06-22-54 Special MeetingWw SPECIAL MEETING of the VILLAGE COUNCIL June 22, 1954 Pursuant to due call and -notice thereof a Special Meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at the Belt Line -Fire Station, 1011 Lilac Drive North, on the 22cd day of June, 19542 at 8.00 otclock P.M. The following members were present: Bies, Huebsch,Foss, Rahn, and Stark; and the following were absent: None. The Magor called the meeting to order at 8:30 otclock P.M. Off and On Sale Intoxicating Liquor Licenses: MOVED by Rahn seconded by Stark carried to approve the issuance of the following On -Sale Intoxicating Liquor Licenses for the period of July 1, 1954 to June -30, 1955 per applications and bonds on file subject to the approval of the Village Attorney of the bonds as,to form. Golden Valley Golf Club 824 Brookview Country Club 825 New Boulevard Cafe, Inc. 826 Clara J. Schuller 827 Michaelis Cafe 828 Vee -Tee Company 829 Golden Valley Inn, Inc. 830 MOVED by Rahn seconded by Stark carried to approve the issuance Liuor Licenses for of the following Off -Sale Intoxicating the period of July 1, 1954 to June 30, 1955 per applications and bonds on file subject to the approval of the Village Attorney of the bonds as to form, and in the case of Joets Liquors said license to be suspended for a period of one year, provided, however, that the suspension shall not become effective during continued good behavior of the licensee. 1. Waldronts Drugs Application for Garbarge License: Twines Disposal Company: The Administrative Assistant presented the application of the Twin City Disposal Company, 2847 Central Avenue Northeast, for a license to collect garbarge within the Village of Golden Valley. Member Rahn, license committee chairman, reported that he had no recommendation to make regarding said application. M1 Golden Valley Council Minutes June 22, 1954.- page 2 MOVED by Rahn seconded by Stark carried that the matter be tabled for 30 days pending an investigation by the Administrative Assistant as to the adresses of persons presently serviced by said company. Re: Public Hearing, Sanitary Sewers:_ The Village Clerk presented an aTfidavit showing publication in the official newspaper of the notice of public hearing on the proposed sewer improvement described in the resolution of this Council relating thereto, adopted on June 2, 1954. Said affidavit was examined, approved, and ordered placed on file in the office of the Village Clerk. The Mayor then announced that the meeting was open for public hearing on said proposed improvement and all persons present who. desired to do so were afforded opportunity to express their views thereon. No objections to the making of said improvement or to the levy of assessments to pay the costs thereof were made except as follows: Sewer Improvement Objector Objection None None Member Rahn then introduced a resolution entitled, "RESOLUTION ORDERING CONSTRUCTION OF SEWER IMPROVEMENT NO. 1.", and moved its adoption. The motion for the adoption of the above resolution quoted by title was duly seconded by Member Stark and upon vote being taken thereon, the following members voted in favor thereof: Bias, Foss, Huebsch, Rahn and Stark, and the following voted against the same: None, whereupon .said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Clerk. See Resolutions Book Page No. y. Re: Amount to be Levied Ad Valorem for Sewer Improvement No. 1: The audience actively participated In the discussion of the above matter. During said discussion Mr. Harry Mayeron stated that the estimated total cost of sanitary sewer service in Sewer District No. 1 would amount to $7.75 plus $75.00 for stubs plus, the cost of house connectionswhich may be estimated to cost $150.00. Member Stark instructed that the record show that he personally believed that the total cost would far exceed the above estimate. on question, the Mayor, speaking for the Council, stated that the Council would attempt to cause the cost of constructing sanitary sewer interceptors in other areas of the village to be approximately the same as the cost of the present interceptors to residents of the Sewer District No. 10 and futher, that the Council has adopted a policy of equalizing construction costs Golden Valley Council Minutes June 22, 1954, page 3 for laterals and interceptors within any one Sewer District where said construction is performed as a part of one construc- tion project. It was estimated that the cost of restoring streets damaged, through the installation of sanitary sewer pipes would cost between two and three dollars per lineal foot. The Village Attorney explained why it was imperative that the Council decide at this time the amounts to be levied by special assessment and ad valorem. Member Kahn presented his reasons why the sum of f90000 -U O should be levied ad valorem. Member Stark instructed -that the record show that he did not think that persons residing outside Sewer District No. 1, and having no present or probable need for sanitary sewers, should pay more than $45,000.00 ad valorem, particularly since they had been led to believe for many months that $45,000,00 was what they would have to pay. Member Stark further instructed that the record shows that he had been criticized a.few months ago for trying to save the village $90,000.00 by favoring a joint Crystal -Golden Valley sanitary sewer facility. MOVED by Huebsch seconded by Bies carried to levy the amount of $100,000.00 ad valorem for construction of the Golden Valley - Minneapolis saniTary sewer facility. Member Rahn voted "NO" on the above motion. MOVED by Stark seconded by Foss carried to approve the contract with the Peter Lametti Construction Company and Lametti & Sons, Inc., for the construction of Sanitary Sewer Improvement No.l, and to insturct and authorize the Magor and the Clerk to affix their signatures thereto. Re: Adoption of Scavenger Ordinance: MOVED by Foss seconded by'Bies carried to give a first reading to an Ordinance entitled, "AN ORDINANCE REGULATING THE RENDERING OF SERVICES AS A SCAVENGER, PHROVIDING FOR THE %ICENSING THEREOF, AND PROVIDING PENALTY FOR VIOLATION THEREOF." MOVED by Foss seconded by Bies carried to approve the above Ordinance quoted by title on its first reading. MOVED by Foss seconded by Stark carried to give an Ordinance entitled, "AN ORDINANCE REGULATING THE RENDERING OF SERVICES AS A SCAVENGER, PROVIDING FOR THE.LICENSING THEREOF, AND PROVIDING PENALTY FOR VIOLATION THEREOF", a second reading on the "grounds of an urgency. MOVED by Foss seconded by Stark carried to approve the above Ordinance quoted by title on its second reading and to order publication thereof. See Ordinance Book page 4L_4.
