REGULAR MEETING
of the
VILLAGE COUNCIL
January 20, 1953
Pursuant to due call and notice thereof a regular meeting
of the Village Council of the Village of Golden Valley,
Hennepin County, Minnesota was held at the Village Hall
in said Village on the '0th day of January, 1953 at 7:30
P.M.
The following members were present: Foss, Rahn, Reiss,
Stark and Stasel; and the following were absent: none.
Moved by Rahn seconded by Reiss carried that the minutes
of the last meeting be approved as read.
Re: Increase in Suburban Natural Gas Rates: Mr Kenneth
B. Lucas, Manager, Suburban Division, Minneapolis Gas
Company, discussed the recent raise in rates and the
necessity for the raise with the Council and interested
persons in the audience. Mr. Rolf R. Isaacson, resident
of Golden Valley, protested the raise on behalf of herself
as a consumer and other persons not named. The Village
Attorney explained the 1938 franchise between the Village
and the Gas Company, and advised that inasmuch as the
franchise comes up for renewal in October of 1953 alleged
errors in the old franchise could be remedied in the new
franchise. It appearing from the attorneyts discussion
that active opposition to the raise would entail considerable
cost to the Village, for which the village is not financaly
prepared, member Rahn ~roved that the Administrative
Assistant be instructed to write a letter to the Gas
Company on behalf of the Vit Lage Council on behalf of
protesting citizens protesting the January 1953 increase
in natural gas rates. Member Rahn1s motion was seconded
by member Reiss, and upon vote being taken thereon all
members voted in favor thereof.
Etzlerfs Addition to Golden Hills: Mrs. Anna Held Etzler
pones t e Council to accept the plat of the above
named addition, said plat having been accepted by the
Planning Commission subject to proper drainage. Moved
by Stark seconded by Reiss carried that the Council grant
provisional approval of the plat, final approval to be
withheld until such time as Mrs. Etzler submits suitable
plans for the proper drainage of the area to which all,
or a major portion, of the property owners affected thereby
concur.
The Village Attorney called the attention of the
Council to the fact that provisional approval of the plat
should be based on the agreement and understanding of Mrs.
Etzler that the plat would not be finally approved until

all roads were built in accordance with Council
specifications and so accepted, or bond in a proper
amountfbr this purpose, be filed with the Council.
Mrs. Etzler stated her understanding of the requirement.
Semi -Annual Report of Park Board: The Administrative
Assistant read the report of t e Park Board dated December
27, 1952, for the period of July -December 1952. Moved by
Reiss seconded by Stark carried that the report be
accepted and placed on file.
Re: The Official Village� Newspaper: The Administrative
T'ssistaEF read theletterof January 20, 1953 of the
Suburban Press requesting that the Village Council
designate the Suburban Press as the Official Villa_;e
Newspaper. A representative of the North Hennepin
Post addressed the Counca requesting that the Council
continue the Post as the official newspaper. Moved
by Stark seconded by Foss that the action on the matter
ba deferred until the meeting of February 3, 1953•
Police Report: Member Foss presented his analysis of
police reports for the month of December, 1952• The
report was accepted by the Council. The Council approved.
J= a monthly police report form which condenses and
supplements information found in the daily log sheets of
the Police Department. The Council directed the Chief
of Police to submit the new report form, along with the
daily log sheets, to the Village Clerk's office on the
first day of each month. The Council -discussed Justice
of Peace .reports. It was decided that Justice reports
be submitted on the first day of each month to the Villa{;e
Clerk's office on a form which the Justice'of Peace are
to agree upon. The Administrative Assistant was instructed
to convey the above information to all parties concerned,
with the urgent request that they comply with the desires
of the Village Council.
Building and Zoning ordinance: The Village Attorney reported
TTaY he -p anned to with the Planning Commission on
February 13, 1953, for the purpose of discussing with the
Commission certain changes in the ;proposed ordinance. The
Council accepted the attorney's report, and deferred the
matter to the meeting of.February 17, 1953.
Re: Licensing Plumbers: Mr.
Harry Hamman, plumbing
inspector for
the Vi- age of
Golden Valley, asked the
Council for
a plumbing ordinance
which would require all
plumbers to
obtain a license
from the Village before
engaging in
work within the Village,
and that all sewer
diggers be
"likewise licensed
by the Village. Mr. Hamman
stated that
such an ordinance
would cause such workmen to
perform higher quality work,
and that under the present
ordinance his only recourse when a poor job is done
is against the property owner who cannot be held
morally responsible when a plumber or sewer digger
does a poor job, when he as plihmbing inspector should
be able to compel the plumber or sewer digger to
comply with village ordinances through a threat of
license revocation. Mr Hamman was instructed to obtain
data on such an ordinance and present 2; to the Village
Attorney, said attorney to present the Council with
a recommended licensing ordinance at the meeting of
February 17, 1953 -
Billboard Ordinance: The Administrative Assistant
was instructed to prepare a memorandum outlining all
past agreements with the Minnesota State Highway
Department regarding billboards together with an
analysis of the present ordinance for presentation to
the Council at the earliest possible time -
The, Mayor appointed a special committee consisting of him-
self, member Stark, and member Rahn to study #nd report
upon the matter of the Police Chief's recommendation for
a personnel commission dealing with ail Village
employees, member Rahnts recommendation that the Village
Hall be made Police Headquarters, and the recommendation
of the Administrative Assistant that the Council
consider a personnel ordinance, said report to be
submitted to the whole Council at the meeting of
February 3, 1953 -
Licenses for proposed -new Shopping Center: Member
Stark brought to the attention of the Council the fact
that certain persons are considering the construction
of a shopping center southwest of the junction of
Winnetka Avenue and Sixth Avenue North, and asked the
Council for a determination as,to whether or not the
Council would consider issuing licenses to businesses
which may be locating in the center- The Administrative
Assistant was instructed by the Council to advise all
persons that the Council cannot commit itself in advance
to the issuance of licenses, but that every proper
consideration will be given to applicants for licenses
upon their formal application.
Food Ordinance: The matter of a food handler's ordinance
w%p discussed but no action taken.
Transfer of Funds: Moved by Reiss seconded by Stark
carrie a e amount of 5,575.27 be transfered
from street improvement fund # 16 to the P.I.R. fund
as of December 31, 1952, said transfer being for the
purpose of reimbursing the P.I.R. fund for moneys
borrowed from it by the street improvement fund in
July of 1952•

Village, Garra e_: Moved by Reiss seconded by Stark carried
to pay the —contractor for the village garage the sum of
6,829.14. less 5 per cent or $ 341.47 out of the P.I.R.
fund-said"sum being withheld to guarantee performance of
certain work which cannot be completed by the contractor
until the E.H. Renner Company installs the well pump.
The architect has approved the garage.
Moved by Reiss seconded by Foss carried to authorize
the Administrative Asst stant to proceed with plans for the
construction of work benches, storage cabinets, and lockers
in the tool room of the garage at a cost not to exceed
384,00
Salary of new police patrolman: The Council decided that
the starting salary of new patrolmen shall be the sum
of $ 245.00 per month.

Officials.

Files: Member Rahn advised an unidentified
person

position of village engineer.

Moved by Stark seconded by Foss carried that the
meeting adjourn to executive session.
Use of Village Equipment: Member Reiss asked the
A inistrative Assistant to explain why a village
truck was used to tow a private vehicle. The
Administrative Assistant stated that the towing was
not to be regarded as a service to the owner of the
private vehicle, but was done to dispose of the vehicle
inasmuch as it was obstructing snow removal operations
and that such towing was not done with the view of
starting the private vehicle.
Bootlegging of Liquor: Member Foss stated that he had
nformation to the Fffect that the Golden Valley Inn
engaged in the practice of selling liquor on Sundays
in violation of state law and village ordinances. The
Villa�,e Attorney -was instructed to prepare a letter for
transmittal to the proprietors of sald Inn advising them
of the above fact, and warning them that if the information
is true, or if other evidence of bootlegging in said
Inn comes to the attention of theCouncil that proceedings
for revocation of licenses will be commenced immediately
-.ith appropriate penal measures to follow, said letter
to be signed by Village Clerk Kenneth W. Rahn.
