06-07-55 Council MinutesREGULAR MEETING of the VILLAGE COUNCIL June 7, 1955 Pursuant to due call and notice therof, a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota was held in the Village Hall in said Village on the 7th day of June, 1955, at 7:30 o'clock P.M. The following members were present: Bies, Foss, Rahn and Stark, and the following were absent: None. Acting Mayor Stark called the meeting to order at 7:35 o'clock P.M. Acting Mayor Stark recommended that Mrs. Marie Aaker be appointed acting clerk for the purpose of recording Council action of the instant meeting. MOVED by Foss, seconded by Bies carried to approve the recommendation of the Acting Mayor. MOVED by Rahn seconded by Bies carried that the reading of the minutes of May 17, 1955 be dispensed with and that said minutes be approved as sub- mitted to each member of this Council prior to this meeting, with the correction of dates, and to change the wording regarding the Minneapolis, Northfield & Southern spur track to read: "the possibility of constructing", unless some member of the audience wishes them read. (The minutes were not read). Bids: Fire Truck The Village Clerk presented an affidavit of publication of notice of call for bids for the purchase of a firetruck according to speci- fications. Said affidavit was examined, approved and ordered placed on file. The Acting Mayor announced that this was the time and place for opening and consideration of sealed bids for the purchase of said firetruck in accor- dance with the notice of advertisement for bids published by the Clerk and heretofore presented to this Council. The Clerk presented to the Council two sealed bids submitted in the course of said notice. Said bids were opened, publicly read and considered. Said bids were found to be as follows: 4 ment. GMC Tandem Axle GMC Single Axle International Single Axle 19,117.00 15,707.00 16,787.00 13,170.00 13,025.56 MOVED by Bies seconded by Foss carried that the bids be tabled until the meeting of June 21, 1955 for study and recommendation by the fire depart- ment. Report on New Hope Sewer: The Village Attorney reported on a meeting held with vir. Hugo Erickson, Minneapolis City Engineer and Mr. Harry Mayeron regarding Golden Valley allowing New Hope to enter our sewer system. Mr. Erickson suggested that a letter be sent to the Public Building and Grounds Committee to request New Hope's entrance into Golden Valley's sewer system. Mr. Kane stated that if this were approved by New Hope, a supplement to our contract would have to be drawn to allow another municipality to enter our system. Mr. Mayeron stated that Peter Lametti, and Lametti & Sons had nearly completed the main truck dewer and therefore requested that part of the monies retained by the Village be released to Mr. Lametti. Mr. Mayeron stated that permission to release the money must be given by the bonding company. MOVED by Rahn seconded by Foss carried to release all monies held by the Village except $20,000.00 after receipt of a letter from G. M. Orr Engi- neering Co., the bonding dompany, and the Minneapolis Park Board. Resignation of Constable Varner: The Village Clerk read a letter from Constable Wm. Varner, Jr. dated June 1, 1955, stating that he was moving out of the Village and was therefore resigning as Constable. The Council instructed the Village Clerk to write a letter of appreciation to Mr. Varner and to accept his resignation with regret. Application for 'Co mercial Building Permit - Federal Container Corp. Mr. J. Goldman appeared to request a commercial building permit for an office and factory to be located at approximately 4400 Olson Highway. MOVED by Rahn seconded by Foss carried to grant Federal Container Corp- oration a building permit subject to the payment of proper fees and proper access to the property. Oiling of Xerxes Avenue North: The Village Attorney stated that the city of Minneapolis is preparing to oil Xerxes Avenue and will oil both sides if Golden Valley will so request. MOVED by Foss seconded by Rahn carried to instruct the Village Clerk to write to Mr. Erickson, Minneapolis City Engineer, requesting that all of Xerxes Avenue be oiled and that the cost of said oiling will be assessed against the benefited property owners. Re: Ordinance for Oiling and Dust Abatement on Village Streets: MOVED by "Rahn seconded by Foss carried to give a first reading to an ordinance entitled: AN ORDINANCE PROVIDING FOR OILING AND OTHER 'JUST TREATMENT OF STREETS, AND THE COLLECTION OF THE COST OF SUCH WORK BY THE VILLAGE AS A SPECIAL ASSESS- MENT AGAINST PROPERTY BENEFITED". MOVED by Rahn seconded by Foss carried to ap rove the above ordinance quoted by title on its first reading. Se - r- brd , N2% ,v e,K 13..X Ps &-e- 3 Repeal of Water Ordinance: MOVED by Foss seconded by Bies carried to give a first reading to an ordinance entitled: "AN ORDINANCE REPEALING THE WATER ORDINANCE OF GOLDEN VALLEY". ,� rs MOVED by Foss seconded by Bies carried to approve the above ordinance quoted by title on its first reading.'' - P-1- a/.6' Tax Abatement Northwest Bible School - KITS: Mr. Pinch, Village Assessor, appeared and stated that in 194b when KITS was built, the Northwest Bible Schools stated that they would never request to be tax exempt. However, the school has never paid any taxes. The Village Assessor was instructed to inform the President of Northwest Bible Schools of the Board of Tax Review meeting on June 30, 1955• The Council was of the opinion that no abatement should be given. Acceptance of Street & Release of Bond, Schieds Gardens: The Village Engin- eer and Clerk informed the Council that 6chieds had never paid for the grading and graveling of the streets in Schieds Gardens. MOVED by toss seconded by Rahn carried todamand payment and if it is not made within 30 days, the attorney was instructed to sue on the bond. Outlot - A - weschester: The Village Clerk presented a deed to outlot A - from Weschester addition to the Village of Garden Valley. MOVED by Rahn seconded by Bies carried to refuse said deed. Re: Division of Lot 9 Block 4 Thotlands Twin View Terrace: Discussion centered on theabove lot; the question being whether it would be better to reduce the assessment on the above lot or to allow the platter to divide it into 2 lots. MOVED by Foss seconded by Rahn carried to allow the platter to divide the lot into 2 lots as per plot plan on file in the office of the Village Clerk. Appointment Deputy Clerk: MOVED by Rahn seconded by Foss carried to appoint Mrs. Marie Aaker as eputy Clerk. Mrs. Aaker, also, to serve as custodian of petty cash, sign checks, act as purchasing agent., and acting payroll officer during the Village Clerk's absence. Hookup to Crystal Sewer: The Village Engineer was instructed to contact the CrystalVillage__ngineer as to the possibility of Golden Valley resi- dents hooking up to Crystal sewer along 34th Avenue North. Hookup to Minneapolis Sewer: MOVED by Rahn seconded by Foss carried to grant approval to Mr. Ed. Eliason 424 Xerxes Avenue North to hookap to the Minneapolis sewer subject to the understanding that should the area ever be served by Golden Valley Sewer, they will be assessed for said sewer. Cigarette License - Morey's Shell Service. MOVED by Rahn seconded by Foss, carried to grant a cigarette license to Morey's Shell Service 3922 Olson Mem- orial Highway. License No. 994. Billboard Permit Holiday Motor Hotel: MOVED by Rahn seconded by Foss carried to defer the application of the Holiday Motor Hotel until the meeting of June 21, 1955. Dump Truck Specifications: The Council instructed the Village Clerk to order publication of the dump truck specifications. Arnold J. Anderson's end Addition°:: MOVED by Bies seconded by Foss carried to approve the revised plat as submitted by Mr. Anderson and to approve the 3 - 98"foot lots included in the plat. Hope Chest Co. Mr. Boblett of the A. D. Strong Co. appeared to present plans and specificati@ns for a warehouse and office proposed at 8100 Wayzata Blvd. The Council referred the matter back to the Planning Com- mittee for study and recommendation.
