SPECIAL MEETING
of the
Village Council
July 1, 1954
Pursuant to due call and notice thereof a Special Meeting
of the Village Council of the Village of Golden Valley,
Hennepin County, Minnesota, was duly held in the Village
Hall in said Village on the first day of July, 1954, at
8:00 otclock P.M. The following members were present:
Bies, Foss, Huebsch, and Stark: and the following were
absent: Rahn: The Mayor called the meeting to order at
8:00 otclock P.M.
Re: Bond Issue Sanitary Sewer Improvement No. 1: MOVED
y Stark seconded y Foss carried to adopt aresolution
entitled t1RESOLUTION DIRECTING NEW ADVERTISEMENT FOR BOND
SALE". See Resolutions Book page �' .
Re: Sanitary Sewers, Minneapolis Construction: The
A nistrative Assistant read a letter date June 28, 1954s,
from Mr. Hugo G. Erickson, City Engineer for the city of
Minneapolis, said letter stating that it was his recommenda-
tion that the Village of Golden Valley construct on contract
that portion of the sanitary sewer interceptor lying within
the Minneapolis City limits.
MOVED by Stark seconded by Foss carried that the Village
Attorney be instructed to confer with the attorneys for the
city of Minneapolis for the purpose of drafting an agreement
along the lines set forth in the letter above referred to,
and that the G. M. Orr Engineering Company be instructed to
make all necessary preparations for said construction.
Mayor Huebsch was excused from the meeting at 9:30 otclock P.M.
Re: Sanitary Sewers New Hope: Village Clerk Trucker and
Trustee Nels Jessen of the New Hope Village Council were
advised that Golden Valley could not make a firm agreement
with New Hope regarding the cast to New Hope for increasing
the size of the.pipe used in constructing the interceptor
in Sanitary Sewer District No. 1, nor make any agreement
regarding the amount New Hope would be later charged for
increased digging and allied costs, until such time as
some engineering firm has supplied both New Hope and Golden
Valley with engineering data. In addition, it was pointed
out that New Hope would first have to obtain the permission
of the City of Minneapolis to dump sewerage.into the
Minneapolis sewer mains.
Reference was made to a resolution adopted by both Councils

It was further pointed out that the contractors are ready to
proceed with construction of sewer mains in Golden Valley,
and that New Hope should act promptly if it wishes Golden
Valley to reserve capacity for New Hope.
There was discussion as to whether or not New Hope could
construct an interceptor through Golden Valley, should New
Hope need sanitary sewers before Golden Valley, and charge
Golden Valley for the increased pipe size.
There was a tentative, informal agreement, that the above
procedure would meet the approval of the Golden Valley
Council.
Should either village construct a sanitary sewer interceptor
in Golden Valley, said interceptor to connect to the
interceptor in Sewer District No. 1, it was tentatively
agreed that the method of charging either village for use
of the sewer could be on a connection charge basis.
Salaries; MOVED by Stark seconded by Foss carried that the
salary of Miss Marie Ehr be increased to $250.00 per month,
retroactivity to be decided at a later date.
Increases in salaries of other employees was deferred until
such time as the whole Council can sit together.
Bid, Panel and Dump Trucks; Deferred to meeting of July 6, 1954•
MOVED by Foss seconded by Bies carried that the meeting
adjourn.
