The Village Council of the Village of Golden Valley,
Minnesota, met in regular session in the Village Hall in
said Village on March 20, 1951, at 7:30 otclock p.m.
The following members were present: Pinch, Putnam and
Stark, and the following were absent: Reiss and Stasel.
In the absence of Magor Stasel, Meting Mayor Pinch presided.
Motion by Putnam seconded by Stark carried to approve
the minutes of the March 6 meeting as read.
Letter of February 14 from the Planning Commission was
read suggesting establishment of a 300 ft. setback for com-
mercial development along the Belt Line, and suggesting con-
sideration be given to raising the standards of the building
codes to assure reasonable standards of construction, which,
in turn, would prevent mass construction of low cost pre-
fabricated dwellings.- Terzich was instructed to obtain further
data on the size of permits on small homes issued in the last
two years and also to contact neighboring communities for
their minimum requirements.
Letter of March 13 from the Planning Commission was read
recommending the subdivision of the south 180 ft. of Lot 64,
Auditor's Subdivision 330, into two 90 ft. lots, as requested
by Mr. Morgan Johnson. The letter also recommended the ap-
proval of constructing a 75 ft, turn -around on Lots 13 and 14,
Block 4, Glendale Addition, in accordance with the request of
the Glendale Improvement Association, and stipulated other
general requirements prior to the blacktopping of other
streets in Glendale.
Hearing was held on the request of Morgan Johnson to sub-
divide his 180 ft. lot in Auditorts Subdivision 330. Motion
by Putnam seconded by Stark carried to concur in the Planning
CommissionIs recommendation to subdivide the south 180 ft. of
Lot 64, Auditorts Subdivision 330, into two 90 ft. lots.
Letter of March 6, 1951, was read in which Dr. Proffitt
resigned as health officer for the Village of Golden Valley.
Motion by Putnam seconded by Stark carried to accept Dr. Prof-
fitt's resignation.
Motion by Putnam seconded by Stark carried to increase
the general liability policy No. GLA 8556 to $50,000 each
person, $100,000 each occurrence bodily injury, at an in-
crease of $9.63 for the balance of the policy.
Council discussed the proposal submitted by Suburban
Sanitation Service on garbage disposal for the Village of
Golden Valley in which they requested an exclusive franchise.
The Council discussed the various matters presented, along
with a comparison made of practices in -other suburban com-
munities. The matter was postponed for discussion at some
future date.

Letter was read dated March 18 from Mrs. Marg Johnston
requesting permission to play Bingo at the annual blind
benefit ball on April 7 at the Golden Valley Golf Club.
Letter was placed on file.
The Council discussed a policy to be established re-
garding outdoor advertising signs on Wayzata Boulevard. It
was pointed out that Wayzata Boulevard will be completed
this year as a beautified highway and that very few signs
exist along the Boulevard within the limits of Golden Valley.
Motion by Putnam seconded by Stark carried instructing the
building inspector nbt to issue any more outdoor advertising
permits along Wayzata Boulevard and to order the removal of
existing signs along Wayzata Boulevard by October 1, 1951.
Motion by Putnam seconded by Stark carried to grant re-
newal of the following licenses per applications and bonds
on file:
