November 21, 1950
Pursuant to due call and notice thereof, a regular meet-
ing of the Village Council of the Village of GoldenValley,
Minnesota, was held at the 'Village Miall in said Village on
November 21, 1950, at 7:34 P.M.
The following members were present: Pinch, Putnam, Reiss,
-Stark, Stasel, and the following were absent: none.
Minutes of the November 8 meeting were read and on motion
by Reiss seconded by Pinch approved..
Letter of Novembar 15 from the Planning Commission was
read approving requests of Mr. J. A. Curtis and Mr. Hal Garvin
to erect garages at less than ordinance requirements, and sug-
gesting names for streets in the Skelly plat.
The request of Air. J. A. Curtis, 4200 Olson Highway, to
erect an attached garage three feet from the lot line rather
than the required nine feet was considered. Motion by Stark
seconded by Reiss carried to approve the recommendation of the
Planning Commissionallowing the request.
Motion by Reiss seconded by Stark carried to accent the
recommendation of the Planning Commission in allowing Mr. Hal
Garvin, 1325 Natchez Avenue S., to erect a detached garage ten
feet from the south ldt line rather than the required fifteen
feet.
V Mr. Russell Smith appeared and requested that the streets
in the Golden Oaks First Addition be accepted by the Village.
Pinch and Terzich indicated that they had inspected the streets
and that they appeared to be blacktopped satisfactorily, with
the exception that seal coating has not been done as yet.
Motion by Pinch seconded by Putnam carried that the streets of
the Golden Oaks First Addition be accepted by the Village sub-
ject to receipt of a letter from Mr. Smith guaranteeing the
seal coating of these streets early next spring; and that, upon
receipt of the letter, the administrative assistant be authorized
to notify the bonding company to release Mr. Smith from the
$3000 bond.
V Condition of the streets in the Second Addition of Golden
Oaks was also discussed. Mr. Pinch suggested that these streets
should not be accepted until next spring to allow time to check
the suitability of the graveling, drainage, and other factors. ✓
Mr. Smith requested that the Villagesnow plow remove snow from
the several streets on which homes have been built. Motion by
Putnam seconded by Reiss carried to withhold approval of the
streets in the Golden Oaks Second Addition until next spring,
and to have the snow plow remove snow where needed this coming
winter.'
Petition was read dated November F, 1950, for blacktopping
and otherwise improving the streets in the Golden Oaks Second
Addition. Motion by Putnam seconded by Reiss carried to refer
the petition to Terzich for verification and check of adequacy
in anticipation that the streets of the Golden Oaks second
Addition may be accepted by,the Village next summer.
Letter dated November 14,'1950, from the Soil 0onservaticn
Service was read in which the bid submitted by the Village of
Golden Valley was accepted for rental of approximately 350 sq.
ft. of office space in the Village Hall at a monthly rental
rate of $50.00, which includes heat, light and water. Motion
by Reiss seconded by Pinch carried acknowledging acceptance
of the bid and authorizing Merzieh to execute the proper lease
forms submitted,by the Soil Conservation Service.
Terzich presented tentative specifications for a sand
spreader of a type to replace the end gate of the M. truck,
and to be operated by power take off or hydraulic fluid.
Motion by Reiss seconded by Stark carried authorizing Terzich
to advertise for bids for a sand spreader in accordance with
the specifications as approved.
Letter dated November 20 from Mr. Hardell, secretary of
Glendale, Incorporated, was read in reply to a letter from the
administrative assistant pertaining to actions that could be
taken on that part of Natchez Avenue bordering on the pond
which is impassable during most of the year. The Council dis-
cussed the information in the letter and suggested that reply
be delayed until after the December 1 meeting of Glendale,
Incorporated, which meeting will be attended by Stanley Kane
and Terzich.
Lotion by Reiss seconded by Stark carried to approve the
request of Northern States Power Company to erect four poles
on France Avenue, per plans on file..

Council,.discussed the status of the road conditions
along Poplar Drive bordering,on the Tolg�s Sunny Ridge Addition.
Mfr. Pinch informed the Council of the inspection of the roads
made by himself and Terzich, and a review was made of the minutes
of June 15, 1948, and July 6, 1948, pertaining to Council actions
taken on this matter. The Council concurred that lir. Pinch
inform. Mrs. Tolg that the Council would accept the Sunny Ridge
plat subjeet.to the proper graveling of Pop3ar Drive from Meadow
Lane to the eastern edge of Archibald Avenue and the improvement
of Archibald,Avenue where it rums through the Sunny Ridge Addi-
tion.
George Minder, Village engineer, presented results of a
test made by.the Twin City Testing And Engineering Laboratory on
samples taken from Hampshire Avenue, Janalyn Circle and Turn-
pike Road projects which were blacktopped this past summer.
These test results showed that materia -3s used on the three streets
were below specification requirements. Mree
Glen Johnson, con-
tractor, stated that he was aware of thee onditions and indi-
cated that the unsnttable material would picked urs and a
new bituminous mat meeting specification requirements would be
placed early next summer to bring all of these streets up to
specification requirements. He also indicated that any material
removed now would be removed in such a manner to leave sufficient
bituminous material to protect the road bed during the spring
thaw.
The Village attorney raised the question of local rent
option in view of the possibility of the termination of the
Federal Rent Control Lew. Further report was to be made at the
next Council meeting.
Motion by Putnam seconded by Stark carried authorizing
Terzioh to daylight the northwest corner of Noble Avenue and
Golden Valley Road, subject to approval of the property owner.
Motion by Reiss seconded by Pinch carried to approve the
