June 20, 1950
Pursuant to due call and notice thereof, a regular meeting
of the Village Council of the Village of Golden Valley, Minnesota
was held at the Village Hall in said Village on June 20, 1950,
at 7:30 o'clock P.M.
The following members were present: Pinch, Putnam, Reiss,
Stark and Stasel, and the following were absent: none.
Minutes of the June 6 meeting were read and on motion by
Pinch seconded by Stark approved.
The Mayor announced that this was the time and place for
receiving bids for furnishing one 1950 automobile for police
purposes in accordance with published legal notices. The follow-
ing bids, a.ccomnanied by bidders' checks, were opened a.nd read:

The bid from Malkerson Sales, Inc., which was neither sealed
nor accompanied by a certified check, was not accented by the
Council on advice of the village attorney.
After due consideration of the accessories furnished, dis-
counts, federal tax exemption and trade-in allowance on the
nresent police car, motion by Stark seconded by Reiss carried
to accent the low bid of Downtown Chevrolet Comnany for 1214.40
and to authorize Terzich to purchase additional items such as
heater, snot lights, oil filter, seat cover, glazing and saint-
ing police insignia on both doors.
The bid of Boyer-Gilfillan was received after the Council
had accented the bid of Downtown Chevrolet Comnany. Therefore,
the Council determined. the bid should not be opened and con-
sidered but should be returned to the bidder unopened.

The Mayor announced that this was the time and. nla,ce for
a hearing on the vacation of the alley in Block 13, Lakeview
Heights, Hennenin County. No one appeared against the alley
vacation. Reiss introduced the following resolution and the
motion for its adoption was seconded by pinch and carried:
RESOLUTION VACATING ALLEY
WHERTLAS, a petition of a majority of the owners of the
real property fronting on the following described alley:
Alley in Block 13, Lakeview Heights, Hennenin
County, Minnesota,
has been duly filed with the Village Council, and said Coun-
cil has met at the time and place specified in a, notice em-
bracing a. copy of said petition duly published an(-'- posted,
and has heard all interested persons, and it apnears in the
interest of the public that said alley be vacated, now
therefore,
BE IT RESOLVED, by the Village Council of the Village of
Golden Valley, Minnesota, that the following described alley:
Alley in Block 13, Lakeview Heights, Hennepin
County, Minnesota,
as the same is now dedicated and laid out within the corporate
limits of said village, be, and the same is hereby vacated.

The auestion was on the adoption of the resolution and
the roll being called, there were 5 YEAS and 0 NAYS, as
follows: pinch, Putnam, Reiss, Stark, Sta.sel - YEA. Resolu-
tion adopted.
Planning Commission letter dated June 13 was read wherein
the Commission recommended ests.blishing the setbacks on the
Sixth Avenue community store district at 93, from the center
line of road on both sides of Sixth Avenue ?North, and 93' from
the center line of the road on the west side of 7innetka Avenue
North, for that portion covered by the community store district.
Mr. Sheedy and Mr. V. Olsen a.nnea.red and reauester? tha.tfthe
Council reduce the setback on the west side of Winnetka Avenue
to a distance approximately 73' from the center line of Tin-
netka Avenue, rather than the 93' recommended by the planning
Commission. Motion by Stark seconded by Pinch and carried to
accent the Planning Commission's recommendation for setback of
building at 93' from the center line of Sixth Avenue ?North and
Winnetka Avenue North, as recommended in their letter of June 13,
1950, with the stinula.tion that the Planning Commission be noti-
fied that the Council would. consider a, further recommendation
from the Planning Commission regarding the setback on Winnetka
Avenue North.
Yr. John Yngve -presented building and site plans for the
expansion of the Pylon Drive -In on Wayzata Boulevard. Votion
by Stark seconded by Putnam carried to annrove the building
and site plans and to authorize the issuance of a building her-
mit for the addition to the Pylon Drive -In.
The Village clerk presented a -petition for the construction
of a street improvement in the Villa7e, and an affidavit of
the circulator of said petition attached thereto, which were ex-
amined by the Council, annroved and ordered filed.
Vember Reiss introduced the following resolution and moved
its adoption:
RESOLUTION DETERMINING SUFFICIENCY

BT IT RESOLVED by the Village Council of the Village of
Golden Valley, Minnesota, that the petition heretofore presented.
to this Council for the construction of an improvement in the
Village located on Hamnshire Avenue from its intersection with
Golden Valley Road in a, due northerly direction to its terminus,
and consisting of the establishment of the grade, opening,
widening, grading, gravelling and blacktopning said -Dart of
said street, is hereby found, determined and declared to be
signed by pronerty owners as therein stated and to be in all
res-pects sufficient under the provisions of Minnesota Statutes
1949, Section 429.19.

of said improvement was $2800.00, whereupon the plans were
examined by the Council, annroved, and ordered filed.

resolution and moved its adoption:

ON PROPOSED STREET IMPROVEMENT
BE IT RESOLVED, by the Village Council of the Village of
Golden Valley, Minnesota, as follows:
1. In conformity with the provisions of Chanter 119,
Session Laws of Minnesota., 1949, this Council nronoses to
construct a, street improvement within the Village as stated
in the form of notice included in paragraph 3 hereof.
2. This Council shall meet at the time and place speci-
fied in the form of notice included in paragraph 3 hereof
for the purnose of holding a public hearing on the nr000sed
improvement as therein described.
3. The Clerk is authorized and directed to cause notice
of the time, place and nurnose of said meeting to be published
for two successive weeks in the Robbinsda.le Post, being the
official newspaper of the Village, the first of such publica-
tions to be at least 14 days, and the second at least 7 days,
before the date of such meeting and public hearing. Such notice
shall be in substantially the following form:

section with Plymouth Avenue North and thence in a, northerly
direction to the end of Kelly Drive North, and consisting of
the establishment of the grade, opening, widening, grading,
gravelling and black -topping said hart of said street, is here-
by found, determined and declares% o be signed by pronerty owners
as therein stated and to be ir_ all respects sufficient under the
-provisions on Minnesota. Statutes 1949, Section 429.19.

amined by the Council, annroved, and ordered filed.

resolution and moved for its adoption:

All property within the Village which is benefited by the
improvement is proposed to be s,ssessed for such improvement as

surface pavement or bituminous or other suitable material, curb
and gutter, and such changes in surface drainage as may be neces-
sary or as authorized. by law, is hereby found, determined and
declared to be signed by property owners as therein stated and
to be in all respects sufficient under the provisions of Minne-
sota Statutes 1949, Section 429.19.

The village engineer reported on a discussion with Rob-
binsdale officials regarding the improvement of 26th Avenue
North and informed the Council that Robbinsdale had agreed to
improve one-half of the street. Lotion by Reiss seconded by

on with Golden Valley and Robbinsdale each to grade one-half
of the street.

establishment of a new patrolman eligible register was presented
to the Council. The Civil Service Commission certified the
