Pursuant to due call and notice thereof, a regular meet-
ing of the Village Council of the Village of Golden Valley,
Minnesota, was held at the Village Hall in said Village on
April 15, 1952, at 7:30 o'clock P.M.
The following members were present: Pinch, Putnam,
Reiss, Stark, Stasel, and the following were absent: none.
Motion by Pinch seconded by Putnam carried to approve
the minutes of the April 1 meeting as read and amended.
Motion by Putnam seconded by Pinch carried to give the
first reading to an ordinance entitled "AN ORDINANCE
REGULATING TRAFFIC, PROHIBITING STOPPING OR PARKING IN
SPECIFIC PLACES, AND ESTABLISHING 'NO -PARKING' ZONES IN THE
VILLAGE OF GOLDEN VALLEY AND PROVIDING PENALTIES FOR THE
VIOLATION THEREOF." The first reading was given to the
ordinance.
Mr. Jack Liemandt, 8 June Avenue N., requested village
cooperation in correcting the drainage problem in front of
his property. Motion by Putnam seconded by Pinch carried
that Minder, Pinch and Terzich investigate the matter and
determine what action the village can take to correct the
problem.
Messrs. Hipp and Kingsley presented a corrected drawing
of Graceful Addition, north of Golden Valley Road and west
of the Belt Line. Mr. Pierson, owner of property immediately
west of the point where the new proposed road would intersect
St. Croix Avenue, requested that he be given consideration
to establish three lots fronting on St. Croix Avenue, said
lots to be 88 ft., 88 ft. and 90 ft., with a setback of 19 ft.
west of the new road, because he was giving 40 ft. of his
property for the,new road. Motion by Putnam, seconded by
Reiss, carried, to grant preliminary approval to the Grace-
ful Addition plat per plan submitted as of this date.
Mr. M. K. Patterson of the Minneapolis Gas Company re-
quested withdrawal of his request to postpone publication
of the new ordinance passed by the Council at its April 145
meeting to rezone approximately 23.8 acres located south of
Golden Valley Road and west of the Minneapolis, Northfield
and Southern Railway tracks. Motion by Reiss seconded by
Pinch carried to order publication of the ordinanceEkZ8 n4DINANC19
at the April 1 meeting, in accordance with the Gas9;y' J41
request.
Mr. F. W. McCullough presented a plat of the McCullough
Addition located on Block b, Yarnall's Golden Valley Outlots.
Letter of April 15 from the Planning Commission was read
which recommended the approval of the proposed plat subject

to several specifications. Mr. McCullough stated that he
intended to sell the north 112 ft. of his property,from
the west line to a point where it intersects Lot 7 of
his proposed plat, to the property owner of Block 5, and
to acquire 10 ft. of the northerly portion of Block 7.
The Council suggested that a 60 ft. right of way be
dedicated to the village for road purposes immediately in
front of the proposed Lot 7 in order that the easterly
portion of the proposed road could be extended northerly
at some future date, when the adjoining property may be
developed. If the 10 ft. -strip from Block 7 cannot be ac-
quired, the entire plat is to be moved northerly and the
112 ft. strip would then become a portion of the road
right of way, with the northeast corner of the proposed
road still to be dedicated for possible future extension.
Motion by Reiss seconded by Putnam carried to grant pre-
liminary approval to the McCullough Addition in accordance
with the discussion; and that if the 112 ft. strip of the
northerly edge of Block 6 is sold to the owner of Block 5,
this strip be combined with Block 5 so that any frontage
on the proposed street shall include a portion of the 112
ft. strip for lots facing the street on the north; that utility
easements be provided as necessary; that adequate drainage
be provided easterly towards Bassettls Creek preferably
along the private lane; and that the name of the street
within the addition shall be Brunswick Court and that a
suitable road profile be presented.
The Village Clerk presented petitions for the con-
struction of certain street improvements in the Village,
and affidavits of the circulators of said petitions attached
thereto, which were examined by the Council, approved and
ordered filed.
Member Reiss introduced the following resolution and
moved its adoption:
RESOLUTION DETERMINING SUFFICIENCY
OF PETITIONS FOR CERTAIN STREET IMPROVEMENTS
BE IT RESOLVED by the Village Council of the Village of
Golden Valley, Minnesota, that the petitions heretofore pre-
sented to this Council for the construction of certain
street improvements in the Village as set forth below and
consisting of the work indicated in each case, for each and
all of said petitions, are hereby found, determined, and de-
clared to be signed by property owners as stated in each
and all of said petitions and to be, each and all of them,
in all respects sufficient under the provisions of Minnesota
Statutes 1949, Section 429.19.

With reference to the separate petitions for improve-
ments indicated by numbers one (1) and two (2) and four (4)
to twelve (12) inclusive below, the proposed improvements
consist of establishing and changing the grade of the des-
cribed streets, opening, grading, and gravelling the same,
installing pavement of bituminous or other suitable material,
and making such changes in surface drainage as may be found
necessary, and providing ways and means for the disposal of
surface water, and installing such curb and gutter as may
be found necessary.
Description of Streets;
1. (a) Angelo Drive from the south line of Lot 20 southerly
to its terminus at the south lines of Lots 22 and 10,
Auditor's Subdivision 330, Hennepin County, Minnesota.
(b) Spring Valley Road from its intersection with
Angelo Drive to its intersection with Winsdale
Street, Auditor's Subdivision 330, Hennepin County,
Minnesota..

Winsdale Street from its intersection with Spring
Valley Road westerly to the east line of the east
90 feet of the west 190 feet of Lot 14, Auditor's

the railroad right-of-way.

The action for the adoption for the foregoing resolution
was duly seconded by Member Pinch, upon vote being taken
thereon, the following members voted in favor thereof:
Pinch, Putnam, Reiss, Stark, Stasel, and the following
voted against the same: none, whereupon said resolution
was declared duly passed and adopted, signed by the Mayor,
and his signature attested by the Clerk.
The Clerk presented preliminary plans for certain
street improvements within the Village, prepared by the
Engineer for the Village, and said Engineer's estimate of
the costs of each and all of said improvements, which were
examined examined by the Council, approved, and ordered
filed.
Member Reiss introduced and read the following written
resolution and moved its adoption:
RESOLUTION PROVIDING FOR PUBLIC
HEARING ON STREET IMPROVF24ENTS
BE IT RESOLVED, by the Village Council of the Village
of Golden Valley, Minnesota, as follows:
1. In conformity with the provisions of Chapter 119,
Session Laws of Minnesota, 1949, this Council proposes to
construct certain street improvements within the Village,
as stated in the form of notice included in paragraph 3
hereof.
2. This council shall meet at the time and place speci-
fied in the form of notice included in paragraph 3 hereof
for the purpose of holding a public hearing on the proposed
street improvements as therein described.
3. The Clerk is authorized and directed to cause notice
of the time, place and purpose of said meeting to be pub-
lished for two successive weeks in the North Hennepin Post,
being the official newspaper of the Village, the first of
such publications to be at least 14 days, and the second
at least 7 days, before the date of such meeting and public
hearing. Such notice shall be in substantially the follow-
ing form:

PROPOSED STREET IMPROVEMENTS
NOTICE IS HEREBY GIVEN that the Village Council of the
Village of Golden Valley, Hennepin County, Minnesota, will
meet on the 6th day of May, 1952, at 7:30 o'clock P.M., at
the Village Hall in said Village, at which time and place
a public hearing will be held on certain proposed improve-
ments on the streets described below, consisting of the
items set forth with reference to the respective streets

named below, in accordance with preliminary plans and esti-
mates now on file in the office of the Village Clerk.
With reference to the separate petitions for improve-
ments indicated by numbers one (1) to twelve (12) inclusive
below, the proposed improvements consist of establishing
and changing the grade of the described streets, opening,
grading, and gravelling the same, installing pavement of bitu-
minous or other suitable material, and making such changes in
surface drainage as may be found necessary, and providing
ways and means for the disposal of surface water, and install-
ing such curb and gutter as may be found necessary.

With reference to the improvement indicated by number
llF below, the proposed improvement consists of changing and
establishing the grade as necessary, repairing the surface
with bituminous or other suitable material, sealcoating,
and making such changes in surface drainage as may be neces-
sary in and on the street described below.
14. (a) Noble Avenue from 19th Avenue North (Golden Valley
Road) to 34th Avenue North.
All property within the Village which is benefited by
each of said improvements is proposed to be assessed for
each of such improvements as follows: All property abutting
on the above described streets and portions of streets and
all property directly, or indirectly, benefited by said im-
provements, or any of them, and, in the case of number 14.,
above, all property in Noble Grove, doodlawn Park, Yale
Garden Homes, and Golden Valley Gardens, or abutting on any
street located wholely or partially in Noble Grove, Wood -
lawn Park, Yale Garden Homes, andGolden Valley Gardens, or
bounding Noble Grove, Woodlawn Park, Yale Garden Homes, and
Golden Valley Gardens. All owners of such property are
hereby notified to be present at said public hearing and to
make known their objections to such proposed improvements,
or any of them, if any there be. Each numbered improvement
will be considered separately by the Council.

Letter of April 14 was read from Paul J. Schwartz for
claim in the amount of ��19.50 for towing and repair charges
occurring on April 12 on June Avenue North. Motion by
Reiss seconded by Putnam carried to disallow the claim.
A summary of the first quarter General Fund expenditures
in the Village was presented. The Mayor suggested that this
matter be presented again at the next meeting for discussion.
Letter of April 7 from Roy Haeg, supervisor of assess-
ments, was read in which the Board of Review meeting for
the Village of Golden Valley was set for Tuesday, July 1.
Motion by Reiss seconded by Pinch carried to have the Board
of Review meeting at 6:30 olcicok P.M., July 1, at the
Village Hall.
