Pursuant to due call and notice thereof, a regular meet-
ing of the Village Council of the Village of Golden Valley,
Hennepin County, Minnesota, was duly held at the Village
Hall in said Village on the 17th day of April, 1951,'at 7:30
o'clock P.M.
The following members were present: Pinch, Putnam,
Reiss, Stark, Stasel, and the following were absent none.
Motion by Reiss seconded by Pinch carried to approve the
minutes of the April 3 meeting as read.
Mr. T. J. Evenson explained the mechanics of establishing
a P.I.R. Fund and the processes involved in making use of
this fund for various improvements. He stated that it would
require a vote of the people to establish the fund.. After
discussion, the Council indicated it would give further thought
to the matter.
Mrs. Anna Etzler requested correction in the assessment
of unplatted property south of Spring Green Addition, in
particular the 70t assessed at the and of Radisson Road.
The Council referred the matter to the village attorney for
advice on procedure in making the correction. (Street
Improvement No. 13.)
Mr. Charles H. Morrison requested permission to move a
trailer sales office from 54.6 Wayzata Boulevard to 6530 Way-
zata Boulevard. Motion by Reiss seconded by Stark carried
authorizing the building inspector to issue a permit to move
the office building to the above location.
Mr. Charles Johnson appeared to request reconsideration
on the soft drink license for the root beer stand at 780. Sixth
Avenue N. It was pointed out that this license was granted
in 1949 and 1950 on a yearly basis only. Motion by Reiss
seconded by Stark carried to reconsider the request and to
grant the soft drink license to Mr. Johnson. upon vote being
taken, the following voted YES: Reiss, Stark; and the follow-
ing voted N0: Pinch, Putnam, Stasel. Motion not carried.
Motion by Putnam seconded by Stark carried to place an
® advertisement in the North Hennepin Post for bids for a new
police car to be opened at the May 1 meeting.
Mr. M. A. Hetland, chairman of the Meadowbrook School
Board, explained the need for expanding playground facilities
at Meadowbrook School. He suggested the possibility of
vacating Turner's Cross Road from Glenwood Avenue northerly
to the railroad -tracks. Mr. Jerry Cramer and Mrs. Anna
Etzler were present and objected to vacating that portion of
Turner's Cross Road as it would detract from their businesses
at the corner of Turnerts Cross Road and Wayzata Boulevard.
,Also.considered were possibilities of erecting traffic signals,
stop signs, erecting an underpass under Turnerts Cross Road
as a means of traffic safety. The matter was left open for
future consideration.
Motion by Reiss seconded by Stark carried to authorize
the building inspector to issue a permit to remodel an office
building located on the Jerry Cramer property.
The Clerk presented preliminary plans for a street im-
provement within the Village, prepared by the engineer for
the Village, and said engineer's estimate of the cost of this
improvement, which were examined by the Council, approved,
and ordered fi led.
Member Reiss introduced and read the following written
resolution and moved its adoption:
RESOLUTION PROVIDING FOR PUBLIC HEARING ON
PROPOSED STREET IMPROVEMENT
BE IT RESOLVED, by the Village Council of the Village of
Golden Valley, Minnesota, as follows:
1. In conformity with the provisions of Chapter 119,
Session Laws of Minnesota, 1949, this Council proposes to
construct a street improvement within the Village, as stated
in the form of notice included in paragraph 3 hereof.
2. This council shall meet,at the time and place speci-
fied in the form of notice included in paragraph 3 hereof for
the purpose of holding a public hearing on the proposed street
improvement as therein described.
3. The Clerk is authorized and directed to cause
notice of the time, place and purpose of said meeting to be
published for two successive weeks in The North Hennepin
Post, being the official newspaper of the Village, the first
of such publications to be at least 14 days, and the second
at least 7 days, before the date of such meeting and public
hearing. Such notice shall be in substantially the following

OF PETITION FOR A STREET IMPROVEMENT
BE IT RESOLVED BY THE 'Village Council of the Village of
Golden Valley, Minnesota, that the petition heretofore pre-
sented to this Council for the construction of an improvement
in the Village located in the streets described below and
consisting of by establishing and changing the grade thereof,
opening, grading, and gravelling the same, and making such
changes in surface drainage as may be found necessary, and
providing ways and means for the disposal of surface water,
and installing such curb and getter as may be found neces-
sary, is hereby found, determined and declared to be signed by

Petition was presented for the improvement of streets
in Shangri La by grading,Igravelling, erection of bridges and
taking care of drainage, The Council discussed the various
problems -relating to this area and instructed Terzich to call
or otherwise notify the petitioners to attend the next meet-
inghon May 1 to discuss these various points before further
processing of the petition.
Motion by Putnam seconded by Reiss carried to approve
the request.of the Northwestern Bell Telephone Company to
place buried cable in Sunset Ridge east of Natchez Avenue per
plans on file.
Motion by Putnam seconded by Reiss carried to approve
the continuation of the bond for Terzich.
Motion by Pinch seconded by Putnam carried to accept the
Planning.Commission's recommendation of Lee Avenue North and
Hampton Road as street names in the new Crowl Addition, with
the suggestion that the proposed name of Merribee Drive be
changed to a more acceptable name.
Letter of April 2 from the Golden Valley Golf Club
indicating their dateas for bingo games was read and placed on
file.
Stanley Kane, secretary of the Commercial Club$ stated
that the Commercial Club and Civic League were sponsoring the
Lilac Dag Ball on May 22 at the Golden Valley Golf Club and
that a bingo gage would be held on that date. A formal letter
of application will be presented.
Motion by Pinch seconded by Stark carried that hereafter
all bingo requests be handled administratively.
Motion by Putnam seconded by Reiss carried to grant the
following licenses per applications on file:

Motion by Reiss seconded by Pinch carried to accept deeds
for parts of Tots 13 and 1140 Block 4. Glendale Addition, for
the construction of a turn -around in accordance with previous
agreements reached with Mr. Burr Markham when the original
petition was presented.
Letter from Mrs. Raymond resigning as secretary of the
'Nater Commission was read. Council postponed action until
next meeting pending clarification of the matter.
Discussion was held regarding several details of the
plans for remodeling the village hall. It was agreed to use
fibre lite for the ceiling on the second floor and eemesto
hardboard for walls on the first floor and to approve several
other suggested changes as indicated on the tentative plans.
Motion by :Stark seconded by Putnam carried to grant
$40.00 extra compensation to Terzich for extra work performed
during the heavy snow period of the last winter.
Motion by Putnam seconded by Reiss carried to authorize
issuance of a check in the amount of $10.00 as refund on the
soft drink license fee paid by Mr. Charles Johnson for the
Johnson and Howard rootbeer stand.
