A regular meeting of the Council of the Village of Golden
Valley was held pursuant to due notice thereof on April 4, 1950)
at 7:30 o'clock p.m. at the Village Hall, with the following
members present: Mayor Stasel, Clerk Putnam, Trustees Pinch
and Stark. Absent: Trustee Reiss.
Minutes of the March 21 meeting were read and on motion
by Putnam seconded by Pinch approved.
The Mayor then announced that this was the time and place
for the hearing to be held on the request of Mrs. Irene Wright
to establish a rest home at 5730 Olson Highway. Mr. Henry
Young, attorney representing Mrs. Wright, presented two peti-
tions approving the rest home signed by neighbors in the
vicinity of the Wright's. The petitions were read and reviewed.
Mrs. Wright stated that the rest home was to be operated as a
private enterprise and that there was no intent to convert the
project into a hospital. Motion by Putnam seconded by Stark
carried to extend approval of Mrs. Irene Wright's application
to overate a rest home at 5730 Olson Highway subject to obtain-
ing prover permits from the state, such rest home to be operated
in accordance with all state and local regulations.
Mr. Albert Huntington, owner of the north two-fifths of
Block 11, Yarnall's Golden Valley Outlots, requested permis-
sion to use a trailer as living quarters until he could complete
construction of his home. After discussion of the necessity
of removing the trailer as soon as construction is completed.,
motion by Stark seconded by Putnam carried approving the use
of the trailer as living quarters and directing that an
electrical permit be granted, with removal of the trailer to
be effected by August 1, 1950, with a possible extension to
September 1, 1950, at the latest. Granting of the electrical
permit and use of the trailer for the time stated were subject
to the presentation of a letter by Mr. Huntington agreeing to
the conditions as outlined.
Mr. Lester Farmer, owner of Lot 54 Auditor's Subdivision
No. 330, requested that a building permit be issued to him for
construction of a home on this property. Mr. Bratt and
Mr. Blosjo, owners of property abutting on Lot 54, objected to
the proposed setback from Golden Valley Road, stating that
Mr. Farmer's home would be approximately 20 feet ahead of
Mr. Bratt's home and that it would ruin the alignment of homes
in this area. Motion by Pinch that no permit be granted unless
Mr. Farmer's home conforms to the line of setbacks on the
north side of Golden Valley Road. The Village Attorney pointed
out that an unreasonable setback distance had been established
by the homes presently located thereon. Messrs. Farmer, Bratt
and Blosjo conferred on the setback distance and agreed to a
44 foot setback from a point in the southeast corner of the

lot to a line drawn across the front of the house in line
with the front of the kitchen as indicated on the building
plans. Motion by Putnam seconded by Pinch carried that a
special building permit be issued to Mr. Farmer by the
building inspector in accordance with the agreement reached
among Farmer, Blosjo and Bratt and the Council on the set-
back of 44 feet.
Messrs. Davenport and Mitchell of the Minneapolis,
Northfield and Southern Railway Co. presented final plans for
the repair shop to be located in the present yard area west
of Indiana Avenue and north of Olson Highway. Motion by
Stark seconded by Pinch carried approving the final plans as
presented and directing the building inspector to issue a
building permit per plans and specifications on file.
Petition was read signed by Nathan Feffercorn, 1938
Glenwood Parkway, and others for the improvement of the ser-
vice road adjacent to Glenwood Parkway from the intersection
of Golden Valley Road to Xerxes Avenue by opening, establish-
ing the grade thereof, widening, graveling and blacktopping.
The petition was referred to Terzich for verification and
check for adequacy.
Petition was read signed by Raymond J. Farmer and others
for the improvement of portions of Duluth Street and Hills-
boro Avenue North in Lakeview Heights by opening, establishing
the grade thereof, graveling and making such changes in sur-
face drainage as may be found necessary. Petition was refer-
red to Terzich for verification and check for adequacy.
Mr. Donald Palmer inquired about the status of the pro-
posed sewer connection into the proposed Crystal sewer. It
was indicated that further study was being made relative to
the possibility of sewers.
Motion by Pinch seconded by Stark to give a second read -

was given its second reading, which establishes the width
of lots at 100' minimum and 12,500 square feet. Motion by
Stark seconded by Pinch carried to approve the second reading
of the ordinance and to order its publication.
Motion by Putnam seconded by Stark carried to give a

second reading. Motion by Pinch seconded by Stark carried to
approve the second reading and to order its publication.
Mr. K. E. Hanson presented final plans for a stationery
and printing plant to be located on Lot 142, Indiana Avenue
and Olson Highway, Glenwood Addition. Mr. Hanson also presented
a letter affirming his intention of landscaping in front of
the vrovosed building as discussed at the previous meeting.
Motion by Putnam seconded by Pinch carried authorizing the
building inspector to issue a building nermit to Mr. Hanson
on submission of building plans and a plot plan indicating a
setback of 35 feet from the front lot line on Olson Highway and
a minimum of three feet from side lot line on Indiana Avenue.
Plans submitted by Mr. Leonard Jensen for an addition to
Jensen's Suver -Value Market were reviewed by the Council.
Motion by Putnam seconded by Stark carried authorizing the
building inspector to issue a building hermit to ?fir. Jensen in
accordance with the plans on file.
Report was made by Terzich on the street light survey
prepared by the Northern States Power Comnany indicating recom-
mendations for locations and sizes of lights throughout the
Village for the first phase of the street light installations.
The Power Company report was referred to Terzich for study and
recommendations to be made at the next meeting. Motion by
Pinch seconded by Putnam carried that a formal request be made
to the Minneapolis Park Board requesting that the Park Board
participate in the payment of lighting costs in the Glenwood
Avenue section through the park between Xerxes and France
Avenues.

The application of Mr. Edward Howard for a soft drink
license for the drive-in located adjacent to Hickling's
Hardware Store was discussed. Minutes of the May 25,' 1949,
meeting were read pertaining to the issuance of the soft
drink license at that time for the summer of 1949 only.
Motion by Stark seconded by Pinch carried to deny the issuance
of a soft drink license to Mr. Howard at this locs.tion.
,Applications for transfer of the cigarette, gasoline
filling station, soft drink, non -intoxicating malt liquor
off -sale and off -sale intoxicating liquor licenses now held
by Rae Locketz at the Log Cabin, 3922 Olson Highway, to Sadie
Shapiro were reviewed by the Council. Action on the requested
transfers was postponed until character reference letters
are received from the references listed on the apnlica.tion
forms.
Letter dated Larch 22, 1950, from Mr. P. H. Weekly,
Village Clerk of the Village of Brooklyn Center, was read re-
questing that the Village of Golden Valley consider the letter
as an application for membership in the Northwest Mutual Aid
Fire League. Motion by Pinch seconded by Stark carried to
approve the request of the Village of Brooklyn Center to have
the volunteer fire department of that Village become a member
of the Northwest Mutual Aid Fire League. Other members of the
League include Anoka, Osseo, Columbia Heights, 'ilk River and
Robbinsdale.
Letter dated March 17 from Mr. L. P. Zimmerman, Hennepin
County Engineer, was read relating to the load limit on county
highways. An accompanying resolution of the County Board was
also read stating that any community requesting an increase
in the load limit on any county highway through that community
by resolution of the Council would be granted by the Board of
Commissioners subject to the assumption by the community of
one --half of the cost of the repairs necessary on the road
due to the hauling of the heavier loads over the county roads.
The Council concurred in the opinion that full cooperation
would be extended the Hennepin County Highway Department in
the enforcement of the load limit restrictions.
Letter from G. Howard Spaeth, Commissioner of Taxation,
was read setting the annual meeting for the instruction of
assessors and a member of the local boards for April.10, 1950,
at the Court House. Motion by Putnam seconded by Stark carried
that Terzich represent the Council to supplement Einar Lee at
the meeting.
The verbal reauest of Yr. William A. Bossert was conveyed
to the Council by Terzich for lowering the road grade by one
foot in front of Lots 318, 319 and 320 in Belmont Addition.
Motion by Pinch seconded by Putnam carried to instruct George
Minder, Village engineer, to make a profile of the road in
question and to recommend that a new grade be established.
Letter dated March 27, 1950, from Harry Vayerson of the
G. M. Orr Engineering Company, consulting engineers, was read
and placed on file. The letter contained a request to discuss
with the Council the possibility of taking advantage of borrow-
ing government funds for the preparation of plans for the in-
stallation of water and/or sewer systems for the Village.
Motion by Putnam seconded by Stark carried to give a
first reading to "AN ORDINANCE AMENDING AN ORDINANCE AMENDING
THE ZONING ORDINANCE OF THE VILLAGE COUNCIL, AND CORRECTING
THE DESCRIPTION OF A CERTAIN COMMUNITY STOR-7 DISTRICT." The
ordinance pertains to correcting the description of the com-
munity store district at the corner of Winnetka Avenue and
Sixth Avenue North. The ordinance was given its first reading.
Motion by Pinch seconded by Putnam carried that, due to the
fact that an emergency exists, a second reading be given to
"AN ORDINANCE AMENDING AN ORDINANCE AMENDING THE ZONING ORDINANCE
OF THE VILLAGE COUNCIL, AND CORRECTING THE DESCRIPTION OF A
CERTAIN COMMUNITY STORE DISTRICT." A second reading was given
to the ordinance. Lotion by. Putnam seconded by Pinch carried
to approve the ordinance on its second reading and to order
its publication.
Letter dated April 3 from the State Commissioner of
Agriculture was read setting the 'Reed Inspectors' Conference
for April 12 at the Mayor's Reception Room, Court House. The
letter was placed on file.
Building Department reports for the month of Varch were
read with the following listings:

Letter dated March 28 from the Golden Valley Commercial
Club was read indicating that the club had no objection to and

approve the installation of directional signs for any and
all commercial areas of the Village on the Belt Line or
elsewhere, which signs are designed for the sole purpose of
promoting the business interests of Golden Valley. It
stated further that the letter was not to be construed as
approving the installation of general advertising signs on
the Belt Line which have for their sole purpose promotion
of outside business interests.
Letter dated April 3 from the League of Minnesota
Municipalities was read pertaining to the Kerr Bill, passed
by the House and Senate, which exempts independent producers
of natural gas from jurisdiction of the Federal Power Com-
mission. The Council concurred in the thought that passage
of the bill would increase the gas rated in this area.
Lotion by Putnam seconded by Pinch carried that the Village
attorney write a letter to the President of the United States
condemning the Kerr Bill and requesting that he veto this
bill.'
