December 51 1951
Pursuant to due call and notice thereof, a regular
meeting of the Village Council of the Village of Golden
Valley, Minnesota, was duly held at the Village Hall in
said Village on December 5, 1951, at 7:30 o'clock P.M.
The following were present: Pinch, Putnam, Reiss,
Stark, Stasel, and the following were absent: none.
Motion by Putnam seconded by Pinch carried to approve
the minutes of the November 20 meeting as read.
Viggo Olsen presented a mounting for the Olsen Manor
Subdivision. The mounting was complete and in accordance
with changes suggested at a previous meeting with reference
to water easements and utility easements and rounding of
street corners. A profile of the road was also presented.
Motion by Reiss seconded by Stark carried to accept the
plat of the Olsen Manor Addition subject to the village
engineers approval of the road grade and profile, which
grade will be corrected in the spring by Mr. Olsen if it
is deemed necessary; and to authorize the Mayor and Clerk
to sign the mounting and to have it delivered to Mr. Olsen
after approval by the engineer as to road grade, subject
to obtaining a writtencommitment from Mr. Olsen to guarantee
proper completion of the streets in the spring if the vil-
lage engineer indicates that some corrections may be necessary.
Putnam reported on the meeting held in the Robbinsdale
City Hall on November 28 at which representatives of several
surrounding communities discussed the possibility of taking
joint action in the matter of employing a dog catcher and
establishing dog pounds. Putnam stated that a committee
had been selected to study the problem and that a further
report would be made at some later date.
Matter of discussing County Ditch No. 18 by representa-
tives of Robbinsdale, Crystal and Golden Valley was deferred
to a later date to be determined by the three communities
and Mr. Zimmerman, county engineer.
The Council discussed the October 19 letter from Robert
Fitzsimmons, county auditor, regarding tax assessments in
rural Hennepin County. Motion by Pinch seconded by Putnam
carried authorizing Terzich to notify the county auditor
of the Councilts willingness to attend a meeting on this
matter whenever the county auditor may call such a meeting
of rural Hennepin communities.
The Mayor called the Council to order as a canvassing
board. The commissioner of registration presented a tabula-
tion of election results for the election held on December 4:

Motion by Reiss seconded by Pinch carried to certify the
election results as listed by the commissioner of registra-
tion and to declare the candidates r6ceiving the greatest
number of votes elected to the respective offices.
Terzich relayed the information presented by Rosenwald -
Cooper on the cost of installing the school traffic signal
at Oak Grove School. Total cost was $571.05, of which the
County Board agreed to pay one-half, and question was raised
concerning payment of the other half of the bill. Motion by
Reiss seconded by Pinch carried that the Village, as a
general policy, refuse to pay any part of the cost of instal-
lation of school traffic signals at the Oak Grove School or
other schools.

activities. The letter also indicated the desirability
of obtaining a dump truck and one employee for park mainten-
ance purposes. Council indicated it would give further
consideration to the matter at the time allocations are
made.
Letter of December 4 from FHA calling a meeting on
December 7 was read. The purpose of the meeting was to dis-
cuss the matter of road conditions in the new subdivisions
throughout the suburban communities. Council designated
Terzich to attend this meeting on behalf of the Council.

Putnam explained a discussion held with Mr. Pankonie
regarding the acquisition of a small triangular piece of
property at the north end of Spring Valley Road at its
intersection with Golden Valley Road. Putnam reported that
Pankonie had indicated he had set a price of 4250 for the
parcel and had also expressed concern on diminishing the
property to the extent that it would be less than present
minimum requirements for a building site. Council indicated
that the matter of area requirements for a dwelling site
could readily be resolved. Motion by Pinch seconded by
Stark carried authorizing Terzich to offer up to $150 for
the purchase of the property and to report at the next meeting.
Terzich explained the proposed dismissal of fourteen
county sheriff's deputies as of January 1. Motion by Stark
seconded by Pinch carried that Terzich write a letter on
behalf of the Village Council to the proper County officials
urging continuation of the present deputy force due to its
necessity in adequately patrolling the suburban area.
W. A. Moes was present and explained the increased in-
surance on the Village Hall and the desirability of writing
the insurance on a five-year basis and 80% co-insurance.
On further discussion of the matter, Council requested that
Mr. Moes prepare a five-year policy, 80% co-insurance, in
the amount of $12,000 to cover the Village Hall effective
with date indicated on the present binder.
Mr. Stasel requested that he be excused from the meeting
as he had an out-of-town appointment. Mr. Pinch assumed
chairmanship of the meeting.
Mrs. Vroom, director of nursing services for rural
Hennepin County, and Mrs. Oades, nurse, gave various data

pertaining to the work being done by the county nurses and
the need for the continuation of this service after
January 1. They requested that the Village Council consider
favorably the allocation of funds towards the maintenance
of this service. It was indicated that approximately
$60,000 was necessary to continue the department and that
some communities were levying one, two or three mills and
others were levying on the basis of approximately 37� per
capita based on the 1950 census. After detailed discussion,
the Council indicated it would consider the matter further
at its next meeting.
A large delegation was present from Noble Grove in
regard to the condition of the roads. Suggestion was made
that a better base be prepared at an estimated cost of ap-
proximately 45� per foot, which would be assessed against
the benefited properties. Suggestion was also made that
Craig prepare a cost estimate for stabilized base and also
for whatever excavation may be necessary before stabilizing
the base in order that the road would be properly graded
wherever it was necessary to do so.
Motion by Putnam seconded by Reiss carried to approve
the change in location of the restaurant being constructed
by Valley Associates at Olson Highway and the Belt Line
according to plan presented, and also to approve the modi-
fication in plans as presented.
Motion by Putnam seconded by Stark carried authorizing
Terzich to request the Northern States Power Company to make
a survey of the Village for the installation of additional
street lights amounting to approximately $1000 for installa-
tion sometime early next year.
Motion by Putnam seconded by Reiss carried authorizing
the treasurer to invest $90,000 in six -months United States
Treasury Certificates of Indebtedness maturing June 30, 1952.
