SPECIAL MEETING
of the
VILLAGE COUNCIL
November 14, 1955
Pursuant to due call and nutiee thereof a special meeting of the
Village Council of the Village of Golden Valley, Hennepin County, Minn-
esota, was held in said Village at Meadowbrook School, 5430 Glenwood
Avenue, on the 14th day of November, 1955, at 7:30 o'clock P.M. The
following members were present: Dies, Foss, Nadasdy, Rahn, and Stark,
and the following was absent: None. The Mayor called the meeting to
order at 7:50 o►clock P.M.
Public Hearing, Sanitary Sewer Trunk Improvement No. 2:
The Village Clerk presented an affidavit of publication of notice of
public hearing on a certain sanitary sewer improvement described in
a resolution of this Council relating thereto adopted on October 4,
1955• Said affidavit was examined, approved and ordered placed on file
in the office of the Village Clerk.
The Mayor announced that the meeting was open for public hearing on
said improvement and all persons who desired to do so were afforded
opportunity to express their views thereon.
No objection to the making of said improvement were made except as fol-
lows:

I. T. Dahl
145 Edgewood Avenue South Mr. Dahl stated that in his opinion the
only areas needing sanitary sewers -were
the eastern and far.western sections of
the South Trunk sewer area.
Chester Campbell Mr. Campbell stated that he believed
700 Meadow Lane South that a referendum ballot was the only
way to achieve a fair result on this
question.
Lester Elstad Mr. Elstad stated that he could not

ing at this time, inasmuch a.s.the resi-
dents of the area did not want sewer
and had so expressed themselves.
Mrs. H. Fahrendorff Mrs. Fahrendorff stated that it would

ments on an acreage as large as that which
she owns. She, also stated that only the
easterly section needed sewer and that
residents living west of Turner's Cross-
road did not want nor need sewer.

W. M. Dresser Mr. Dresser stated that he believed that
5200 Glenwood Avenue before a residential building permit is
issued the soil should be tested and the
land surveyed for the purpose of prevent-
ing the construction of buildings on low
lying land with poor drainage.
Many persons objected without giving their names and addresses, on grounds
as stated above. Many requested the referendum ballot.
Proponents:
Francis Helgeson Mrs. Helgeson stated that he had just

Church of the Good Shepherd and that
Father Hayes stated that his church did
not wish to take a stand on the sewer
issue.
Robert Adams Mr. Adams stated that he could not under -
535 Janalyn Circle stand the distrust of the estimate of the
estimate of the Orr Engineering Company,
and that he wished to have the letter
from Mr. Smelzer of General Mills read.
The Village Administrator publicly read
said letter, which was ordered placed on
file.
M. E. Nordstrom Mr. Nordstrom asked several questions of
208 Meadow Lane South Mr. Peterson, representative of the Minn-
esota State Board of Health. Mr. Peterson's
answers indicated that the State Board of
Health regarded the construction of sanitary
sewers as necessary in suburban municipal-
ities, and that the Board of Health would
not allow the construction of a high school
or large office building without municipal
sanitary facilities.
Glenn Brown Mr. Brown stated that home owners residing
611 Sumpter Ave. South in the southwest corner of the village
wanted and badly needed municipal sanitary
sewer facilities.
Mr. Thompson Mr. Thompson stated that he was the co-
Rees-Thompson-Scorggins owner of the industrial land along Wayzata
Realtors Boulevard and that Mr. Al Godward, Planning
Engineer, had studied the area and stated
that any type of industrial building can
be built on the property, and that Golden
Valley was the only suburb with highways
and railroads serving undeveloped indus-
trial areas and that several large nation-
ally known companies were contemplating
building in the area if sewer service is
made available.
Mrs. Anna Etzler
621 Turner's Crossroad South
Mrs. Etzler stated that 1955 was an
extremely dry year and that if 1956
was a wet year, more and more people
in Spring Green South Addition and
other areas would have sewer trouble.
Mrs. Etzler stated that she was in
favor of constructing the. South Trunk
sewer to Turner's Crossroad.
Many questions were asked of the Administrator, the Attorney, the Engi-
neer, and Mr. Peterson, regarding municipal sewers and the problems
incident thereto.
The Mayor then closed the meeting to the public.
Member Stark stated that he was in favor of constructing the South Trunk
Sewer as far as Turner's Crossroad at this time, with a pipe large enough
to take care of the needs of land west of Turner's Crossroad.
Member Foss stated that he believed that the trunk sewer should end at
Turner's Crossroad at this time, and then introduced the following
resolution herein quoted by title and moved its adoption: "RESOLUTION
ORDERING CONSTRUCTION OF TRUNK SEWER NUMBER TWO" (This resolution to
provide for the termination of the Sewer Trunk at Turner's Crossroad
North.) The motion for the adoption of the foregoing resolution was
duly seconded by Member Stark and upon vote being taken thereon the
following voted as follows:

The Mayor thereupon declared the motion had failed inasmuch as a 4/5
majority was necessary.
Member Bies then introduced the following resolution herein quoted by
title and MOVED its adoption: "RESOLUTION ORDERING CONSTRUCTION OF
TRUNK SEWER NUMBER TWO" (This resolution to provide for the full trunk
line as set forth in the notice of public hearing). The motion for the
adoption of the foregoing resolution was duly seconded by Member Rahn
and upon vote being taken thereon the following voted as follows:

Rahn: YES
Stark: NO
whereupon said resolution was declared duly passed and adopted, signed by
the Mayor and his signature attested by the Clerk. See Resolution Book
