REGULAR MEETING OF THE
VILLAGE COUNCIL
September 16, 1952
Pursuant to due call and notice thereof, a regular
meeting of the Village Council of the Village of
Golden Va=ley, Hennepin County, Minnesota, was held
at the Village Hall in said Village on the 16th day
of September, 1952 at 7:30 P.M.
The following members were present: Pinch, Putnam,
Reiss, and Stasel; and the following member arrived
after the meeting had begun: Stark.
Moved by Pinch, seconded by Putnam carried that the
minutes of the last meeting be approved as read.
Agreement between the City of Minneapolis and the
Village of Golden Valley relative to the Interconnection
of sewers: The Village Clerk presented the contract
required by the Cfty of Minneapolis to the Council. Action
deferred until the meeting of October 7, 1952.
Planning Commissionts recommendation re an independent
sewer survey: Mr. John Borchert, Secretary of the
CorrLnission, read his letter datedAugust 19, 1952 to the
Council and asked that the Council approve the general
plans contained in said letter. Moved by Reiss seconded
by Pinch carried that the Council approve the study at
a cost not to exceed y�200.00.
Westurban, relative to Park or Playground area: Mr.
Paul Enghauser appeared before the Council on behalf of
Enaco, Incorporated,and other property owners,and
explained that it would be difficult to allocate land for
such use inasmuch as four parties own portions of the
land being platted as Westurban-any allocation of land for
Park use would penalize one landowner to the benefit of the
other landowners. In addition the adjoining division
known as Shangri La has extensive park areas whicl-i may be
used by the residents of Westurban. The Council thereupon
waived the usual requirements for parks and playgrounds in
the plat of Westurban. The Village Engineer set performance
bond as required in minutes of September 2, 1952 , at
$5,500.00.
Overhead Bridge on TrunrIC Highway No.55: Mr. E.J.
McCatrey appeared before the Council on behalf of the
Minnesota State Highway Department and asked that the
Council approve the Departmentts plans for Bridge No.
6747, M.N. & So. Ry., S.P. 2723-05, Trunk Highway No.
55. Moved bz Pinch seconded by Reiss carried th�tthe
above mentioned plans be a -proved. Said plans are on
file in the office of the Village Clerk.

RESOLUTION AWARDING CONTRACT FOR
THE CONSTRUCTION OF CERTAIN STREET IMPROVEMENTS
Be it resolved by the Village Council of the Village of Golden
Valley, Minnesota, as follows:
1. It is hereby found determined and declared thatthe lowest
responsible bidders for the vv rk and materials for the
construction of the street improvements d3scribed immediately
above are as follows:

Village has recommended that said bids be accepted and said
bids are hereby accepted.
2. The Mayor and Village Clerk are hereby authorized and
directed to make and execute a contract on behalf of the
Sealcoating Sunset Ridge and Kyle Avenue curb and gutter:
The Mayor announced that this was the time and place for
opening and consideration of sealed bids for the patchinn;,
repairing , and sealco-�ting of the entire length of Sunset
Ridge and for the installation of curb and gutter(concrete)
in and on the following Street: Kyle Avenue North from
Culver Road to Elmdale Road (west side only) and also from
the corner of Kyle Avenue up the North side of Culver Road
half way to Lee Avenue and property owneaYon corner of Kyle
and Culver Road. The Clerk presented to the Council sealed
bids for the construction of said improvement, submitted in
accordance with said notice. Said bids were then opened,
publicly read, and considered,and the engineer for the
Village tabulated the total contract cost under the terms
of said bids in accordance withthe unit prices stated therein
and said bids were found to be as follows:

Member Reiss then introduced the following resolution and moved
its adoption:

Village in accordance with the terms of said bids,
when each of said bidders shall have furnished a bond
in the amount of the bid, conditioned as required by
law.
3. The Clerk is hereby authorized and directed to return
forthwith all cash deposits, bid bonds, or certified checks
furnished by other bidders, and to retain those furnished
by said contractors until the execution .-nd filing of said
contracts and bonds in his office.
The motion for the adoption cf the foregoing resolution was
duly seconded by Member Pinch, and upon vote being taken
thereon,all members voted in favor the--eof, whereupon said
resolution was declared duly passed and adopted.
Member Pinch asked the Council to determine what per
centage of the cost of seal coating Sunset Ridge is to
be paid by benefited property owners and how much is to
be paid out of general funds,and stated that in the past
the practice has been for the Village to pay one-third
of the cost of such work on the grounds that sealcoating
a street is at least partially road maintenance. The
Administrative Assistant was instructed to determine the
approximate oost of repair work performed on said road
this year, and to report such cost to the council at
the meeting of October 7, 1952•
opening France Avenue and Poplar Drive: Mr. A.M. Morstad
stated that t e estimate was erroneous in that he had
requested that poplar Drive be opened between Archibald
Avenue and France Avenue, then a road constructed north on
France Avenue, a. distance of 160 feet frorl,4here Poplar
Drive joins France Avenue. The Village Engineer stated
that his estimate as originally submitted would be
approximately X250.00 less, the total cost ofopening said
roads now being an estimated $2,840.00. Member Pinch
stated that the policy in Golden Valley was for dedicated
but not constructed roads to be constructed at the expense
of adjoining property owners, Mr. Morstad agreed to
present a formal petition to the Council at the meeting of
October 7, 1952.
Moved by Putnam, seconded by Reiss carried to authorize the
transfer of all licenses from Valley Associates, Inc., to Mr.
Michael Graeks subject to the payment of all fees.
Request for eJaiver of &abs• Moved by
Reiss seconded by Pinch carried to grant the request of Mr.
J.B. Heeter, 700 Winnetka Avenue South, to construct upon
Lot 1, Block 2, Baldwin'G City View an attached half -
bath and a garage per plans on file in the office of the
Village Clerk, said new construction reducing side lot
clearances to less than 15 feet.
Snow Plow Truck: Moved by Stark, seconded by Reiss,
carried that the Village of Golden Valley advertise for a

snow -plow truck according to specifications presented to the
Council by the Administrative Assistant.
Trustee Stark was instructez to present tothe Council a
statement of the financial condition of the Village of
Golden Valley.
Springy, Valley Drainage: The Village Attorney reported
that the nagens and the Le Noux have signed an easement
agreement which authorizes the construction of storm sewers
across their respective properties. Said AgreemenU was
filed in the office of the Register of Deeds on September
12, 1952, as document numbers27721859 and 2771772.
County Ditch No. 18. The Villlage Engineer submitted a
prol'ilmap of said ditch tracing the exact depth to which
the ditch will be dredged as agreed at the conference
referred to in the minutes of September 2, 192, The
engineer stated that t' -)e ditch will carry the same total
volume of water after dredging as befbre, but that the
drainage activities of Crystal and Robbinsdale, consisting
of the installation of large diameter pipe in the ditch,
and elsewhere, will result in water entering the ditch
to be dumped on Golden Valley Faster than in the past. The
Engineer recommended thatGolden Valley not do anything
insofar as the installati:_n of pipe goes until experience has
shown how Lrge a pipe is necessary to carry the water
through Golden Valley, The Village Attorney wasinstructed
to investigate the possibility ofeausing upstream property
owners to share in the cotit of constructinc• a pipe in
the County Ditch 18 when and if such a pipe becomes necessary.
Courtlawn Addition: Mr. Lester L. Elstad presented the
above named p a _to t -He Council for its consideration, the
Planning Commission havi_galready approved the plat. Action
deferred until the meeting of October 7, 1952.
Scheid Subdivision: Moved by Stark seconded b7 Reiss
carried to accept said plat subject to the posting of a
performance bond with the Village Clerk guaranteeing the all
roads in the subdivision will be brought to grade, the amount
of such bond to be determined by the Village Engineer. The
plat developers are also to correct the plat map to show the
Street known as Spring Valley Road as being 60 feet wide instead
of 45 feet, and also to shwo radii on certain street corinors.
Rent Control: Moved by Reiss seconded by Stark carried to
-dopt the fo- owing resolution:
W?3EREA3, existing federal rent control shall cease to be
in effect at the close of September 30, 1952, in the Village
of Golden Valley unless prior to September 30, 1952, t1aere
is adopted by r:zIsolution of the Village of Golden Valley's
governing body or by popular referendum in accordance with
local 7a1, 'a declaration that there exists a substantial
shortage of housing accomodations which requires the
continuation of federal rent control in the Village
of Golden Valley, and
WHEREAS, in recognition of the fact that there is
a substantial shortage of housing accomodations in the
Village of Golden Valley it is necessary that federal
rent control be continued in the Village of Golden
Valley beyond September 30, 1952;
THEREFORE, Be It Resolved by the City Council of the
Village of Golden Valley, County of Hennepin, the gov-
erning body of said incorporated village, on this 16th
day of September, 1952, as follows:
1. Pursuant to Section 204(f) of the Housing and Rent
Act of 1947, as amended, Public Law 429, 82nd Congress,
it is hereby declared that a substantial shortage of
housing; accomodations exists in the Village of Golden
Valley, Hennepin County, Minnesota., which requires the
continuance of federal rent contro'�_ ire paid Village
of Golden Valley, Hennepin County, Minnesota, beyond
September 30, 1952•
2. That the Village Clerk be, and he hereby is, directed
to transmit a certified copy of this resolution to Mr.
James McI. Henderson, Director of Rent Stabilization,
Washington 25, D.C.
Weed Inspector: The Council accepted the resignation
of Mr. John Myers as Weed Inspector for the Village
of Golden Valley. The &dministrative Assistant was
instructed to cause all weeds to be cut or sprayed
which the Hennepin County Weed Inspector finds
particularly obnoxious.

basis that said street is a heavily traveled street and
therefore the Village should assume a percentage of the
cost greater than the usual thirty per -cent.
Shell Oil Company Filling Station; Mr. Michael, Buck
representative of Sebco, Inc., presented plan for the N
construction of a Filling Station at 604 N c

authorize the construction of said filling station
according to sai plans.

Commission of the Village of Golden Valley.
