. the
New Boulevard and that, in tact, these three owned. 1004, of the
stock. Nr. Lynch and Yr. Lasswell were reauested to submit
character references for investigation by the License Committee
of the Council. Votion by Putnam seconded by Reiss carried to
anprove the granting of the following licenses ner annlications

from $1.00 to $5.00 per year. The ordinance was given it first
reading. Motion by Putnam seconded by Stark carried to approve
the first reading of the ordinance.

Chester Bird Post No. 523 Auxiliary wa,s read. requesting permis-
sion for a Bingo nasty to be held at Schuller's Tavern on the
evening of Anr-il 19. Letter was placed on file.
