REGULAR MEETING
of the
VILLAGE COUNCIL
April 7, 1953
Pursuant to due call and notice thereof a regular meeting
of the Village Council of the Village of Golden Valley,
Hennepin County, Minnesota, was held at the Village Hall
in said Village on the 7th day of April, 1953, at 7:30 P.M.
The following members were present: Foss, Rahn, Stark ani.
Stasel: and the following were absent: Reiss.
Moved by Foss seconded by Rahn carried that the reading of
the minutes of the last meeting be dispensed with and that
they stand approved as submitted to each nsmber of the
Council prior to this meeting unless some member of the
audience wishes them read. (the minutes were not read.)
Sanitary Sewer: The Council agreed to the following schedule
of meetings:
1. Joint meeting with the Planning Commission on
Thursday, April 9, 1953, at 7:30 P.M.
2. Meeting of the Council and the engineers on Monday
April 13, 1953, at 7:30 P.M., the public to be
invited to attend the meeting.
3. Joint meeting with the Crystal Council, date yet
to be determined.
Re -zoning of Certain Area in Westurban: Enaco, Incorporated
petitioned he Council for a public hearing on the proposition
of re -zoning Block 1, Lot 8, Westurban, from Open development
to Community Store. Moved by Foss Seconded by Stark carried
that notice of a public hearing on said proposal be advertised
in the official village newspaper, the date of hearing to be
May 5, 1953•
Special Assessments: re Plymouth Avenue: The Administrative
Assistant read a leitjrslgne3-by persons residing on
Plymouth Avenue protesting; the amount of the 1952 special
assessments levied aVainst their property by reason of a
street improvement. Said persons were advised that public
hearing had been held on the matter, that the time for
objections is past, but that the matter would be further
investigated by the Village Attorney and Administrative
Assistant for report to the Council at the April 21, 1953
meeting.
Turners s Cross Rca d Drainage Project: The Administrative
Assis-tan read a letter datedAp fib, 1953 from the Minder
Engineering Company which stated that the total cost of the

project including engineering fees and not including
County participation came to $ 21,945.00 and that
probable cost to a 75 foot lot would be $ 98.00. The
Village Attorney was instructed to prepare petitions
for signature by the property owners involved accord-
ing to the engineerts plat map.
Extension of Thotland Road: Dr. Boller and his attorney
petitioned the Council for acceptance of an extension
of.Thotland Road as shown upon profiles and plat maps
presented to the Council. The Administrative Assistant
advised the Council of the Planning Commission's
approval of theproposed extension. Mr. Eugene Thotland
stated that he was having all property in the neighbor-
hood surveyed with the ultimate purpose of platting the
area, and requesting a delay in order that all parties
might seek a better solution to the problem. The
Council ordered the matter held over until the meeting
of May 5, 1953, with advice to both parties that definite
council action will be taken as said meeting should the
parties not agree to an amicable settlement.
American Legion Re -zoning: The Administrative Assistant
a vised the Council o Planning Commission action on
said matter. It was agreed that the matter be referred
back to the American Legion for their consideration
regarding development of the area on the basis of Open
Development, the Village Attorney having advised that
the Legion can construct a club house on the premises
without zoning the property toCommunity Store.
Billboard Ordinance: After discussion it was unanimously
decided that no committee would be appointed to study
the matter, and that the Council will take no action to
replace the present billboard ordinance.
Request for Billboard Permit: Moved by Stark seconded
by Rahn carried to grant the request.of the Naegle
Advertising Company for permission to illuminate a
billboard now located on the north side of Highway # 12
approximately 1/8 mile west of the entrance to Brookside
Golf Club.
Re: Mpls, No. & So. RR Commercial Proper Z: Mr. Davenport
was not present to report upon the progress of his
company in securing suitable industrial tenants for the
property, although he had agreed to attend this meeting.
The Administrative Assistant was instructed to advise
the top management of said company thatunless a progress
report is submitted by the company at the meeting of
April 21, 1953, the Council will consider zoning the
area back to Open Development.

to immediate revocation by the Council should the Village
Health Officer upon due inspection of Mr. Engelbretson's
premises decide that the condition of said premises constitutes
a health hazard.

Re: Building Permit Calvary Lutheran Churdh; Said church
petitioned a Council or a permit to cons ruct a basement
addition to its existing building located at 7520 Golden
Valley Road per plans and specifications on file in the

office of the Building Inspector. Moved by Foss seconded
by Rahn carried that the Building Inspector be instructed
to issue the permit.
Re; Building Permit, Glenwood Hills Hospital: Said hospital
peti ioned the Council or a permit to construct a new
wing to an existing building per plans and specifications
on file in the office of the Building Inspector, Mr. Van
hauer, Administrator of said hospital, stated that at the
present time the hospital intends to construct the basement
and first floor only, at an estimated cost of $45,000.00.
Moved by Rahn seconded by Foss carried to approve the
construction as .stated and to instruct the Building Insp-
ector to issue the permit.
Taxi Service: A Mr. O'Connor discussed with the Council
e matter of taxi service in Golden Valley, and stated
his desire to operate such a service. Mr. O'Connor was
instructed to present his plans in a formal letter to
the Chairman of the License Committee.
Re: Police Equipment: The Administrative Assistant
presenter -a` reach letter dated March 24, 1953 from
Cor_rie's Sporting Goods, said letter stating that two
revolvers presently issued by the Village were obsolete
and unserviceable, but that two other revolvers could be
repaired. Moved by Stark seconded by Foss carried that
the Administrative Assistant be authorized to procure
whatever equipment is necessary to give our police
adequate equipment.
Tax Forfeited Land: The Council was advised that the
following parcels of land have been classified tax -
forfeited land, and that if the Council wants the land
sold according to law the County's classifications and
sale thereof must be approved by the Council.

The matter was referred to the Administrative Assistant
and the Village Engineer to determine whether any of the

Rural Hennepin Count NursinS District: The contract
witTi said organization having been ap )roved as to
form by the Village Attorney, the Mayor and Clerk
affixed their signatures thereto according to the
minutes of March 179 1953•
Hennepin CountnContract: Member Stark offered
e following resolution:
BE IT RESOLVED: That the contract submitted by the
Suburban Hennepin County Relief Board of the County of
Hennepin for the administration and supervision of
poor relief in the Village of Golden Valley be accept-
ed and approved; and
BE IT FURTHER RrSOLVED, That the proper officers
of said Village of Golden Valley be directed to
execute said contract in duplicate and when executed
to return one of said contracts tot he Suburban
Hennepin County Relief Board.
The quesi:,ion was on the adoption of the.resolution
and the roll being called there were four yeas and no
nays, as follows: Foss, Rah;t,Stark, and Stasel,'and
the resolution was adopted.
Heed Inspector: They Mayor recommended the appointment
o Mr, Halph It. Stark, 525 Radisson Road, as weed
inspector for the year 1953. Moved by Rahn seconded by
Foss carried that the appointment be confirmed.
Request for Building Permits: Moved by Stark seconded
y Foss carried that the council approve the request
of the Minneapolis Gas Company for building permits
per plans and specifications on file in the office of
the Building Inspector, and that the Building Inspector
be instructed to issue the permits.

Executive Session: Moved by Rahn seconded by Foss
cartied that the Administrative Assistant advise the
Golden Valley Golf Club and the Brookview County
Club that said organizations are deemed by the Village
Council to come within the terms of the Village
Ordinance regulating Taverns and that license fees for
said organizations amount to 600.00 per annum for
each club, and that licenses will not be issued until
said amount of money is received from each club.
License Enforcement: The Council creed that the
Police be ins ruc ed to check all businesses and
residences for violations of village license ordinances.
