January 3, 1952
Pursuant to due call and notice thereof, a regular
meeting of the Village Council of the Village of Golden
Valley, Minnesota, was duly held at the Village Hall in
said Village on January 3, 1952, at 7:30 o'clock P.M.
The following were present: Pinch, Putnam, Reiss,
Stark, Stasel, and the following were absent: none.
Motion by Pinch seconded by Stark carried to approve
the minutes of the December 18 meeting as read.
The Mayor recommended the appointment of Stanley Kane
as village attorney. Motion by Pinch seconded by Putnam
carried to confirm the Mayor's appointment of Mr. Kane.
The Mayor recommended the re -appointment of M. K. Pat-
terson to a three-year term on the Planning Commission and
the appointment of John R. Borchert, Dudley Hall, Robert
Raugland and Mark Mattison to three-year terms, all expiring
December 31, 1954- Motion by Putnam seconded by Pinch car-
ried to confirm the appointments made by the Mayor.
The Mayor recommended reappointment of J. Gordon Boyer
to a three-year term on the Park Board expiring December 31,
1954• Motion by Reiss seconded by Putnam carried to confirm
the reappointment of Mr. Boyer.
The Mayor recommended the reappointment of E. George
Minder as village engineer. Motion by Reiss seconded by
Pinch carried to confirm the reappointment of Mr. Minder.
The Mayor recommended the appointment of Lee Schreiner
to a three-year term on the Civil Service Commission to
expire December 31, 1954- Motion by Stark seconded by
Reiss carried to confirm the appointment of Mr. Schreiner to
the Civil Service Commission.
The Mayor recommended the reappointment of Lester
Elstad as electrical inspector for 1952 and continuation of
the fee at 60% of the permit fees collected. Motion by
Reiss seconded by Putnam carried to confirm Mr. Elstad's
reappointment.
The Mayor recommended reappointment of Harry Hamman as
plumbing inspector for 1952 and continuation of the fee at
75% of the permit fees collected. Motion by Reiss seconded
by Pinch carried to confirm Mr. Hamman's reappointment.
The Mayor recommended reappointment of Louis Terzich
as building inspector. Motion by Reiss seconded by Putnam
carried to confirm the appointment.

The Mayor recommended reappointment of Dr. Alton Olson
as health officer for the year 1952. Motion by Reiss seconded
by Pinch carried to confirm the reappointment.
The Mayor appointed the following to Council committees:

Motion by Reiss seconded by Pinch carried to confirm the ap-
pointments to Council committees as outlined by the Mayor.
The Mayor designated W. E. Pinch as Acting Mayor for
1952 when the Mayor is absent.
Motion by Putnam seconded by Reiss carried to set the
salary of Chief McGinnis at 4321.00 per month for 1952.
Motion by Putnam seconded by Reiss carried to set the
salary of Patrolman Frandsen at $297.00 per month, Officer
Rye at $286.00 per month, and Officer Stein at 4275.00 per
month, and t'aat the work hours per week remain at 48 hours.
Motion by Pinch seconded by Reiss carried to set the
salary for Street Foreman Denzin at 4326.00 per month and
for Marvin Schuller at 4275.00 per month, and for truck
drivers, as needed, at 41.53 per hour.
Motion by Putnam seconded by Pinch carried setting
the salary for Mary Raymond at 4226.00 per month.
Motion by Putnam seconded by Pinch carried to set the
salary for the Administrative Assistant at 45000 per year,
plus $50.00 per month car expense allowance.
Motion by Pinch seconded by Reiss carried to restore
the salaries of the council members to that provided by
statute, as follows:

It was indicated there was some question as to the exact
size of this parcel, and upon further discussion, Terzich
was authrozied to request the county surveyor's office to
make a survey of this parcel prior to any further negotiations
with Mr. Pankonie.
Mr. Stasel reported on a meeting held recently in
Minneapolis on the county nurses program. Mr. Stasel indi-
cated he was to attend a meeting to be held at the Robbins -
dale City Hall on the nursing program and that a further
report would be made at the next meeting.

the insurance policy submitted by Anchor Casualty Company
adding $12,000 insurance coverage for the Village Hall, and
to authorize the co-insurance clause. A3 09

Terzich explained the discussion held at the meeting
at Robbinsdale City Hall pertaining to the proposed weed
control program. It was indicated it was proposed to appoint
one weed inspector for Plymouth and New Hope Townships,
the Villages of Golden Valley, Brooklyn Center and Crystal,
and the City of Robbinsdale, and that by the proper operation
of this program the inspection work would cost the village
less money as compared with previous years. Motion by Putnam
seconded by Reiss carried to authorize Terzich to commit the
Village of Golden Valley to agreement to the general plan,
and that the selection of the weed inspector be discussed
with Trustee Reiss as to qualifications for the job.
Letter of January 2 from Sheriff Ryan was read pertain-
ing to the action of the Village Council in making the re-
quest of the County Board that the fourteen county deputies
be retained. Sheriff Ryan indicated his office was continuing
to do everything possible to retain the fourteen deputies
who otherwise would have to be dropped from the force as a
result of past legislative action.
Police Department reports for the month of December
were referred to Reiss for review and report at the next
meeting.

The village engineer presented a profile check made of
the streets in the Olsen Manor Addition. It was indicated
that there might be some slight change necessary in the final
grading to be done next spring. Motion by Pinch seconded by
Reiss carried to accept the Olsen Manor plat, with changes
as shown on the profile by the village engineer, and authoriz-
ing the Mayor and th.e Clerk to sign the mounting subject to
a written statement being presented by Viggo Olsen guaranteeing
to place the street at the grade as shown on the engineer's
profile and otherwise to properly shape and grade the entire
street sometime early in the spring of 1952.
Letter of December 28 from the Regional Salvage Division
of the Department of Commerce pertaining to tin can collection
program was read and discussed.
Card was read setting hearing for Suburban Hennepin
County Relief Board meeting in Hopkins January 9, 1952.
Trustee Reiss indicated he would attend the meeting.
Matter of placement of radio towers in residential dis-
tricts was discussed briefly, in view of the fact that a
tower for an amateur radio operator was proposed for erection
in South Tyrol Hills. The matter was deferred pending
further discussion by Mr. C. A. Hendrix, the individual who
proposed to erect a tower.
