Pursuant to due can and notice thereof, a special
meeting of the Village Council of the Village of Golden
Valley, Minnesota, was held at the Village Hall in said
Village on July 31, 1951s at 7:30 otclook P.M.
The following members were present: Putnam, Reiss,
Stark,"Stasel, and the following were absent: Pinch.
The Magor announced the receipt of an affidavit of pub-
lication from the North Hennepin Post announcing a meeting
of the Village Council to be held on July 31 to eonsider
changes in an amendment to the zoning ordinance of Golden
Valley, said announcement being published on July 3 and
July 12, 1951. The Mayor announced that the hearing was
now open to consideration of the proposed amendments to the
zoning ordinance.
Trustee Pinch is confined at the Glen Lake Sanitarium
and Trustee Reiss stated that he would be on his -vacation
at the time of the next meeting on August 7, 1951.
Motion by Reiss seconded by Stark carried to give a
first reading of an ordinance entitled "AN ORDINANCE AMEND -
IPTG THE ZONING ORDINANCE OF GOLDEN VALLEY, CHANGING CERTAIN
AREA REQUEREMENTS, DEFINING 'DWELLINGS-- MULTIPLE',, W.-.
REGULATING THE SAME." The village attorney. read and ex-
plained the proposed amendments to the zoning ordinance.
Mr. Fred Held raised the question on the advisability of
limiting multiple dwellings to the commnity store district..
stating that it would be advisable also to designate some
other areas that might be suitable for multiple dwellings.
He also inquired into the necessity of the requirement for
platting,as proposed in the amendments# before a community
store district would be approved for a multiple dwelling
development.
Motion by Reiss seconded by Pbtnam carried that, due
to the existence of an mm-wgency, the second reading of an

The village attorney-gave_a second.reading of -the ordinance.
Motion by Reiss seconded by Putnam carried to adopt the
ordinance as read an�to order its publication.

Motion by Reiss seconded by Stark oarried.to give_a
first reading to "AN ORDINANCE AMENDING THE BUILDING CODE
OF THE VILLAGE OF GOLDEN VALLEY AND ESTABLISHING CERTAIN
TOTAL FLOOR AREA REQUIREMENTS." The village attorney gave
the first reading of the ordinance and explained its ap-
plications. Motion by Reiss seconded by Stark carried that,
due to the existence of an annrgency, the second reading be
given to "AN ORDINANCE AMENDING THE BUILDING COLE OF THE
VILLAGE OF GOLDEN VALLEY AND ESTABLISHING CERTAIN TOTAL
FLOOR AREA REQUIREMENTS." A second reading of the•ordinance
was given by the village attorney. Motion by Reiss seconded
by Stark carried to adopt the ordinance as read and to order

The changes adopted for the zoning ordinance were in
accordance with the recommendations of the Planning Commis-
sion as discussed and adopted at their meeting held -on
June 28, 1951, and as submitted to the Village Council in
their letter dated'July"-3. The changes in the building code
as adopted by the Council are in accordance with the recom-
mendations made by the Planning Commission as outlined by' -
their ordinance committee in its letter of May 10, 1951, and
presented to the Village Council for its consideration at
the may 15 meeting.
Discussion centered on the drainage problem on the
southwest corner of Glenwood Parkway and Olson Highway. A
meeting was called for on Saturday, August 4, at 9.00 a.m.
at the site with the village engineer, administrative assis-
tant, and interested parties to be present.
Motion by Reiss seconded by Stark carried to•grant the
following licensd per application on file;

Mr. E. E. Crowl presented a mounting of the final plat
for Merribee Hills Addition. He was informed that a bond to
guarantee completion of the roads would be necessary before
final approval. Motion by Reiss seconded by Stark carried
instructing the administrative assistant and village engineer
to check a profile of the road, upon its reeeipt'from Mr.
Crowl, and to set the amount of the bond required to guaranty
completion of the road; and that the administrative assistant
contact Mr. L. Z. Carlson for receipt of a letter from him
guarantying the dedication of the northerly 30 feet of
Hampton Road and indicating that he will grade this portion
of the road to the same elevation as that established on
Crowlts Addition. Subject to these conditions, the Council
indicated its assurance that it would approve the final
Merribee Hills plat.
Motion by Reiss seconded by Stark carried to order
immediate payment to F. 0. Tessem in the amount of$8977-36
for work done on Fund No. 14.
Motion by Reiss seconded by Stark carried to order
immediate payment to F. 0. Tessem in the amount of $6226.64
per estimate prepared by the village engineer for Fend No.

Motion by Reiss seconded by Stark carried to order
mediate pa'yment to Armel Construction Co. in the amount
of $3056.88, in accordance with the engineerts estimate
for Fund 13.
Motion by Reiss seconded by Stark carried to set the
assessorts pay the same as in 1950s which was $7.50 per
day for a maximum of 120 days.
Motion by Reiss seconded by Putnam carried t6 disapprove
the request of Westview School for use of the Village Hall
as a school room due to the traffic hazard in front of the
Hall,and also due to the noise that would be created for
the tenants and lack of proper facilities.
Motion by Reiss seconded by Stark carried to deny the
request of the Congdon Cleaners for use of the root beer
stand as a pickup station.
Letter of July 30 from the City of Robbinsdale pertain-
ing to 26th Avenue N. drainage was read.._ The village
engineer was present and stated that the surface water on
the Robbinsdele side of 26th Avenue is causing the trouble
and therefore the solution is primarily one for Robbinsdale
to handle.
Motion by Stark seconded by Putnam carried to adjourn
to the August 7 meeting.
