VILLAGE COUNCIL
October 20, 1953
Pursuant to due call and notice thereof a regular meeting of
the Village Council of the Village of Golden Valley, Hennepin
County, Minnesota, was held at the Village Hall in said Village
on the 20th day of October, 1953, at 7:30 P.M. The following
member: were present: Mayor Stasel, Foss, Rahn, Reiss and Stark.
None were absent.
MOVED by Rahn seconded by Reiss carried that the reading of the
minutes of October 6th, 1953 be dispensed with and that said
minutes stand approved as submitted to each member of the Council
prior to this meeting unless some member of the audience wishes
them read. (The minutes were not read.)
Sanitary Sewers: The Council discussed the proposed sanitary
sewer contract between the Village of Golden Valley and the Village
of Crystal. The Village Attorney requested that consideration
of t'necontract be deferred, and further stated that within the
next few days he will submit a written analysis of the proposed
contract. Upon agreement by all members of the Council, the
Mayor ordered the matter deferred until the meeting of November
3rd, 1953 and further stated that at said meeting the Council
should be prepared to select the Golden Valley Engineer for san-
itary sewer laterals.
Public Hearing Fund #17, Special Assessment, Turnerls Crossroad
Drainage: The Clerk presented an affidavit showing publication
of Notice of Hearing on the proposed assessment for the Turners
Crossroad portion of 1953 Street Improvement #17 in the North
Hennepin Post on October 8th and 15th, 1953, which affidavit was
examined, found satisfactory and ordered placed on file.
The Mayor announced that the meeting was open for the consider-
ation of objections, if any, to said proposed assessments. All
persons present were then given an opportunity to present all
objections, and written objections theretofore filed with the
Clerk were presented and considered, and all such objections were
tabulated as follows:

The Village Attorney upon question stated that the present assess-
ment was based upon the formula heretofore adopted by the Council;
the higher ratio of :1.54 per front foot being levied upon all
property in Spring Green South Addition and all property abutting
on Turnerts Cross Road and the lower ratio of 5.61 per front foot
being levied upon the interior lots of Spring Green Addition. The
Village Attorney also stated upon question that the total assess-
ment was in the sum of $20, 131.99 and that said sum of :money did
not include participation by Hennepin County.
Upon the basis of 6 manholes and 4 drop inlets it was estimated
that the County should participate in the sum of •1,560.00. The
Council agreed that the assessment roll not be reduced atthis time
on the grounds that participation by Hennepin County is a contin-
gency, and that should Hennepin County participate, then the assess-
ment should be reduced proportionately.
MOVED by Foss seconded by Reiss carried that the hearing be continued
to the regular meeting scheduled for November 3rd, 1953 for the
purpose of correcting any ineciu.ities which exist in the assessment
tolls and that republication be had.
General Motors request for setback waiver: Mr. Melvin Mooty, re-
presentative of General Motors, Inc., stated that architects and
engineers for his company had, upon taking soil tests, found that
the former location of the Training School was not the best site
upon which to build the school building and further, that since
the meeting of October 6th, General Motors had decided to construct
a larger building similar to those used throughout the United States.
Mir . Mooty specifically requested the Council to waive the 300 foot
setback now required,. to 200 feet.
MOVED by Stark seconded by Foss carried that notice of public hear-
ing be advertised in the official village newspaper on the propo-
sition of reducing the 300 foot setback to 200 feet in the Commun-
ity Store area located at the northeast intersection of Trunk High-
way 100 and Trunk Highway 55, said public hearing to be held on
November 3rd. 1953•
Trach Construction Comte ny request for building permit: Mr. David
B. Trach, as directed by this Council at the meeting of October
6th, 1953, presented the Council with a front and rear elevation
of theproposed Shopping Center to be constructed at a location
heretofore described. After discussion MOVED by Foss seconded by
Stark carried to grant the request of Mr. David B. Trach for t1B
t construction of a Shopping Center per plans and specifications

on file in the Office of the building inspector, provided that
Mr. Trach, as consideration for the issuance of said building
permit agree that all incinerators and otherstructures construct-
ed in conjunction with the shopping center be appropriately
housed and the Sixth Avenue side of the Shopping Center be land-
scaped and beautified. Member Reiss voted "NO" on the above
motion.
Trach Construction Company request for building permit for gas-
oline service station: MOVED by Reiss seconded by Stark carried
that a building permit for construction of a gasoline service
station to be located at the Southwest intersection of Winnetka
Avenue and Sixth Avenue North be granted provided that all set-
back requirements as heretofore ordained by the Village Council
are observed.
Mr. John Was'i_burn, request for waiver of sidelot requirement:
Mr. John Washburn, Golden Valley Road petitioned the Council
for a waiver of the sidelot requirement for the purpose of con-
structing a garage on said premises. MOVED by Rahn seconded by
Reiss carried that the application be denied.
Re: Installation of concrete curb on Trunk Highway 100: The
Administrative Assistant presented maps showing the location
of the proposed curb to be constructed on the center line of
Trunk Highway 100 at Thotland and St. Croix Avenue intersection..
MOVED by Stark seconded by Rahn carried to adopt a Resolution
entitled "RESOLi,,TION APPROVING PLANS AND SPECIFICATIONS FOR THE
I.NSTALLATION OF CONCRETE CTRB ON TRUNK HIGHWAY 100." See Re-
solutions Book - Page No. MOVED by Stark seconded by
Rahn carried that the Minnesota State Highway Department be
solicited to present plans and specifications for the construct-
ion of the center line curb at about 2300 Lilac Drive North,
at about 600 Lilac Drive North, and at the intersection of T. H.
100 and Douglas Avenue.
Adco Advertising Company, request for commercial building permit:
Said company petitioned the Council for a building permit for
the construction of an addition to their present structure lo-
cated at 5910 ,,4ayzata Boulevard. MOVED by Rahn seconded by Foss
carried that a building permit be issued for the construction
of said addition to the Adco Advertising Company, 5910 ',Jayzata
Boulevard, per plans and specifications on file in the office
of the building inspector, provided that a double fee is paid
inasmuch as said company entered upon the construction of the
addition without a permit.
Minneapolis Gas Company, re: Gas Franchise: The Village At-
torney stated that he had conferred with a representative of
the Minneapolis Gas Company and that said representative 'nad
advised him that without a franchise the Gas Company would not
further extend its facilities within the Village of Golden Valley.
After further discussion MOVED by Reiss seconded by Stark car-
ried that the Attorney be instructed to proceed with the nego-
tiations with the Minneapolis Gas. Company. Member Rahn voted
"NO" on the above motion.
