SPECIAL MEETING
of the
VILLAGE COUNCIL
July 25, 1955
Pursuant to due call and notice thereof, a special meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota was
held at the Village Hall in said Village on the 25th day of Jul 1955, at
12:00 o'clock P.M. The following members were present: Bies, oss,
Nadasdy; and the following members were absent: Rahn, Stark. The Mayor
called the meeting to order at 12:10 o'clock P.M.
Member Foss gave a first reading to an Ordinance entitled: "AN ORDINANCE
PROHIBITING PROFESSIONAL BOXING AND WRESTLING MATCHES, PROFESSIONAL SHOWS,
AND ENTERTAINMENT IN CERTAIN DISTRICTS AND ESTABLISHING PENALTIES FOR THE
VIOLATION THEREOF". See Ordinance Book Page 4/&.
Mayor Nadasdy opened the meeting to the public and stated that all persons
opposed to said ORDINANCE would now have an opportunity to speak on behalf
of holding wrestling matches in Theodore Wirth Parl pool.
Objector
Mr. ally Karbo Mr. Harbo stated that the pool had been chosen
5225 Lockloy as both the Minneapolis Auditorium and Armory
were in use on August 2, 1955. He also stated
that there would be only one match at the pool
and not a series of matches as publicized. He
stated that if this match is cancelled, he would
stand to lose $1,500.00
The Mayor then called for any proponents of this Ordinance.
Proponent
Clarence Tolg Mr. Tolg presented a petition signed by 128
206 Meadow Lane North residents within "earshott' of Theodore Wirth Park.
Mr. Tolg also stated that he had three points
to bring to the attention of Mr. Karbo. (1) Any
promotor who wants to make a "fast Buck" should
also have to lose a ttfast buck). (2) Why should
the r esidents of Golden Valley have to bail
promotors of this match out of a bad investment.
(3) Mr. Karbo stated that he would stand to lose
$1,500.00 yet the residents of the area had
millions of dollars invested in their property.
Mr. Alvin Johnson
2809 Glenwood Avenue
Mr. Johnson stated that he was a resident of the
City of Minneapolis and that the Village Council
of Golden Valley had the full backing of the
Glenwood Civic League in passing this Ordinance.

Mr. Robert Moser
5732 Golden Valley Road Mr. Moser stated that he was not affected
by the noise from Theodore Wirth Pool but
that in the best interests of the Village
of Golden Valley as a whole, he was in
favor of the Ordinance.
Mayor Nadasdy then made the following statement: "Before placing this pro-
posed Ordinance for a vote of the Trustees, I would like the privilege of
making a statement for the benefit of the people who are here from Minneapolis,
as well as out own Golden Valley residents. My personal feeling toward
wrestling is different than some of the aepressions that have been made here.
In fact, I am an ardent wrestling fan - frequently attending your shows at
the auditorium and when failing to do so, watching them on television.
Your particular attention should be called to the fact that after this
proposed 9rdinance was read, I as Mayor, requested those in opposition to
present their case. The people opposed, recorded themselves by name and
address, indicating that they were residents of Minneapolis. We, however,
gave them a full opportunity to present their case and take as much time
as they desired. This is entirely different than the procedure followed by
the Minneapolis nark Board when re -zoning the Prudential property. The
Golden Valley residents who appeared at the Park Board hearing were advised
that they lived outside of the city and, therefore, had no voiceat the hearing.
We did not want to follow this dictatorial policy in Golden Valley as it
smells of one of the "isms" to which few:- Americans subscribe. It seems
that the Minneapolis Park Board has become a law unto itself and through
recklessness, ruthlessness, and vicious procedures, someone is bound to be
hurt.
Mr. Karbo, you are one victim of this blind dictatorship. Fortunately your
loss is limited to the amount of money that you have spent advertising this
wrestling water show.
This was not true in the Prudential case that I have referred to. In that
case, the Minneapolis Park Board sold Park property for commercial purposes.
This same land was at one time, taken away from its owner by condemnation.
The result of that Prudential project has brought about a terrific loss to
Golden Valley residents of South Tyrol Hills# Rose colored pictureswere
portrayed for the residents of South Tyrol Hills when the project was first
announced, and the Park Board, as well as the Chamber of Commerce in Minnea-
polis, insisted that the Prudential project would improve property values.
Let me take a few short minutes to describe what has happened. South Tyrol
Hills is a part of Golden Valley, most of its residents are not wealthy
people but families who have worked hard and saved for many years to pay for
the harms they enjoy. It was a stable community, with no great change in
home ownership. There are no rented homes.
Since the Prudential project was announced about three years ago, almost 30%
or the homes in South Tyrol Hills have been sold or are for sale.

This is what happens due to theruthlessness of the Minneapolis nark Board
and is one step further to strengthen the stranglehold on the people. In
their efforts they have no consideration whatever to the human rights of
our citizens.
To those of our people who are here from Minneapolis, I plead that you awakes
the citizens of Minneapolis to what has happened. Theodore Wirth, for whom
our finest park is named, is probably turning over in his grave. Were he
alive today he would give up in disgust.
Our duty here as a Village Council is to protect the citizens of Golden
Valley. There is no question in my mind that permitting this show will
simply open Theodore Wirth Park as an arena that will seriously affect the
livelihood of our residents of that area. The same affect would also be a
burden on the residents of Minneapolis adjoining that area. It is to be
noted that there was no opposition to this ordinance except from the pro -
motors with whom I sympathize, but they were given a, permit by the Minnea-
polis yark Board without realizing that this portion of Theodore Wirth
Park is in Golden Valley and not:n Minneapolis."
MOVED by Bies seconded by �'oss carried to approve the above quoted
ordinance on its first reading inserting the figure $250.00 as and for the
permit fee and because of the urgency existing that the by-laws be dis-
pensed with in order to give the Ordinance its second reading at this
meeting.
The Ordinance was then given its second reading.
MOVED by Bies seconded by Foss carried to approve the above ordinance
quoted by title on its second reading and order its passage and publication.
