August 23, 1950 Pursuant to due call and notice thereof, a special meeting of the Pillage Council of the Village of Golden Valley, Henne- pin County, Minnesota, was duly held at the Pillage Hall in said Village on the 23rd day of August, 1950, at 7:30 o'clock P.M. The following members were present: Pinch, Putnam, Reiss, Stark, Stasel, and the following were absent: none. Letter dated August 17, 1950, from the Telephone Company was read indicating the possibility of putting the new Orchard Vxchange dial phones in service early in December. Motion by Putnam seconded by Pinch carried aDproving the request of the Northwestern Bell Telephone Company for vermis- sion to place poles and anchors in Winnetka Avenue at Knoll Street, per sketch submitted. Motion by Pinch seconded by Putnam carried to approve the gas main extension per map #51, drawing #336, on file. Terzich relayed verbal agreement with Mr. Rascop of the Glenwood Hills Hospital wherein the hoppital would pay 050.00 per year for the street light located on Golden Palley Road at the hospital entrance. Mr. Putnam reported on his discussion with Mr. Austin of the Power Company relating to the cost for street lights to be erected throughout the Pillage. He indicated that a new rate for the smaller lights is being put into effect by the Power Company. A 2500 lumen lamp costing $25.00 per year will now be changed to a 4000 lumen lamp costing $30.00 per year. Motion by Putnam seconded'by Reiss carried to request the Power Company to draft a new contract providing for 11 of the 10,000 lumen lamps at $50.00 per year and 5 of the 4000 lumen lamps costing 430.00 per year, for a total cost of 0700 per year, with the cost of the 10,000 lumen light to be placed at the Glenwood Hills Hospital to be charged to the hospital at the rate of 050.00 per year in accordance with agreement a'ohed with Mr. Racoon on August 23, with the cost of the latter lamp to be billed one year in advance. Mr. Stan Fredrickson and other residents of South Tyrol Hills urged the Council to take some action to encourage the Twin City Bus Line to provide bus service for the Tyrol Dills section. It was pointed out that the Mound bus that serves this area has now been re-routed and the re-routing will be in effect for at least eighteen months. Motion by Putnam seconded by Reiss carried to refer the matter to Mfr. Stark, who wishes to contact Mr. Brenna of the Twin City Lines. Mr. Stark will report on his investigation at the next meeting. 2 The Tyrol Hills, group also inquired about repairs on the service road on the south side of Wayzata Boulevard where it Is torn up because of construction activities along Wayzata Boulevard. Request also was made that some signal system be erected, or possibly an underpass constructed, in order to allow pedestrian traffic between North and South Tyrol Hills. The matter was referred to Terzich to contact Mr. Chard of the State Highway Department. Motion by Putnam seconded by Reiss carried to appoint the following persons as'election officials for the primary election to be held September 12, 1950: District No. 1 - Mrs. George Glorvick Mrs. Opal Elstad Mrs. Katherine Rice Mrs. Court Kretschmar Mrs. Hanford Mall District No. 2 - Mrs. Morris Amren Mrs. Eugene Thotland Mrs. Gladys DeJarlais Mrs. Marjie R. Sax Mrs. George Germaine Member Pinch introduced the following resolution and moved its adoption: RTSOLUTION DECLARING ASSESSABLE COST, DIRECTING PREPARATION OF ASSESSMENT, AND PROVIDING TAX LEVY. BE IT RESOLVED by the Village Council of the Village of GoldenValley, as follows: 1. The estimated cost of 1950 Street Improvement No. 13 heretofore contracted to be constructed in the Village is hereby declared to be $52,000, including every item of cost of the improvement from its inception to its completion, and all fees and expenses incurred or to be incurred in connection therewith. The sum of not less than 052,000 of such cost shall be specially assessed against every assessable lot or tract of land which abuts upon the.streets wherein said improvement shall be made and which is benefited by said improvement, each item of assessment to be in proportion to the special benefits con- ferred by said improvement upon the property assessed and without regard to the cash valuation of said property. The remainder of such cost shall be paid from general ad valorem tax levies to be rade hereafter in and for the Village. 2. The Village Clerk and E. George Minder, of Golden Valley, Minnesota, the engineer for the construction of said improvement, are hereby authorized and directed to nrenare an an assessment as hereinbefore described, and to file said assessment in the office of the Village Clerk, where it shall be open for public inspection. Attest: Clerk Mayor The motion for the adoption of the foregoing resolution was duly,seconded_by Member Reiss, and upon vote being.taken thereon, the following voted in favor thereof: Pinch, Putnam, Reiss, Stark, Stases, and the following voted against the same; whereupon said resolution was declared duly passed and adopted, and was signed by the Mayor, which was attested by the Clerk. The Village Clerk presented the proposed assessment for 1950 Street Improvement No. 13, as prepared by him with the assistance of the engineer heretofore employed in connection with said improvement, in accordance with the provisions of the resolution adopted August 23, 1950, which assessment roll was examined, approved and ordered placed on file and open to public inspection in the office of the Clerk. Member Putnam introduced the following resolution and moved its adoption: RESOLUTION PROVITDING FOR HEARING ON ASSESSI+T'0T FOR 1950 STREET IMPROV ENT NO. 13 BE IT RESOLVED By the Village Council of the Village of Golden Valley, Minnesota, as follows: 1. The assessment.roll heretofore prepared by the Clerk and the engineer for 1950 Street Improvement No. 13, and now on file in the office of said Clerk is hereby approved as the proposed assessment for said improvement, and this Council shall meet at the Village Hall on September 26, 1950, at 8:00 o'clock P.M., for the purpose of passing upon said assessment and hearing all objections thereto. 2. The Village Clerk is hereby authorized and directed to cause notice of said meeting to be published in the Robbins - dale Post, the official newspaper of the Village, at least thirty days before the date of said meeting, which notice shall be in substantially the following form: NOTICE Or HEARING ON ASSESSMENTS FOR 1950 STREET IMPROVE��'NT NO. 13 NOTICE IS HEREBY GIVEN That the Village Council of the Village of Golden Valley, Minnbs©ta, will meet at the Village wil Hall in said Village on September 26, 19503 at 8 o'clock P.R., to hear and pass upon all_objections, if any, to the proposed assessments in respect of 1950 Street Improvement No. 13'_ proposed assessment roll is now on.file and open to vublic in- speotion by all persons interested, in the office of the Vil- lage Clerk. Each of said assessments will be sayable in ten equal consecutive annual installments, the first of such in- stallments to be payable with general taxes for the year 19509 collectible with such taxes during the year 1951. Deferred installments of the assessment will bear interest at the rate of 5% per annum from the date of the resolution levying said assessment until August 15 of the year in which the install- ment is payable. 1950 Street Improvement No. 13 consists of the establish- ment of the grade, opening, widening, grading, gravelling, and blacktopping and such changes in surface drainage as may be necessary In and for the following described streets and portions of streets: (a) Duluth Street, formerly known as Frank Street, from its intersection with Independence Avenue forth, formerly known as Buddington Avenue, easterly to the intersection of said Duluth Street with Hillsborough Avenue North, formerly known as Charles Avenue; and in. Hillsborough Avenue North, formerly known as Charles Avenue, from its intersection with the said Duluth Street, northerly to its intersection with the southern boundary line of Lots Two and Nineteen, Block Three, Lakeview Heights, Hennepin County, Minnesota. (b) Glenwood -Camden -Parkway - on the service road adjacent to Glenwood -Camden Parkway from the intersection of said service road with Nineteen Avenue North, northerly to Xerxes Avenue North. (c) Hampshire Avenue from its intersection with Golden Valley Road in a due northerly direction to its terminus. (d) Janalyn Circle, from the western boundary of Glenurban Third Addition, easterly to the intersection of said Janalyn Circle with Meadow Lane. (e) Nelly Drive North beginning at its intersection with Plymouth Avenue North, and thence in a northerly direction to the end of Kelly Drive North. (f) The entire length of Ottawa Avenue, otherwise known as Lake Avenue. (g) Pennsylvania Avenue North beginning at its intersec- tion with Nineteenth Avenue North, also known as Golden M f Valley Road, and thence in a northerly direction to its intersection with Plymouth Avenue North. (h) Plymouth Avenue North from its intersection with Nelly Drive North westerly to its intersection with Winnetka Avenue. (i) Spring Green - the entire length of Colonial Drive, the entire length of Lown Terrace, the entire length of Turnpike Road, and the entire length of Radisson Road. (j) Thirty-fourth Avenue Forth from its intersection with Noble Avenue, westerly to its intersection with Regent Avenue, insofar as said Thirty-fourth Avenue North lies within the Village of Golden Valley. Said improvement further consists of the excavation of dirt, the underpinning of a porch, the construction of sidewalks, curb and gutter; and the installation of blacktop pavement all along the entire front of the premises known as 7830 Sixth Avenue North (property of the Villa e) and 7910 sixth Avenue North (mroperty of Harvey Glorvickg; and of the acquisition of a strip of land 33 feet in width, described as follows: the east 33 feet of the Southeast Quarter of the Northeast Quarter of Sec- tion 31, Township 118 Forth, Range 21 'West, for purposes of a street improvement to be undertaken later. The area proposed to be assessed for said improvement shall include all property within the Village which is benefited by said improvement and which fronts and abuts on the said im- provement, including also the property abutting on Tinnetka Avenue from 'Wa.yzata, Boulevard northerly to the northern boundaries of the Village of Golden Valley, and certain properties abutting on Sixth Avenue North and Golden Valley Road, located within 1,500 feet on either side of the intersection of said streets with Winnetka Avenue. Each and all of the terms and provisions of said form of notice are hereby adopted as the terms and conditions by which this Council shall be governed in hearings and passing upon objections to said assessments, as fully as though the same were separately set forth and resolved herein. Attest: Mayor Clerk-- The motion for the adoption of the foregoing resolution was duly seconded by Member Pinch, and upon vote being taken thereon, the following voted in favor thereof: Pinch, Putnam, Reiss, Stark, Stasel, and the following voted against the same: none; whereupon said resolution was declared duly vassed and adopted, which was signed by the Mayor and attested by the Clerk. Notion by Putnam seconded by Stark carried to authorize Clarence Scherer to repair the drain system adjacent to the meter pit area,which system when completed to be completely covered and not providing for any surface drainage.
