The Village Council of the Village of Golden Valley, Minne-
sota, met in regular session in the Village Hall in said
Village on December 6, 1950, at 7:30 o'clock P.M.
The following members were present: Pinch, Putnam, Stark,
Stas -e1 and Reiss, and the following were absent: none.
Minutes of the november 21 meeting were read and on
motion by Reiss, seconded by Pinch,earried, approved as read.
Letter of December 1 from the Minneapolis Rent Advisory
Board was read pertaining to the continuation of rent control
beyond January 1, 1951. After discussion, the Council concurred
that further consideration be given the matter at the December 19
meeting in order to allow study of developments that may occur
up to that time.
Letter of November 27 from the Golden Valley Park Board was
read outlining activities of the Park Board for the year 1950.
C6uncil instructed that letters of commendation be sent to the
Park Board for its activity during the year, to the Commercial
Cliibb .for its donations, and to the D. W. Onan Company for allow -
in, use of a generator for skating rink lighting purposes.
The Mayor announced that this was the time and place for
opening and considering bids on a sand spreader in accordance
with the advertisement published in the North Hennepin Post on
November 23. The following bids were opened and considered:

The bid submitted by the Ziegler Company was ruled as not
meeting specifications in that it was of the portable type and
powered by an independent gasoline motor, rather than being -of
the hydraulic or power takeoff type. After discussion of the
bids submitted in compliance with specifications, motion by
Stark seconded by Reiss carried to accept the low bid of the
Rosenwald -Cooper Company for one model W.R. sand spreader,
mounted on Village truck, lo.b. Golden Valley, at a total price
of $657.00.
Highway orders No. 20680 and No. 20681 from the Commissioner
of Highways were read approving designation as State Aid Roads
that portion of Winnetka, Avenue from Sixth Avenue North to
Wa6yze,ta Boulevard, and Turner's Cross Road from Trunk Highway
100 to Wayzata Boulevard.
The Commissioner of Registration presented a tabulation of
election results for the election held on December 5:

Motion by Reiss seconded by Stark carried to certify the re-
sults as stipulated by the Commissioner of Registration and to
declare the candidates receiving the greatest number of votes
elected to the respective offices.
Motion by Reiss seconded by Putnam carried to approve
the request of the Northern States Power Company to.erect two
poles on 19th Avenue and Minnesota. Western crossing, Der re-
quest and plans on file.
Discussion was held on the feasibility of obtaining a
private accounting firm to conduct an audit of the Village
financ:bl records for the years 1949 and 1950. Council instructed
Terzich to contact several reliable accounting firms and to,
report his findings to the Council at its next meeting on Decem-
ber 19.

Messrs. Floyd Arms, Don Palmer and others of Glenview
Terrace requested the Council's consideration of bus routing
through Glenview Terrace in accordance with the letter of
November 27 from Hr. Arms. Terzich said he hed'discussed the
matter with the village engineer, who had indicated that 4he
26th Avenue N. and Zenith Avenue were in such condition as to
allow bus service the year round. Motion by Reiss seconded by
Pinch carried authorizing the use of streets in Glenview Ter-
race for bus routing, with the suggestion that the Forth Henne-
pin Transit Company cooperate with the Village in routing
buses on 26th avenue and Zenith Avenue only if necessary during
the spring breakup, using Xerxes Avenue on occasion if the
condition of Zenith Avenue requires, and authorizing Terzich
to contact the bus company informing them of the discussion
held by the Council on this matter.
Mr. Harry Hamman,.plumbing inspector, inquired of the
Council what action to take against persons not complying with
written demand that they construct sanitary facilities in ac-
cordance with accepted standards. Council indicated that the
inspector take any action necessary in accordance with the
plumbin§ ordinance. Mr. Homan also informed the Council that
he had checked again for sewage overflow along Meadow Lane,
and that, in his opinion, the matter was now taken care of
completely.
Mr. Kane and Terzich reported verbally to the Council on
their meeting with Glendale residents on Friday, December 1.
The Council concurred that that part of Natchez Avenue adjacent
to the lake would be considered as a separate project due to
the excessive cost that would result in constructing a suitable
road bed,'and that such costs would be assessed directly against
the benefitted lots.
The question of plowing streets in,Shangri-La was discussed.
Terzich indicated he had had several requests from residents in
that area'for the plowing of those streets. Council concurred
in stating that in view of the status of this addition, little
if any snow plowing should be done except in emergency conditions.
Chief McGinnis requested that the Council consider i,in-
crease in -pay for Patrolmen Glenn Rye. Motion by Reiss seconded
by Stark carried to increase Officer Rye's salary from $225.00.
per month to $245;00 per month, effective December 1, 1950.

The Council discussed the feasibility of investing funds
In federal savings and loan associations. Motion by Putnam
seconded by Stark carried that $10,000 be invested in each
of the following three firms: Northwestern Federal Savings
and Loan Association, Minnesota Federal Savings and Loan As-
sociation, and Twin City Federal Savings and Loan Association,
all of whom are members of the Federal Deposit Insurance Corp.;
and that the Mayor, Clerk and Treasurer be authorized to open
these accounts.
Motion by Reiss seconded by Stark carried to approve the
