VILLAGE COUNCIL
July 26, 1954
Pursuant to due call and notice thereof a special meeting of
the Village Council of the Village of Golden Valley, Hennepin
County, Minnesota, was held in the Village Hall of said
Village•on July 26, 1954, at 8:00 P.M.- The following members
were present: Bies, Foss, Huebsch, Rahn and Stark and the
following were absent: None. The Mayor called the meeting
to order at 8:15 otclock P.M.
Special meeting to discuss the construction of a water main
to service the General Motors Training School now under
construction on Olson Memorial Highway at the Belt Line,
and to service the proposed plan of the International Paper
Company to be located north of Olson Memorial Highway and
west of the Minneapolis -Northfield and Southern Railroad right
of way.
Mr. T. J. Parrent, representative of the Argonaunt Realty
Division of General Motors, was present and advised the Council
as follows:
1. General Motors will contribute $10,000.00 toward the
cost of constructing a water main from France Avenue North
f, to the intersection of Olson Memorial Highway and T. H. 100.
2. General Motors will, should the project fail and should
Golden Valley have incurred any engineering costs, contribute
toward the cost of said engineering services on the basis of
the engineering required to install an eight inch water main.
3. General Motors will withdraw the offer in paragraph one,
above, should it be impossible to construct said water main
before the Training School is ready to operate.
4. If municipal water service is not available to the Inter-
national Paper Company, said Company must construct an elevated
water storage facility with a capacity of approximately
100,000 gallons to meet fire underwriters specifications.
5. The paper company needs an assured water delivery of
100 gpm and that if said delivery were not assured, the company
must construct the water storage facility referred to above.
6. Mr. Harbeson, of the Miller -Davis Engineering Company,
engineerings for the International Paper Company, has assured
Mr. Parrent of the willingness of the Company to contribute
a minimum of $10,000.00 toward the construction of the water
main, and that the paper company would contribute more should
said company find it possible (on the grounds of cost) to
use municipal water and thus obviate the necessity for elevated
water storage.
7. That he, Mr. Parrent, had contacted the owners of property
lying north of Olson Memorial Highway (Michael's Cafe,
Sebco, proposed builders of a Motor Hotel, Valley Village,
the White House, Minneapolis -Northfield and Southern Railroad),
and that said owners were in favor of municipal water service
and would pay for the water main on a special assessment basis,
and perhaps by outright contribution in the case of the
proposed motor hotel. �.
The Administrative Assistant presented preliminary figures
complied by the G. M. Orr Engineering Company for a 12 inch
water main from France Avenue to the southeast corner of the
Golden Valley Golf Club, said total being $88,800,00. (See
file, "Water Main Extension, 195")
The Council agreed that if the water main were constructed,
it should be constructed with the idea of its being the first
step in a village -wide municipal water system, and therefore,
the probable cost would be $125,000.00.
The Clerk presented preliminary plans for a water main impro-
vement prepared by the Engineer for the Village and said
Engineerts estimate of the cost of the improvement as follows:
Cost of the improvement. . . $125,000.00
which plans and estimates were. examined by the Council,
approved, and ordered placed on file.
Member Rahn then introduced the following written resolution
herein quoted by title and moved its adoption: "RESOLUTION
PROVIDING- FOR PUBLIC HEARING ON PROPOSED WATER MAIN IMPROVES NT" .
The motion for the adoption of the foregoing resolution was
seconded by Member Foss and upon vote being taken thereon the
following members voted in favor thereof: Bies, Foss,_Huebsch,

Rahn and Stark and the following voted against the same: Non,
whereupon said resolution was declared duly passed and adopted,

Company be instructed to submit to this Council on August 3,
1954, a statement as to engineering fees they would require
as compensation for conducting a survey of the Village to
determine the municipal water system this Village may require
in the future, said survey to include recommendations as
to the size of water main necessary to service the General
Motors Training School and the International Paper Company,
and its probable cost if said water main is to be the basic
unit of a village -wide water system, the Orr Company with
regard to said water main not to proceed with any work except
that necessary to furnish preliminary plans and cost estimates.
Upon roll call vote being taken on the above motion, Members
Bies, Hueb.sch, Rahn and Stark voted in favor thereof, and
Member Foss voted against the same, whereupon the Mayor
declared the motion carried.
MOVED by Foss seconded by Bies carried that Mr. R. W. Owens,
Admini.strative Assistant, and Mr. Ogard, Village Engineer,
survey the owners of all property lying north of Olson
Memorial Highway and owning more than 100 -feet of street
frontage, as to their attitude toward paying their equibalble
cost of constructing the water main referred to above.
